This is wrong. The Secretary of State is the number 4 in the Line of Succession to the US President.
The Vice President takes over from President, in the event of his/her resignation, death, incapacitation or removal.
The next in line is the Speaker of the House of Representatives.
After that, President pro tempore of the Senate.
It is only after the above 3 people that the Secretary of State comes up. That is, the Secretary of State can only become president if one way or the other all these other Successors are also unavailable to take up the saddle.

It is the courts that has the final say, not the issuing body. The evidence of an issuing body is not cast in gold. It can be cross examined and a Judge will make ruling based on arguments.
A smart lawyer can discredit the issuing body if the certificate issued to others of same set are different from his.
An issuing body can be compromised. This can be proved by any good lawyer and the court can render the evidence of the issuing body defective.

However, we even have more plethora of smaller parties in Nigeria than the US. So people can go for the smaller parties if they so desire. That is the beauty of democracy.
