It is mandatory to complete a medical examination prior to a study permit approval .The only exception is when your program is less than 6 months. adey2014:Getting a supervisor is one thing, meeting the admission minimum requirement is another and comparing your application package with other applicants is another. All these go into assessments and selection of highly competitive students for a department. Getting a supervisor is ONLY one part of the rigorous admission process. If the university request that you get one prior to applying, it's applicable to every applicant and it is no guarantee that you will be admitted. You application package( transcripts,GPA/average point, Letter of intent, references, research interest etc) will have to distinguish you as you are also competing with different applicants from various part of the world with same interest as yours. Nothing is Guaranteed untill you have been offered admission. |

franksam2009:Not necessarily "rich". Actually, studying and living in a country like Canada isn't cheap compared to Nigeria . Standards and costs of living are different. 5m isn't the benchmark to process anything. Funds you will need depends on your tuition, living expenses(standard) and possibly if you have funding from a school, a scholarship, loan etc and importantly, the prevailing exchange rate of forex. Funds could be more or less depending on your circumstance. So there is no rule of thumb as to a category of people or person(s) that can afford studying in Canada. Weigh your options, have a backup, capitalize on all possible opportunities you can have. The elephant in the house is satisfying an officer that you can financially support yourself during your study without working. You MUST have funds for your study atleast the first year. ogheneese07:Normally, if you use the Paper route, VFS officials will have you fill your activities for the last 10years be it study or work. Since this is 2017,the 3rd column should start from 2007-2015. You will input in the box 'Studying' and the organisation name should be your sch school/university names respectively. VFS staffs just ensures a 10years activity period is filled be it working or studying. Do not leave any gap on that part of the form, else you will be asked to pay some fees to refill it or asked to return back with a corrected one. 1 Like |

dtush:Considering that your bro's admission is for winter 2018, it will be advisable the application is sent in ASAP. Normally, i would suggest you request for his GCMS note if he is considering resuming during the summer 2018 or fall 2018 terms respectively. However, the refusal apparently bothered around him not meeting the requirements of sufficient funds and your ability as his sponsor. I strongly advise you pay his first year tuition. Transfer the dollars you have into a dorm account opened in his name. A visa officer is more interested in the fact that the applicant(brother) have access to funds for the first year (tuition and living expenses) without a recourse to working in Canada. Your move to allay any doubt about your sister and daughter's financial independence from you is good. Anything to show an officer that there is enough source of income for you as sponsor will stand firm regarding your competence to fulfill the responsibility. Another important thing i have noticed lately is that officers categorize siblings sponsorship as a '3rd party' sponsorship. So ensure you add enough evidence of relationship to you bro,(birth cert, any other identification doc). Do not forget the affidavit of financial support too. The landed property earnings should be proof inclusive. Making claims alone without evidence does not amount to existence. Proofs are what officers work with. So endeavour to add things that will back up all claims. Your brother is the primary applicant and you being his sponsor MUST in evidence show that he will have access to funds declared in his application and others shown in various forms( tuition, funds in convertible currencies, funds that you will earn over the course of his 4 years program). Nevertheless, the issue in his refused application is straight forward enough. 1. It appears the offer letter of admission from the DLI(school) was not included in previous application, ensure you include it in the next application showing details of the applicant and other necessary details. 2.Undergraduate study is usually financially demanding on the sponsor(s) or applicant. 4 years of financial commitment is no joke. Officers will not just ensure that the applicant meet the requirements but also determine that the financial support will be sustained. Not including your statement of account as the sponsor would have stalled officers from reaching a conclusion that you earn an income that is sustainable for you/family and the applicant. They will determine that funding will be sustainable in all circumstance(You,applicant and other miscellaneous spending) Pay his full tuition for one year, open a dom account and have an equivalent of 10,000CAD or more in it. Add your account statements with some available balance, if possible too, add any other source of income with proofs. Note: The stronger the financial capability(ies), the better. 3. Augustinecu:You friend should visit VFS office and hear what the have to say as regards retrieving the passport back from the embassy. Normally,it is only sent back to the embassy for safety purposes after an applicant fail to pick it up at VFS. Once he is able to contact the visa office through their email address, they will instruct him on how to get the passport back. He won't be needing an appointment with the embassy, the passport will be sent back to VFS and will be collected there. Again, your friend should go to VFS office in person. They will advise better on the procedure. |

flosure:I can relate with your thoughts but you see, under the Canadian immigration laws, a temporary resident would have shown and convinced an officer that there is a strong likelyhood he/she will leave Canada at the end of the authorized stay before the application is approved even when there are incentives to attract the applicant to remain simply because it is a TEMPORARY stay. It's just a law. Officers only enforce this law using the evidence before them and discretion based on the overal circumstance of the applicant. It is more stringent for Africans especially Nigerians because we predominantly want to migrate to these countries. Some under the guise of study and some through other means. To even make it easier, they introduced the permanent residence through the EE so there will be a clear cut difference in the requirements, intent and purposes. You know, It wasn't this difficult in the past, alot of students who have gone ahead narrowed the chances for others due to the way and manner they absconded or used the laws to their advantage. As a law abiding country like Canada, they will respect their laws and ensure strict adherence to it which sometimes could be against their wish. So to avoid being in such tight corners, the scrutiny is heightened from the word GO so it will be easy for the government to trace back to the circumstance(s) that brought the applicant into Canada should there be any case raised during the stay or in future. Officers know majority of the applicant will not comeback, as a matter of fact, each applicant is treated as a potential migrant. The law just has to be enforced and officers are allowed to use their discretion also in enforcing this. Applicants should make sure they show very genuine intent in the intended program, overal goals, study plans and ties to anything/anywhere BUT Canada. They want us more. Canada is a migrant country and will remain that way for a long time. They just want to issue permits and visa for the SOLE purpose it was opened to applicants. In what so ever decision you take, i'll advise that you do not give them an inkling that you are trying too hard to get into Canada, it will reduce your chances. 4 Likes |

flosure:Hello ma'am, going through your GCMS note, it is unfortunate your application couldn't satisfy the officer that the pgc is what you actually need in advancing your current career. Here is the thing, Your previous applications have already raised an eyelid on your intention and every other application will assessed from that stance to ascertain if there have been significant change in circumstance. So questions will bother around 1.why you really want the PGC program 2. Why are you not taking it in Nigeria 3. The importance of a foreign degree obtained in Canada and not else where around the world. Having studied and currently working in a related area to your proposed program(atleast from my understanding), it is not a new aspect to you and you will really have to convince an officer why you have chosen a PGC against a master degree which should be a natural progression. Understandably, you have HND which may not be accepted by most schools in Canada for a master degree program but how were you able to use this to your advantage and convince an officer that instead of a PGC/D in Nigeria, Canada would add the advantages and conduciveness for you. I highlighted 2 things i noted in your note. If you intend to reapply with same program(which i strongly discourage), you will need to extensively show how lucrative and receptive global hospitality is in Nigeria. The burden will be on you to draw the officer's attention to things they don't already know about this program and the advantage it will give you that same degree in Nigeria won't as well as your overal study plan. Secondly, i have high doubt your case will get a nod of 'leave' by a federal judge to proceed to the next stage because the court deal with evidences and not claims. They will give credence to the discretion of the officer untill there is an error in facts or misinterpretations of the laws. You may not stand a good chance here. Here is my suggestions: -Do not reapply with same program again. - If it is possible, complete the PGC/D program in Nigeria and later you proceed to Canada for a master degree program. By so doing, there would have been a significant change in your situation and you won't be seen as being desperate to enter Canada. - Try the express entry route. Regards. 1 Like |

rosegoldd:You can't submit your study permit applications in the embassy. VFS have been contracted by the Canadian government to receive applications and handle other logistics on it's behalf. So VFS is the only place to submit a paper application. You can alternatively use the online platform for your application(s). |

Another very interesting thing of concern is that some countries have noted that foreign students especially from Africa still abandon school even with funding and financial aids to seek other things. So i feel what most countries do now is to ensure applicants would have committed significant amount of their personal funds even with these types of fundings and aids either through a reliable sponsorships( Parents, immediate family), liquid cash or strong evidence like a cash flow or source and/or affidavits from other persons offering financial support which can be used as evidence in a court incase the student use an excuse of not meeting the conditions of the scholarship/TA to do other things to raise money for study. So it's rather SAD Africans especially Nigerians are subjected to such scrutiny. Understandably, alot have happened in this light in time past and it's becoming stringent in all fronts even when everything appears to be technically in order. They just don't completely trust Nigerians unless they see very huge and enormous financial capacity of the applicant. May God help us. |

McOsheBaba:Sorry about the outcome of your application. Quite unfortunate really. I can only see few things that MAY have raised the officer's doubt about funds 'AVAILABLE'. Like you already know, an applicant MUST have 'sufficient and AVAILABLE' funds to cover tuition and living expenses for the first year. I stressed the available because i noticed you mentioned a TA and a 3rd party sponsorship. The yearly stipend you will be having from the school will be under some terms and condition which can be defaulted even before you complete the first semester which may leave you without funds during your first year. Secondly, 5m in your uncle's account does not mean you have access to it since he is a 3rd party. 700k is the funds you actually have access to. So with a likelyhood that a TA funding leaves you with a 50:50 chance of AVAILABLE funds, a 3rd party sponsorship and a 700k personal funds, there is so much to raise a reg flag on regarding AVAILABLE funds for tuition and living expenses which is the angle that is considered. Here is what i propose if you decide to reapply again. 1. Have your uncle transfer atleast your living expenses fund to you. 2. Increase your personal funds to say 1m 3. Provide an affidavit of sponsorship of your uncle. 4. Do not try to explain too much about the funding you have. You can't understand their educational system more than them. They know already, the more you try to explain things, the more their eyes is raised to why you are particular about bringing their attention to it. LONG POST ALERT! Hey guyz For the benefit of others here, i want to explain this issue of " You have not satisfied me that you would leave Canada....." here. I seem to be getting alot of questions in my email box about this. Just as it is clearly written on the refusal letter, an officer was not satisfied you would leave Canada at the end of your authorized stay if your study permit had been approved. He/she would have ticked the area(s) of concern and the onus now is upon you to satisfy and convince the officer that indeed you would leave by tackling the issues raised. It's not as though immigration officers don't want people to stay back but there are LAWS guiding their jobs and each part of your application must meet the provisions of the law. Like i have previously mentioned, under the IRP Acts and regulations and under the temporary visa category, an applicant MUST show he/she will likely return home even if you can stay. It's just something an officer can't help but ensure. It is clearly written in the Acts and regulation as published by IRCC(formerly CIC). However, the discretionary part of their job would be in deducing this likelyhood from your 1. Previous travel history(if you have one) 2. Social, economic and family ties to Nigeria or anywhere else aside Canada. 3. Your financial situation 4. Prospects both in your home country or where you have strong ties. It is not compulsory all these ties be in Nigeria. As a matter of fact, it can be else where you are established or have strong ties to. Unfortunately, most people have stronger ties in Nigeria than else where because most of us have citizenship of Nigeria where our rights are not not limited as compared to other places we don't have citizenship. This is why it is often stressed especially on this forum. If you still have investments, educational ties, employment or political affiliation outside Nigeria and can establish how strong there are to compel you to leave Canada at the end of your authorized stay, you will satisfy the Act's provision and you can use them. Note that the refusal letter always have the line "Leave Canada at the end" and not ' Return to Nigeria'. Which means the focal point is that you leave Canada to where you choose as long as you have established that ties to those places exist and are very strong enough to compel you( Citizenship, Diplomatic ties, religious ties etc). So for people asking if it has to be only Nigeria, Well, since most people have citizenship of Nigeria, it is also advisable you show ties to Nigeria aside where you have other ties. This however does not mean that if you have citizenship of other countries, you can't use it(them). By all means, please do. Also take note of what particular reason(s) was considered when you did not satisfy the Officer (Purpose of visit, personal assets, travel history etc). If the reasons fall under one of these, then know it bothers around what you are going to do and the circumstances surrounding that singular intent.(Before and after) Do not lose hope, get help where necessary, restrategize and ultimately, ensure you see the officer's inference of your previously refused application by getting your GCMS file(your immigration file with IRCC) before you reapply. The refusal letter reason(s) is always vague. The real reason is on the note because it is like a report the officer will make for record purposes and for future reference incase you apply for any other category of Canadian visas or permits. bronze25:One thing to also put into consideration aside having the required available funds for the first year is that officers will also ascertain the probability of your funding for the subsequent year if your program is more than a year. They review the sponsor's account statement to see how funds were accumulated over the 6 months period as well as the likelyhood of generating equivalent funds. So yes, meeting the required funds for first year is as important as a statement of account of a sponsor that will sponsor you beyond the first year. I'd say yes, add your sponsor's statement of account if he/she intends to sponsor you beyond your first year. Do not forget to add an affidavit of financial support/sponsorship. 1 Like |

Only error of facts or administrative errors on the part of the visa officer are considered regarding reopening a refused application. Another one is a judicial review decision by a federal court of Canada judge to reopen a closed application. Other than these cases, you can only reapply and pay new processing fees. Since you have ordered for your GCMS file, i suggest you exercise some patience till it is out. The officer's note on the application will help you realise where the problem is and what to tackle. You do not need to show any form of desperation by trying to do anything to suggest you are. Relax, get you GCMS file, read information on this forum while waiting for the note and you will be better prepared for the reapplication. Like you noted, it took barely a month and 2 weeks for a decision to be made on your previous application, you can be fortunate same case is recorded in the reapplication and you make it for jan. So prepare for your reapplication in Nov, follow this thread and gather as much info there is and be hopeful. Anything is always possible. About deferring, when the time comes, you will know if it will be necessary. |

So don't get confused with the word 'Processed', it is not completely definitive regarding a final decision. Only affirms a review is ongoing in your case since additional information is requested. |

vanod:Emmmm, Actually, it means 'counter foil required' . It is ' YES' for all non visa exempt applicants of which Nigerians are inclusive. The counter foil is the Visa on the passport AKA TRV. The eligibility ' Passed' and 'failed' is the difference between an approved application and a refused one. His own is passed which means an approval. 3 Likes |
