If a contract like that were signed where I live, the politicians who signed it would be out of office by now. Ask Grey Davis, the former governor of California who was thrown out of office by a recall drive because he signed a contract that put California at the mercy of Enron and its impetuous upward drive in rates paid by California's utilities.
So you kicked out Grey Davis and replaced him with Arnold, the question now is, how great is Arnold with California almost bankrupt and one of the highest employment rate in America? Arnold did way way worse than Grey Davis, so why is he still in office? Please kill that noise.

Talking about Lagos state, sounds like you are asserting that the Fashola/ACN should be kicked out because some people don't want to pay toll fees.

Go ahead and replace Fashola/ACN with PDP. Like Arnold himself once said, make my day,

If there are terms that the owner (LASG) find unsuitable, then they can renegoitate - contracts are renegotiated everywhere so stop acting like this is some unheard of situation.

Tax regimes are changed from time to time and contracts can be renegotiated - Brazil recently changed the ownership terms of oil found in the Santos basin but foreigners are still rushing in to sign.

Besides, why must LCC start collecting tolls with the minimal work they've done? That is criminal in my opinion and trumps any contractual issues you might come up with.
Come up with a concrete justification instead of these same empty words. Why should LCC collect tolls without the roads being functional? If they have such a long lease of 20 years, why should one year or revenue reduction suddenly destroy everything?

If there is a message here, it is that the people of Nigeria will not be taken for a ride under the cover of keeping to contractual agreements.

In the bigger picture, this is the first time such an agreement has been put in place - it is only natural that slight adjustments will be made over time as more information is available. No one has said they won't collect tolls forever, the take off date for collection has been suspended.
So what are they charging for? For cars to fly in the sky or on some imaginary road? You are not making any sense?

Exactly what adjustment and information are you looking for? Please be specific and quit throwing meaningless words all over the place.

Like I said, maybe the government should have ignored the people in the area and the hardship they go trough driving for endless hours everyday till when ever they have enough taxpayers funds to build the roads.

You do not toll in the middle of urban residencies. No one should pay tolls for simple everyday ordinary task as going to the super-market, dropping kid off in school, going to the bank etc.
Then maybe the government should just leave your roads alone and let you stew in traffic gridlock, spend 10 hours on the road to get to your kids school and your super markets.

Thank you my brother. Whenever people point out that good things cost money and the Lagos state government needs money. I always tell them that if they don't pay taxes, I do and I know how much goes into their coffers. Yet they (local and state governments) can't show what the vast amounts many people are paying to them is being used for. Yet like Oliver Twist, they continue to ask for more.
So what do you think they are using the money for since you know how much the state collects?

You ever asked yourself who is paying thousands of state agency workers like LASIMRA

LASEPA

Lagos state public works corporation

LAGOS STATE RADIO SERVICE

LAGOS STATE SCHOLARSHIP BOARD

LAGOS STATE SIGNAGE & ADVERTISEMENT AGENCY

LAGOS STATE SPORTS COUNCIL

LAGOS STATE TRAFFIC MANAGEMENT AUTHORITY (LASTMA)

LAGOS STATE TREASURY OFFICE

LAGOS STATE WATER-WAYS AUTHORITY

LAGOS STATE WOMEN DEVELOPMENT CENTRE

LAGOS WASTE MANAGEMENT AUTHORITY (LAWMA).

Who pays the ministry workers?

Who pays the judiciary?

Who pays the teachers?

Who pays the legislative?

Who pays to keep the light on in government offices?

Who buys official state vehicles and machinery?

Who builds the hospitals?

Who builds the schools

Who builds the low cost housing estates?

Who builds the water works?

Who builds the maternity centers?

Who is building the water jetties?

Who is building the parks and recreational centers?

Who is building the ten lane Badagry freeway?

Who is building metro rail?

And lastly, who is taking care of 18 million Lagosians with a lousy 2 billion dollars yearly budget? All you noise boils down to 2 billion dollars a year and it's peanuts in terms of the state's obligations and population demands.

In many countries or cities with superb infrastructures and less than half of Lagos state's population, their yearly budget is hundreds of billions of dollars and they still have to raise money via bonds and other financial instruments to catch up, fend off or service deficits.

Even many of these cities are not starting from scratch like Lagos, they are practically building on top of developed and existing infrastructures.

For Lagos to adequately develop, the state have to post at least 100 billion dollars yearly budget, not the lousy 2 billion you are crying about.

Many of you have so much to say, but you don't know anything about public administration, obligation and finance.

Why should any sane person toll an ordinary road?
Out here in the states, most tolled roads I know have bridges.
Why are you tolling an ordinary road?

I'm even saying these because I don't want any Igbo or Eastern state to copy that nonsense. Government build roads and maintain them. That is why people pay taxes.
How can any sane person pay N120 each passing on a road he rely on daily to earn a living? Supposing he has to pass that gate 10 times a day; it is conscionable to charge him N1200 on that day?

Eastern governors: DON'T COPY THIS S%^T!
Use your head. The government can not develop the state, maintain existing infrastructures, pay the civil service, vendors, utilities, build hospitals, schools, freeways, metro rail  and take care of 18 million people with just 2 billion dollars yearly budget.

It's not by force to sound like an ignorant cave man, everything about your existence is copied, you did not invent the freeking computer you're typing on.

Apart from paying taxes in many countries, they pass bond measures to allow cities to raise public money to build new schools, roads and bridges.

Many countries tax petrol to raise money for roads, freeways and bridges. American interstate freeways was built with fuel tax.

Also, the tolls iirc are not that high. Why do people want to have good things (nice roads) w/o paying for them?

Finally, what penalties (if any) will the Lagos State gov't have to pay for violating their agreement with the LCC?

Fashola Suspends Lekki Expressway Toll Collection

Lagos State Governor, Mr. Babatunde Fashola, on Wednesday ordered the indefinite suspension of toll collection on the Eti-Osa Lekki Epe Expressway.

It was originally billed to commence on January 3, 2011 but the state government succumbed to appeals and complaints on the toll.

The suspension, according to the governor, is to enable the government to further engage with the concessionaire, the Lekki Concession Company Limited, and the concerned stakeholders on the proposed toll.

In a statement signed by the Director-General, Lagos State Public-Private Partnership, Ayo Gbeleyi, the government said it would use the intervening period to address the financial implications of the suspension with the concessionaires and their financiers to maintain the integrity and investor-friendly posture of the administration

Gbeleyi added that the government would also take advantage of the period to work with the LCC to ensure that the road works advanced considerably and that alternative routes pledged by the state government were completed.

He said, “This will ensure that road users who desire not to pay tolls have the option as well as the benefit of enjoying a significant part of the completed road sections.

“The government would like to seize this opportunity to once again thank all citizens and stakeholders who have been very supportive of the administration’s effort for a radical transformation of Lagos State for their continued understanding and support towards the successful delivery of the road infrastructure.”

By SaharaReporters, New York

In what promises to be a seismic development in Nigerian politics, Speaker Dimeji Bankole and as many as 70 PDP legislators may soon leave the ruling party and embrace the Action Congress of Nigeria (ACN).

Several sources close to Mr. Bankole as well as two top officials of the ACN told SaharaReporters that the Speaker had been engaged in highly secret negotiations with the ACN to set out terms for his likely switch of political parties. “Speaker Dimeji may yet be the most high profile politician to decamp to ACN after the Minister of Information, Dora Akunyili, resigned from Jonathan's government and joined the All Progressives Grand Alliance (APGA),” said one of our sources. Mrs. Akunyili intends to run for a senatorial seat.

Our sources said Speaker Bankole may be switching parties with 70 lawmakers in the next few weeks, if negotiations go as planned.

The PDP is beset by a deepening crisis that has resulted from the controversy over which geopolitical zone is to produce the party’s presidential candidate. Many Northern members of the ruling party insist that Jonathan is violating an internal arrangement that stipulates the zoning of the presidency to a northern politician for the next four years.

One of our sources indicated that Bankole, who hails from Ogun State, began serious negotiations with ACN after he realized that President Jonathan’s close political ties with Governor Gbenga Daniel of Ogun State was inimical to the speaker’s political ambitions. Mr. Bankole has his eyes on the governorship of Ogun State, but Governor Daniel, who doubles as the southwest campaign coordinator for the Jonathan/Sambo ticket, has made it clear that he does not want the speaker succeeding him. “If the speaker wants to realize his gubernatorial ambition, he has to decamp to the CAN,” said a close associate of Mr. Bankole.

Another source told SaharaReporters that Governor Daniel has completely marginalized former President Olusegun Obasanjo and a former minister of his, Jubrin Martins Kuye. “Chief Obasanjo wants [former military administrator] Olurin, Governor Daniel wants Isiaka Gboyega, and Bankole has to search for a new platform to actualize his ambition,” an insider told Saharareporters.

Mr. Daniel’s closeness to Jonathan has emboldened the governor to throw his weight around with impunity. Last Saturday, Mr. Daniel’s hoodlums disrupted a town hall-style gathering chaired by Nobel laureate Wole Soyinka. The action has further depleted the ruling party’s low political capital in the state.

SaharaReporters called Mr. Bankole’s telephone and sent him text messages seeking his comments, but he had not responded as at press time.

Nationally, the ruling party is going through a rough patch over its contentious zoning policy that has pitched Northern politicians against Mr. Jonathan who is accused of breaching the party’s zoning policy. Last month, a group that styled itself Northern elders chose former Vice President Abukakar Atiku as its consensus candidate. Since coming on board as a “Northern candidate,” Atiku has battled Jonathan in a duel that is tearing the ruling party apart.

But beyond the internal wrangling over its presidential candidate, the PDP is imploding from its long-term unpopularity. One gauge of the party’s wretched image came in a straw poll that was recently pulled from its website in embarrassment. In the poll, more than 70 percent of respondents indicated their preference for a different party other than the PDP. The page with the poll was removed yesterday after it became public.

The ACN is slowly emerging as the PDP’s staunchest opponent. The party has been in a series of merger talks with other political groups after it gained control of several states in court judgments that nullified the fraudulent elections that brought PDP governors to power in some south western states.

An ACN official (member of the "contact committee" in charge of receiving decamps from other parties ) who spoke to SaharaReporters said the party had not received official notification of interest from Bankole and the other legislators who have been informally negotiating a switch of parties.

Meanwhile, former military dictator Ibrahim Babangida – who lost out to Atiku – is actively seeking to become the presidential candidate of the ANPP, according to several sources. One of those sources revealed that Mr. Babangida was also interested in merger negotiations with other political groups, but none has expressed in working with a man whose era as military dictator was marked by rampant corruption, press repression, unsolved murders, and the infamy of the June 12 annulment.

Actually, it was a dumb comparison and I'll tell you why.

Rivers state yearly budget with 5-6 million people to serve is higher than Lagos with 18 million people and the heaviest human and infrastructural demand.

With Lagos state building the most mordern bridge in the whole of West Africa, commissioning roads, housing estates, old people homes, transit homes for abused women, modern pars and recreation centers, drivers institutes, water works, hospitals, constructing the most sophisticated expressway in Africa (10 lane Badagry Expressway with BRT and Metro Rail access) biggest environmental renewal in Africa and still have to serve and produce for 18 million people.

Shouldn't the clown be asking and showing us what the same Amechi is doing with the largest budget in Nigeria to serve just 5-6 million people and less infrastructural demand?

See why you can not pay attention to these clowns and loser. I know they are always looking for a hero to carry on their shoulder to needlessly counter anything Yoruba because of their silly tribal competition that's not even close, but unfortunately, they got a long way to go.

Birth Of A Proper Economy Rooted In Agric Has Taken Off In Lagos
…Says Fashola at First Graduation of AGRIC YES Trainees

Dec 18, 2010 - Lagos State Governor, Mr Babatunde Fashola (SAN) on Saturday attended the first graduation ceremony of Course One of the Agriculture Based Youth Empowerment Scheme (AGRIC-YES) Trainees in Epe with an affirmation that the birth of a proper economy, rooted in Agriculture that supports industrialization has taken off in Lagos.

Governor Fashola who spoke at the Agricultural Training Institute(ATI) Araga Poka in Epe venue of the colourful, well attended ceremony said the new economy would lead to the development of service sector that completes the chain of a resilient economy.

He explained that the Agric Yes Scheme is one of the many practical solutions that Government is deploying in response to the growing reality of youth unemployment and challenges it poses in a rapidly changing economic climate.

Said he: "We gather to witness the graduation of the first 100 out of 1000 young men and women who are programmed to benefit from the Agric Youth Empowerment Scheme (Agric Yes). We harvest the most critical resource, the fully trained, and highly skilled manpower that is the bedrock of our pursuit of food security in our State and country".

He added: "I am delighted that we have walked our talk again in the Agriculture sector of the Lagos economy. This has been possible because great men and women in the State public service and in the Ministry of Agriculture and Cooperatives have found a new belief in themselves.

"When we started this journey some said we were too much in a hurry and that we will get tired, that we were running a marathon like a sprint and some even said we were all talk and no action but today even if you disbelieve what we say, you cannot disbelieve what we have done and you can see them".

"It pleases me that this is happening now because tomorrow (Sunday)this government would have spent 1300 days in office as part of the 1460 days of your mandate. It remains 160 days before we complete this term. We will keep walking and keep running in serving you", he explained.

Governor Fashola while congratulating the new graduands said he hopes they will take charge of the future that will ensure that Lagosians do not worry about what to eat, because if a country as small as Isreal can do it, Lagos too can double that feat.

He said in order to assist and support the take off of the programme, the State Government has approved micro-finance funding for their co-operatives which has been developed and is receiving support from the Ministry of Agriculture.

"The future certainly belongs to you all now, as you lead us into a new experience of high quality farming methods, packaging techniques, marketing and distribution network and strategies that will truly revolutionize the image and concept of Agriculture in our State and country."

"I see the birth of many other support industries such as canning and other value added services commencing not too long from now", the Governor said.

He urged them not to look behind but to continue to produce farm output because people will buy them , adding that he has already issued an Executive Order that the agric co-operatives of the public service where garri and potatoes are fried would be their ready market as they are ready to take the products.

Speaking earlier, the Senior Special Assistant to the Governor on Special Projects who is also the Co-ordinator of the Programme, Mr Gbolahan Lawal said the Agric Yes programme was conceptualized as a form of social intervention response aimed at solving the twin problems of youth unemployment and food security.

He added that the scheme is a three phase intervention programme spanning a period of five years with a target of producing 1,000 laptop carrying elite farmers with phase one made up of a six month intensive training, phase two a six month internship stage where participants proceed to the commercial farm to learn best practices on running successful farms.

He explained that the third stage is the exit stage where successful trainees are permanently settled in farm estates (clusters) fashioned after the Isreali Kibutz/Mashev with empowerment in form of take off grants and linkage to the Lagos Micro Finance Institution (LASMI) for credit facilities and settlement.

Mr Gbolahan added that the three phases of training, internship and settlement is being handled in collaboration with Isreali and Nigerian consultants.

Certificates were presented to the 100 graduating students who were admitted as Agric Youth Empowerment Scheme trainees with Mr Obayomi Olabiyi Aderemi emerging as the best graduating student.

Governor Fashola also undertook an extensive inspection of the facilities at the training institute as well as the offices before the commencement of the ceremony.

Prominent among those who attended the ceremony were members of the State Executive Council, traditional rulers like the Alara of Ilara, Oba A.O Adesanya, Elegushi of Ikateland, Oba Saheed Ademola Elegushi Kusenla II, the Ojomu of Ajiranland, Oba Tijani Adetunji Akinloye and Oloja of Epe, Oba Kamorudeen Animashaun among many other traditional rulers and foreign nationals.

Fashola Fetes Children At End Of Year Party, Warns Parents To Be Vigilant

Dec 21, 2010 - Lagos State Governor, Mr. Babatunde Fashola (SAN), Tuesday urged parents to be vigilant and protect their children against those who may wish to abuse or cause them any harm especially during the Yuletide season.

Governor Fashola, who spoke at the 2010 Children's End-of-Year Party hosted jointly with the First Lady, Dame Abimbola Fashola, at the Lagos House, Alausa, Ikeja, also advised the children to be mindful of strangers and keep away from unfamiliar faces.

The Governor told parents, "There are few bad ones among us who may want to abuse the children or kidnap them. They are not many. We are working with the Police to deal with them. But you must be vigilant".

To the children, Governor Fashola also advised, "Keep away from strangers; do not accept gifts from those you do not know; listen to your daddies and mummies and raise alarm if anyone wants to abuse you. We are working with the Police to protect you".

The Governor expressed joy that the children are making progress in their education pointing out that the results of their examinations in the last one year shows that a lot of progress has been made.

"Last year, we had an agreement that you will improve in your examination results this year and from what I have seen, there has been progress in both your primary and secondary school results. As we have done since 2007, we will continue to make progress", the Governor said.

He advised the children to involve their parents in their studies by asking for their assistance in home works and other related issues adding that this would further enhance the children's progress in their studies.

Governor Fashola commended teachers in the State for their diligence and commitment to the all round education of the children, thanking them also for their care over the children while their parents were at work.

Wishing the children a happy Christmas and prosperous New Year, Governor Fashola pledged that the State Government would continue to create enabling environment and conditions for learning in the State.

Highlights of the party included several recreational and educative games, a dance competition among the children, children's dance with Governor Fashola and the First Lady and presentation of gifts to winners of the competition.

The Governor, who joined the party as he arrived from the Action Congress of Nigeria (ACN) Convention in Benin, Edo State, was given a rousing reception by the obviously excited children who sought to touch him and shake his hands as he made his way into the arena.

Equally excited at the presence of so many happy children, Governor Fashola clapped for the dancers and freely interacted with the children.
