Nigeria and confusion eh. The Senate claims having the Nigeria Financial Intelligence Unit (NFIU) within the EFCC is not right and that the international body wants an independent agency otherwise they will totally expel Nigeria. The EFCC on the other hand is claiming that it is not totally strange for the Financial Intelligence Unit to be under a govt security agency, but that the International body just wants Nigeria to review a part of the EFCC Act about the NFIU. And even went further to state that if a totally Independent Agency is created as par what the senate is presently doing, Nigeria will also be sanctioned by the international body and be totally expelled. ![]() Who are we to believe now?? Too much vested interest in this country, that is what makes it so difficult to sit down and analyse a situation or policy and select the most appropriate for the country. Everybody will just be making requests and tendering advice based on their vested interests. No be small work to be president of this country oh. Anyways, with the speed the senate used in passing the 1st and 2nd reading of the bill for the creation of the new Nigeria Financial Intelligence Agency, I dey suspect them. Magu, NFIU director tackle Senate over moves to create independent agency The Economic and Financial Crimes Commission, EFCC, on Wednesday insisted that the Nigeria Financial Intelligence Unit, NFIU, was independent of its control. The Acting Chairman of the commission, Ibrahim Magu, said at an interactive session with editors on Wednesday in Abuja, that ongoing efforts to create a “stand-alone’’ NFIU was needless. It would be recalled that the NFIU, which is domiciled in the EFCC, was recently suspended by the Egmont Group of Financial Intelligence Units reportedly for allegedly not being independent. Egmont Group is a global financial intelligence gathering body made up of 156 Financial Intelligence Units (FIUs) representing 156 countries. It is a platform for members to share expertise and financial intelligence to combat money laundering and terrorist financing. The group reportedly demanded autonomy for the NFIU as a condition for the suspension to be lifted, failing which Nigeria would be expelled in January, 2018. Following the suspension, the Senate moved to establish the Nigeria Financial Intelligence Agency through a bill, which passed second reading in July. Mr. Magu said, “I am not opposed to the autonomy of the NFIU; in fact, the NFIU has always been operationally autonomous. “I understand the workings of Financial Intelligence Units around the world and they are domiciled in law enforcement agencies based on their credibility. “This is another way of corruption fighting back; people are fighting and pretending to be in support of what is ongoing, but they are not giving a face to the fight against corruption.’’ Shedding more light on this, the Director of the NFIU, Francis Usani, said the Egmont Group was simply asking for amendment of Section 1(2)(c) of the EFCC Act. Mr. Usani said the group was not demanding the creation of a separate NFIU as being portrayed in some quarters. “The section says that the EFCC is a designated FIU, but the group is saying the provision is not clear to them. “What the group is saying is that we should create the NFIU as a unit under the EFCC by amending that provision of the EFCCT Act. It is as simple as that. “But it is unfortunate that the perception generally is tending towards abusing what the Egmont Group is asking us to do. “As the chairman has said, there is a very high level of operational autonomy in the NFIU. “When we talk about operational autonomy, it is different from administrative autonomy. “The NFIU has three core responsibilities which are to receive information, analyse the information and disseminate it to law enforcement agencies.” Mr. Usani said other law enforcement agencies make request for information directly to the NFIU without the knowledge of the EFCC chairman. He explained that the chairman had no knowledge of information given by the NFIU to agencies like the ICPC, DSS, among others. “The NFIU signs MoUs without the EFCC chairman’s consent, I attend meetings within and outside the country which the chairman doesn’t know about. “There are a lot of other things we do at the NFIU without his knowledge. The chairman doesn’t ask me who is making request to us or to who we are making request to. “Even my international engagements he doesn’t know about. “All these give credence to its operational autonomy. But these issues are being politicised and that is what pains me the most,” he added. You see these states sef. Everybody will be shouting Fed Govt all the time. One would have expected the rich Akwa Ibom state to charge intending students an amount that is not too much. The FG even advised schools to charge 2,500 and they still found a way to charge an exorbitant 10,500. |

damola1:It is not only incompetence at the top, it is incompetence at all levels ably supported by cowardly masses who cannot challenge the status quo. Change must be driven by everybody at everywhere we get to. The process is this rotten because a lot of Nigerians are chicken-livered and like to get things done fast fast. We want the best of everything, but we are not ready to pay the price. Civilized society where things run normally, they have paid the price in time past! So from your comment, if the Head of the Organisation refuse to drive the needed change and is corrupt, everybody should keep quiet and let things continue, till Heaven brings a saint to head the organisation?? It is this kind of mindset that has made all our institutions totally corrupt. Nigerians are cowards that cannot stand for their right, even when few people want to stand for their right, people like you will discourage them, that nothing can be changed and so the whole process just continue like that. For your information, if more and more people stand their ground and people around them give them the necessary support, the fraud will reduce. It is people like you that are always in a hurry that has ensured the sustenance of the corruption. No matter the system introduced, if the people at the receiving end don't say enough is enough to hanky panky and smart moves by the people running things, they will still devise a means of ripping off the masses. |
erico2k2:The present mode of payment is not a problem at all. It is fine, you can choose to pay online or go physically to a bank to pay. Payment is not actually done at their office, even though a lot of people pay cash to the officers, they will still take it to the bank to pay or pay it online using a card. That is why I said the introduction of POS is not needed at all. As it would give them power over the payment again, something they don't have even now. The major problem are those guys at the office, they are the ones frustrating the entire process making it seem very complicated just to ensure people have no option than to give them cash to do it for them. As you suggested, outsourcing it is another very good option, but the Govt may be concerned about releasing its database to a private entity. What is VAC as per the bold? |

Nigerians will be complaining as if it is Angels that will come from heaven to make a stand for them. And people like you that make a stand for what is just and right, they will even be talking down on you as if you are not smart or you are stingy. Our major problem is just that we as a people are not organised, like to cut corners and are not patient. We like to get things done ahead of every other person thinking it is smartness, there is chronic selfishness in us. It is this mentality that corrupts the whole process of things in Nigeria and it thereafter becomes a norm. Keep it up. It is few people like you that will drive the change Nigeria requires. That is same thing I always do when renewing my driving licence. I pay online, then go to their office, ready to spend as much time as needed. And I always get my license without paying extra. erico2k2:This is a very bad idea. The payment mode presently is the best. The person holding the POS can decide to make it available to people who had tipped him/her while the rest of you will be on an endless queue. You can't imagine how wicked and callous some of this govt officials are. They just need more supervision by competent, honest and patriotic Nigerians to ensure the process from start to finish is completed by NIS officials without any mandatory tip. |

asfrank:Nobody prevented Jona. GEJ Ensured the Calabar - Lagos line touches Otuoke. Nobody complained, even the present govt left it like that. Despite that Jona couldn't organise/source funding for the project until the present govt did same. Jona brought Fed University to his home town, nobody complained. If it were to be Buhari, all hell will let lose. And Reno will spit endless trash. |
rafindo:I just don't understand. Nobody took GEJ to the cleaners over that, people showed understanding and just left it like that. If you look at the map of that route where it branched off to Aba and Onitsha, it looks somewhat awkward but it's well and good to foster economic integration and harmony. The present govt did not even attempt to change it but also left it like that. But just imagine the unnecessary uproar this particular project is generating. Imagine the OP even deliberately cut off part of the story that covers the SE just to give more fuel to suspicion and strife. |

Was that not what your Senator Abaribe complained about? Now, the project has been given life, and you are still whimpering? Drawing an analogy to what you are saying is tantamount to saying they should leave the already existing roads that are in terrible conditions and not usable, and start building fresh virgin roads entirely. Won't they first resuscitate lines that are archaic and dilapidated to the modern gauge before constructing new lines entirely? Contract has already been awarded for a East-West line (Calabar to Lagos). And this was made to touch Bayelsa, Anambra and Abia states. Lagos to Abuja line through Benin is a worthy project that can be constructed in future. So is the East to Abuja line. Everything cannot be done the same time. |

opal4real:I know that there is high traffic through Benin Rep, but its basically poor management on the part of Nigeria Ports Authority and the country at large. We have the capacity to process all our goods through Nigerian ports! In essence, the money we are supposed to be making at the ports are being lost to Benin Republic including the associated economic activity like logistics and transport that you are talking about. It is crumbs that is coming our way by way of this logistics, when we can have the real deal including the crumbs that comes from logistic activities. |

A simple check on google will give you this information, but still, you prefered to expose your ignorance to the world. So you think the rail is being constructed in a rigid way according to how the states border each other?? Oga use your head, the rail line is designed to branch of and connect some major commercial hubs along the line. The geographical South East and South East rail corridor are different entities. What we are reading about and discussing now is the South East corridor, which touches a lot of SE cities. Even the Calabar to Lagos line which has earlier been awarded does not even exclude the SE. It has points where it detours to Aba and Onitsha and even Otuoke. You can make your findings yourself; stop relying on diluted information. As stated, the current news is about the Eastern corridor, from PH to the North! So in essence, every part of the country has been taken care of in this railway modernization projects. |
opal4real:Niger does not have an access to the sea, they need to import through countries that has such access like Nigeria. Building a railway will facilitate commerce and there is money to be made by Nigeria. |

SmartMugu:Yes, there is plan for a Calabar to Lagos line, that has already been given the go ahead by the National Assembly. This line will transverse Cross River, Rivers, Bayelsa, Delta, Abia, Anambra, Edo, Ondo, Ogun and Lagos states. Educate yourself more on this using google. |

This was disclosed by Rotimi Ameachi, the minister of transportation, at The Osasu Show Symposium — which bothers on the economy and its effects on the less privileged — in Abuja on Friday. According to Ameachi, the president also approved rail lines from Port Harcourt to Maiduguri, Kano to Maiduguri, Makurdi to Jos, Gombe to Yobe to Borno, Jigawa to Niger Republic. Amaechi said the transportation infrastructure in Nigeria has been mismanaged for many years, and so much has to be done to restore the railway activities, and drive the economy. “GE came here and annouced that they would give us 100 locomotives, we did the audit of our; our narrow gauge can’t carry 17 locomotives, so by October 1st to October 2nd, we would be lauching about six to ten locomotives, because our narrow gauage cant carry more than that,” Amaechi said. “Government said concession this narrow guage, and we have successfully done that to the extent that we are able to sign an agreement with GE. By October GE will take over the narrow guage and begin to run from Port Harcourt to Maiduguri. “When they stop at Umuahia, economic activities will be at Umuahia; the Umuahia station will become an economic hub.
