Greatken007:PPE is usually the last line of defence. And it's effectiveness is kind of limited in such types of crushing accident. It is more of a procedural failure. It is either the machine guard was nonexistent or was disabled by the manager. If it was disabled by the manager, then it means the machine started without the manager's knowledge. LOTO would have taken care of this effectively. Another angle to this is the lack of proper safety training by the manager. He carried out an unsafe act and the end result is this accident. Also the manager may not be designated as a repair technician, but he still went ahead to try and get the issue with a machine resolved. This is a serious gaffe in Occupational Safety. The manager has my sympathies. We need to push for the Nigerian Occupational Safety and Health bill to be signed to law. It will put the beam light on organisations to put a priority on safety. |
ikoyila:Don't be confused. HSE simply stands for Health, Safety and Environment. And u can describe it as a discipline or career. NEBOSH stands for National Examination Board for Occupational Safety and Health. It is a body based in the UK that issues certifications to Safety practitioners and other interested persons after the successful completion of their courses (i.e. NEBOSH courses). There are many different HSE courses, so you have to be specific in the one you want to compare with NEBOSH. NISP stands for Nigeria Institute of Safety Professionals. Yes, it is the same body with ISPON (Institute of Safety Professionals of Nigeria). ISPON was formerly bearing NISP but changed their name to ISPON I think about 2 or 3 years ago. A lot of people still refer to them as NISP (their old name). ISPON also offers different HSE courses. |
What an apt write-up. I so much admire that Amaechi. Amaechi is the main Hero of democracy and not one desperate cluelessness personified, who is looking for a consolation price. Amaechi played the critical role of ensuring the election was not a total North vs South contest. This is especially what pained the Tanoids as majority of them are unrepentant tribalists. To them, everything is a 'us vs them' thing. Amaechi's role was highly democratic and especially good for the unity and democracy of the country. That is the reason I'll continue to admire and appreciate the likes of Amaechi, Rochas Okorocha, Ngige, Ogbonnaya Onu, Dakuku Peterside, Magnus Abe and other APC guys in the SS and SE. Those guys really swam against the tide in waters bearing sharks and other wild animals and they survived albeit some at the expense of their political ambitions. Self deception, delusion and hypocrisy of monumental proportions is the hallmark of Tanoids and ironically they accuse the other side of same. They prefer to label all the APC members in the SS and SE as traitors forgetting that we are in a democracy. They prefer to demonise these guys in their regions but prefers to idolise GEJ as one silly Hero. They don't call Northern PDP staunch supporters of GEJ traitors for supporting GEJ against PMB and in the process crash-landing their own political ambitions. To them, it's only the SS/SE guys in opposing party to GEJ that are traitors. What a pathetic myopic set of bigots. Amaechi, Rochas, Ngige and others are the real Heroes of democracy. They stood firm against authoritarianism in a democratic setting and they triumphed. They will definitely be remembered and rewarded for their sacrifices. |

All these explanation you just offered are not contained in the Act. You gave us the explanation purely on precedence or the happenings elsewhere. You are right that it is part of the duty of the DSS to protect the President, and others, but it is not rigid as you put it. The law did not say they MUST be the inner security layer. If the president decides to make them the outer layer, he has not run foul of the law. They are still offering protection to the president. The law simply states that they are responsible for protecting the President and others. If the President decides to make the Guards Brigade his inner security ring, he has not run foul of the law as well. Because they are equally responsible for offering protection to the president. And there is no rigid law stating they always MUST be the outer ring. Everything depends on how the Chief Security Officer of the President and the President himself see it best to protect the President. Btw, it is the NIA that performs the duties similar to the CIA and not the DSS. |

I wonder why PDP goons keep blackmailing the APC over this drug baron's case. His case actually started under their Hero, Jona. This guy obviously must have done something that made Jona left him to his fate and ordered the AG to carry on with the request from the US govt. The US does not forget crimes. Kashamu’s extradition hearing begins June 25 Justice Gabriel Kolawole of a Federal High Court in Abuja has fixed June 25 for hearing in the extradition application instituted by the Federal Government against the Senator representing Ogun-East in the National Assembly, Buruji Kashamu. The extradition application, with suit number FHC/ABJ/CS/479/2015, was signed by the immediate past Attorney-General of the Federation and Minister of Justice, Mr. Mohammed Adoke. It was filed before the court on May 28, 2015. The application was predicated on a request by the Embassy of the United States of America seeking the Nigerian government to surrender Kashamu to face one count of drug related charge before the United States District Court for the Northern Illinois, Eastern Division. An affidavit deposed to by the Assistant US Attorney for the Northern District of Illinois, Diane MacArthur, attached to the extradition request from the US government was said to be dated April 27, 2015. By the US government’s charge against him, Kashamu allegedly conspired with others to intentionally import “and did import into the United States” quantities of mixtures containing heroin between 1992 and 1995. The offence for which Kashamu is allegedly wanted in the US is said to contravene section 952(a) of Title 21, United States Code, and punishable under Section 960 of the same law. The penalty for the offence on conviction under the law, according to the charge, is an imprisonment of not more than 10 years or a fine of up to $10m in the case of an individual or both. Adoke stated in the application that Kashamu, who is described by the US government as being also known as Alhaji and Kashmal, was a subject of a one-count Second Superseding Indictment in criminal case No. 94 CR 172, filed before the Illinois court on May 21, 1998. The application added, “There are forfeiture allegations against Buruji Kashamu (a.k.a Alhaji and Kashmal) pursuant to provisions of Title 21 United States Code, Section 853, holding in Illinois Division, within the jurisdiction of the United States of America for the offences of: “Count 1: Conspiracy to commit knowing and intentionally import and did import into the United States from places outside the United States, quantities of mixtures containing heroin, a schedule one Narcotic drug substance, in violation of Title 21, United States Code, Section 952(a), punishable under Section 960, with a penalty on conviction of a term of imprisonment of not more than 10 years, or a fine of up to USD $10,000,000 in the case of an individual or both.” In a supporting affidavit to the extradition application, a state counsel in the Central Authority Unit (International Cooperation in Criminal Matters), Federal Ministry of Justice, Abdallah Mohammed, highlighted exhibits attached to the extradition request from the US government. The exhibits, according to Mohammed, include a certified true copy of a one-count Second Superseding Indictment in criminal case No. 94 CR 172; a CTC of arrest warrant, dated May 22, 1999 against Kashamu, and a copy of the US laws or relevant statutes that provides for the offences and punishment to which Kashamu was indicted. The exhibits also include “a certified true copy of a plea agreement entered into between the United States Attorney and defendant, Catherine Clearly Wolters (one of Kashamu’s co-suspect) pursuant to Rule 11 of the Federal Rules of Criminal Procedure.” They also include letters and residence permits issued by The Gambian authorities in respect of Buruji Kashamu, dated July 29, 1991 and April 2, 1991 respectively, and a letter of notification of withdrawal of study and request for refund addressed to the Bertitiz Language Centre and signed by Buruji Kashamu. Lagos oilfield to begin production this year With the award of a rig contract to carry out the drilling and completion programme for the Aje shallow-water field offshore Lagos, the first oil production is expected to begin in the state by December this year. The operator of the Oil Mining Lease 113 has, on behalf of the joint venture partners, entered into a rig contract with Saipem for the Scarabeo 3 drilling rig to carry out the drilling and completion programme for the Aje Field Cenomanian oil development, Panoro Energy said in a statement on Monday. The joint venture partners led by Yinka Folawiyo Petroleum Company Limited (the operator) had in October last year taken the final investment decision to develop the first phase of the Aje field. According to the statement, the Scarabeo 3 rig is a semi-submersible rig currently stationed offshore Lagos. The rig will be moved 18 nautical miles to the Aje drilling location and will be used to carry out well operations for the first phase of the Aje Cenomanian Oil field development that includes two subsea production wells. It said the well operations would comprise the completion of the existing Aje-4 well as a production well, and the drilling and completion of a new well, Aje-5, which would be drilled to the Aje-2 subsurface location. The Aje-2 well is said to have demonstrated high reservoir productivity in a Cenomanian production test conducted in 1997, flowing approximately 3,700 barrels of oil per day of 41˚API oil under suboptimal well conditions. Well operations are expected to commence in early third quarter of 2015 and are likely to take approximately 90 days to complete, according to the statement. It stated that once well operations had been completed, subsea equipment would be installed and the wells would be tied back to the Front Puffin floating, production, storage and offloading vessel, currently undergoing refurbishment in Singapore. The Chief Executive Officer, Panoro Energy, Mr. John Hamilton, was quoted in the statement as saying, “Panoro is very pleased to be entering into the rig contract for the drilling and completion of the Aje development wells. We have been able to achieve a lower rig rate than was expected when the Final Investment Decision was made in October 2014. “With well operations expected to commence in the next few weeks, we will continue moving towards our incremental growth strategy of converting Panoro’s discovered resource base into commercial production and generating positive cash flow in 2016.” Aje is an offshore field located in the western part of Nigeria in the Dahomey Basin at the border with Benin Republic, with the first oil targeted for December 2015, the statement said. The field is situated in water depths ranging from 100 to 1,000 metres about 24 kilometres from the coast. The field contains hydrocarbon resources in sandstone reservoirs in three main levels – a Turonian gas condensate reservoir, a Cenomanian oil reservoir and an Albian gas condensate reservoir. Yinka Folawiyo Petroleum Company is the operator, with 25 per cent interest in the field. The partners are Vitol, First Hydrocarbons Nigeria Limited, Energy Equity Resources Limited, Panoro Energy ASA and Jacka Resources Limited. The JV partners had in January 2014 submitted the Field Development Plan for the Aje field to the Department of Petroleum Resources. You definitely can not know a quarter of what Buhari knows about military operations and strategy. He was a career soldier with loads of domestic and foreign trainings and battlefield experience. The Command and Control Centre (CCC) is that of the Boko Haram war. Don't get it mixed up. It is not as if he is moving the defence headquarters (DHQ) to Maiduguri. If a war is going on in the Niger Delta and the Commander in Chief feels that the gains made by the Commanders after a while is not much while having the Command and Control Centre (CCC) at another location, it makes perfect sense to change strategy by relocating the CCC of the imaginary Niger Delta war to the war theatre itself. Command and Control Centre is specific to a particular battle. I agree with you that we need to challenge our leaders. But we must do this within the confines of intelligent criticism. Not just criticising for the purpose of having something to say. The current govt has handed some things over to him, he needs to study them before blending the realities on ground with his own plans. Mohammed Buhari clearly stated the seriousness of the power issue in his address. That is Buhari telling you that the main reason our economy is not growing as it should is because of the power sector. Which indicates he understands the urgency of the situation. You said you expected the president to declare emergency and tell us all the problems bedeviling the power sector, his policies and solutions, etc. Mr Man, it is an inaugural speech we call it, not manifesto speech. And this is not the only speech he'll make for us. This is an inaugural speech! He may later dedicate an entire session with the press to discuss Nigeria power problems. What he did intelligently in his address is to tell us the focal point of his administration and he did that brilliantly. Quoting PMB again on the power issue: "Continuous tinkering with the structures of power supply and distribution and close on $20b expanded since 1999 have only brought darkness, frustration, misery, and resignation among Nigerians. We will not allow this to go on. Careful studies are under way during this transition to identify the quickest, safest and most cost-effective way to bring light and relief to Nigerians." He clearly and emphatically stated that his administration will not allow this to go on as it is now. As a doctor u claimed you are, you should be aware of the importance of carrying out detailed study before implementation. That is the major key to success in any human endeavour. From what was transmitted to them, he has stated that a study is underway to discover fastest and safest way to deliver cost effective power supply to people like you. If after 8 months, they are yet to brief the country in detail as to their plans in this regard and then start implementation, then people like you can cry foul. I may even join you sef.
