IMF Executive Board approves a US$1 billion disbursement to Ghana to address the COVID-19 Pandemic

On April 13, 2020, the IMF Executive Board approved the disbursement of US$1 billion to be drawn under the Rapid Credit Facility.The COVID-19 pandemic is already impacting Ghana severely. Growth is slowing down, financial conditions have tightened, and the exchange rate is under pressure.The authorities have timely and proactively responded to contain the spread of the COVID-19 pandemic in Ghana and support affected households and firms.

The Executive Board of the International Monetary Fund (IMF) today approved the disbursement of SDR 738 million (about US$1 billion) to be drawn under the Rapid Credit Facility (RCF). The disbursement will help address the urgent fiscal and balance of payments needs that Ghana is facing, improve confidence, and catalyze support from other development partners.

The COVID-19 pandemic is already impacting Ghana severely. Growth is slowing down, financial conditions have tightened, and the exchange rate is under pressure. This has resulted in large government and external financing needs. The authorities have timely and proactively responded to contain the spread of the COVID-19 pandemic in Ghana and support affected households and firms.

The IMF continues to monitor Ghana’s situation closely and stands ready to provide policy advice and further support as needed.

Following the Executive Board’s discussion of Ghana, Mr. Zhang, Deputy Managing Director and Chair, issued the following statement:

“The COVID-19 pandemic is impacting Ghana severely. Growth is projected to slow down, financial conditions have tightened, and the exchange rate is under pressure. The budget deficit is projected to widen this year given expected lower government revenues and higher spending needs related to the pandemic. The Fund’s emergency financial assistance under the Rapid Credit Facility will help address the country’s urgent financing needs, improve confidence, and catalyze support from other international partners.

“The authorities’ response has been timely, targeted, and proactive, focused on increasing health and social spending to support affected households and firms. The Central Bank has recently taken steps to ensure adequate liquidity, preserve financial stability, and mitigate the economic impact of the pandemic, while allowing for exchange rate flexibility to preserve external buffers.

“The uncertain dynamics of the pandemic creates significant risks to the macroeconomic outlook. Ghana continues to be classified at high risk of debt distress. The authorities remain committed to policies consistent with strong growth, rapid poverty reduction, and macroeconomic stability over the medium-term.

“Additional support from other development partners will be required and critical to close the remaining external financing gap and ease budget constraints.”

Kenya was leading until I think 2012 or around - we use to send 7,000 students to the US - but we fixed our education. This is how Ghana and Nigeria loses forex. Sending student all over the world to school is sending forex all over the world. Australia for example I think education forex is probably 2nd largest source after minning. Build universities locally.


There will always be the urge to travel by a tiny minority even if local universities are comparable to the standards of Stanford or Cornell .Back at high school; i had mates who were so fixated about going to school in the states. Whiles some of us would go for vacation classes in preparation for the WAEC exams, they would be at the US Embassy library learning about SAT, ACT and TOFEL.
There would be loss of forex in the short run but in the long run, those who decide to stay and work also send forex to their parents and buy houses

Latest report released by Open Doors, shows that the number of international students in the United States rose to an all‐time high in the 2018/19 academic year, the fourth consecutive year with more than one million international students.
The total number of international students, 1,095,299, is a 0.05 per cent increase over last year, according to the 2019 Open Doors Report on International Educational Exchange.
The new report indicates there was a 5.8 per cent increase in the number of students from Nigeria who are currently studying in the U.S. This percentage represents a total of 13,423 Nigerian students studying in the U.S. in the 2018/2019 academic session. This number also represents 33 per cent of the overall African students in the United States.
Nigerians are enrolled in more than 1,000 institutions in 51 states and territories in the United States, out of which 18 per cent are studying in Texas. Nigerian students using EducationUSA services recorded $16million in scholarships and financial aid awarded to newly admitted students for the 2019 academic year.
Open Doors 2019, released yesterday by the Institute of International Education (IIE) and the U.S. Department of State’s Bureau of Educational and Cultural Affairs, highlights the continued competitiveness of the U.S. higher education sector as a destination of choice for international students and the growing interest in international educational exchange among U.S. students. The release of the new Open Doors data marks the celebration of International Education Week, a joint initiative of the U.S. Department of State and the U.S. Department of Education to prepare Americans for a global environment and attract future leaders from other countries to study, learn, and exchange experiences in the United States.
The Open Doors report is published annually by the Institute of International Education in partnership with the U.S. Department of State’s Bureau of Educational and Cultural Affairs.


They are the third African country with the highest number of students in the US.They have over 3000 students studying there

Counsellor Lutterodt Banned from Appearing On Radio and TV As A Counsellor


Controversial Counsellor Cyril George Lutterodt’s loudmouth seems to have finally caught up with him as the Ghana Psychological Council has banned him from holding himself out as a counsellor.

According to the Council, it’s against the law for an individual without the proper qualifications to hold him/herself out as a counsellor, thus Lutterodt is contravening the laws of Ghana by presenting himself as Counsellor Lutterodt.


The Council has thus written to Lutterodt, warning him to stop holding himself out as a counsellor, whilst also warning the media not to take him on any program to give out advice as a counsellor.

“The [Health Professions Regulatory Bodies Act] stipulates in Section 140 that a person who does not have the requisite qualification and who is not registered with the Council but wilfully and falsely uses any name, title or in addition implying a qualification of practice as a psychologist (or counsellor); and practices or professes to practice psychology of which include counselling or receives payment to provide psychological services commits an offence and is punishable by law,” the Registrar of the Council, Dr Dinah Baah-Odoom, said in a letter addressed to Lutterodt.

“Any media house that does this is in contravention of the above-mentioned law, Section 140(c) which states that a person who employs a non-registered practitioner; (e) without being registered under Part IV of the Health Professions Regulatory Bodies Act, 2013 (Act 857); that is not registered with the Council but practices or professes to practice psychology of which include counselling or receives payment to provide psychological services commits an offence and is liable on summary conviction to a fine of not less than two hundred and fifty penalty units and not more than five thousand penalty units or to a term of imprisonment of not more than ten years or both.”. it added.



This ‘ban’ comes after a recent expression of disgust by the Ghana Psychological Council over his comments that any lady with natural hair is depressed.
