Some medication could cause drowsiness. Where things work right, an instant breath test for alcohol level would be done. He can't deny the result. Even if he took a medication that made him drowsy he's still legally intoxicated. As for this road safety officer, he was drunk. He went ahead and married the girl. Today they are happily married with 4 boys and 2 girls. It all depends on your capability; if he can afford it and truly love the lady in question he should go ahead and pay, besides he won't pay it twice.
