I see what you're saying and I think you're right. Goverments should be able to step in and help. There is still no need to spend tax payers money on airports. Maybe if there's urgent and undisputed dying communal and commercial need for one, and if there is, private entities ought to be scrambling and standing in line to finance and manage the airport 100% with the state expending just tax breaks, free land and speedy approval of paperwork and documents.


And the banks stole other people's money, not their own invested money. Real private investors wanna make money off their investments, not lose or steal their own money.

I will urge you to leave the urgency or not of this airport to Anambra people and Orient Petroleum. You and I are not from Anambra and so would not know how dire this project is to them. On the other logic, private airport investors can still steal other people's money. In the end most of these private airports might be listed at the stock exchange and the core investors or managers can steal the money invested by others, just like the banks I mentioned.
What's all this got to do with NLer's offering ideas and opinions?Is this not all we do on NL?

Babapupa, there is no harm in the govt getting involved as long as the course is geniune, and there is no guarantee that private investments will not be stolen or mismanaged. The Nigerian banks that almost went underground due to mismanagement are private, aren't they?

Ahhhh ok , I don't know about common sense but I don't see what role prudence plays in but let it not suprise you that some if not most of the airports in the U.S. are gov't owned, either by their states or authorities.

The Obvious difference is the fact that the new LEKKI airport is 100% private.

It's OK to provide incentives like tax breaks, free or subsidized land, but Governments shouldn't be building airports.

I just hope other state governments will take a cue cos if not, in the long run, all may be in vain.

Just maybe residents of other states will begin to task their governors rather than move to Lagos.
That's one thing I think they've been overlooking, there's little no emphasis or training in term of community policing and public relations. The current police mentality is "we are serving the IG in Abuja, not the general public as taxpayer.


There's a lot to copy and emulate, I just don't think other state are in any position to do so because most of these gov.'s don't care, they are clueless about their job descriptions and lack mental disposition to always go the extra mile.

You also have to factor in their level of exposure, education and basic social sophistication of most of these governors.

Governor Babatunde Fashola of Lagos State has warned against riding on Okada (commercial motorcycle) because of the danger such trip poses.Consequently, he has vowed never to visit any of his family members lands in the hospital after getting involved in Okada accident.

The governor said he had told his wife some years ago that he would not pay a visit to such a family member, who on his free volition mounted on an okada, knowing full well how dangerous such a ride was.

“I have always told my wife that any of my family members who climbs Okada and gets injured, I would not come to the hospital,” said Fashola at the annual Conference of Women in Management and Business (WIMBIZ) held at the Eko Hotel, Lagos, yesterday.

According to Fashola, while he would not ban Okada riders from operating in the state, the choice is left for the passenger to make, even though Okada riders are known to be reckless.

“There are difficult choices we would always have to make. What we have done is to study the evolution of Okada and one thing is very clear, there is a vacuum for efficient and fast transportation. The Okada men and women are not just on a free ride and causing nuisance to anybody, they are responding to a demand for a service you have asked for.

“If something is injurious to you, why should government then ban it, don’t you owe a duty to yourself and stay away from it? I think that is the first responsibility you and I bear as government to say this thing is going to hurt me and am going to stay away from it, it should not require Governor Fashola or Commissioner for Transportation to tell me not to go on Okada, because once you get on it, you may never come back alive and that is the risk we take everyday,” Fashola stated.

The governor added, “We asked for it inadvertently by not building the mass transit system, by allowing the old bus system to collapse at the time we were fighting for the soul of our nation and inadvertently, as all of that was happening, we were not building new roads and we were making more children and some were coming from outside Lagos and then we got to a point where we could not move in an efficient manner again and there was this need for urgent transport in a city state that is growing in leaps and bounds where you would have traffic jams.”

The governor urged the women to tell those close to them that riding on Okada was dangerous and that they should not wait for him to ban it before avoiding it, stressing that he would never take a decision to ban Okada from operating in the state.

Also at the conference, Fashola told the women that as the Senate began consideration of the Petroleum Industry Bill and the Federal Government committed to its plan to deregulate the supply and distribution of petroleum products, very far reaching consequences would occur in the sector that represented over 90 percent of the nation’s economy.

“In order, therefore, to ‘Change the Game and make the difference,’ I urge women here to sufficiently arm themselves with enough information about the proposed reforms in this sector and participate in the process of formulating the rules that will govern the ‘game’ of managing the petroleum industry,” he said.

Fashola also urged women to help in mounting campaign for families to adopt family planning in order to curb over-population, which inadvertently leads to poverty and hunger.

“Can a family with one bedroom rise out of poverty if they make six children to live in that one room on the basis of hope that life will get better? This is one of the games that you must help to change by leading the advocacy for the benefits of family planning as a way of improving quality of life and fighting poverty.

“The old arguments that were the foundation of very large families, such as the need for extra farm hands, poor healthcare that limited the survival chances of children and the preference for a particular gender of child have been demystified as simply not tenable,” he stated.

According to the governor, “if we do not restrain our procreative urge, we cannot lift ourselves out of poverty. I urge you not to ignore this call to lead a most impactful change.”

I just like the fact that these guys are coming up with ideas and pushing hard. Policing and taking care of 18 million people and 10, 000 daily new arrivals is not an easy task.

The Lagos State governor, Babatunde Fashola, on Thursday restated the need for State Police to supplement the inadequacy of the Nigeria Police.

"For me, the question of a State Police is no longer if, it is when," he said. "Should a State that has its own House of Assembly, university, and hospitals not have its own police? What are we afraid of?"

Mr. Fashola said this on Thursday at the third town hall meeting on security, which is annually held by the Lagos state security trust fund, a public private partnership for improvement of policing in Lagos State.

He made the statement against the background that about 33,000 police officers in the Lagos command of the Nigeria Police cannot effectively police about 18 million people.

The focus of the meeting, which was titled "sustaining and growing the security model," was to present an overview of the status of security in the state and launch the trust fund website with an e-donation capability which gives everyone the chance to donate any amount through the online/ATM portal.


He said the State has procured two helicopters, which are customised for emergency evacuation, aerial security survey, and quick response, from Bell Corporation.


"No country has ever been able to get away with reducing spending on law enforcement and security. I call on those who have contributed before to do so again in our collective interest. I particularly call on those yet to contribute, both corporate and private entities whose improved security could be said to have been subsidised by those who have donated, to do so now, in particular to the tank farm owners, Nigeria National Petroleum Corporation, Nigeria Ports Authority, and other agencies engaged in economic activity around Apapa and Atlas Cove area," Said Mr. Fashola .

About the fund

The law that established the Lagos State security trust fund was the first to be passed by the Lagos State house of assembly in September 2007; the agency was inaugurated in November, 2007.

"The objectives of the fund were to raise money through voluntary donations from government agencies, private organisations and individuals. The money thus raised is to be used for the acquisition and deployment of security equipment as shall be found necessary for the effective functioning of all federal, State, and local government and other security agencies operating in Lagos State," said Fola Arthur-Worrey, the Executive Secretary of the fund, while delivering the report of the board of trustees.

He disclosed that about N4.7b has been received in cash and kind, since inception till date

"Because of the cost and unending demands of maintaining law and order, the challenge of the Fund is sustainability. As at Sept. 1, the Fund has a balance of N175.9m," he said.

Security account

Marvel Akpoyibo, the commissioner of police, told the gathering, using charts and figures, that the command is winning the fight against crime in the State. This he attributed to the intervention of the Fund. He said some neighbouring states are now complaining of influx of criminals allegedly from Lagos State "because Lagos is now too hot for them."

The commissioner said the state reported a total of 6 kidnap cases in 2008 while 15 have been recorded so far in 2009.

Mr. Akpoyibo added that all of those kidnap cases were solved by the police without any ransom paid.




According to the members of the security trust fund, it has provided the Lagos State police command with: 10 armoured personnel carriers (10 more has been ordered), 300 patrol vans with communication gadgets, one million rounds of live AK47 ammunition, five patrol boats (for the rejuvenated marine police section), 10 BMW power bikes, payment of allowance for members of the RRS, and fuelling of the patrol vans.

NIWA, LASWA clash over enforcement of safety regulations on waterways

AN attempt to enforce safety regulations along the Lagos waterways has brought to the fore the conflict between the National Inland Waterways Authority (NIWA) and the Lagos State Waterways Authority (LASWA) over which of the two is to enforce compliance.

Officials from the two agencies engaged in a supremacy battle recently, as each claimed to have the sole authority to enforce safety on the waterways.

Representatives of NIWA management in Lagos had visited the Marina jetty to monitor compliance level among ferry operators, especially the compulsory use of life jackets by passengers aboard boats or canoes.

The two organisations had made it mandatory at different times for ferry operators to provide their passengers with life jacket in response to a boat mishap that claimed over 24 lives within the Lagos Waterways last month.

At Marina jetty, NIWA officials had impounded about five commercial boats for what they described as "non compliance with the safety standards."

Thereafter, the attempt by the officials to effect the arrest of the erring operators was resisted by the safety Corp Marshals engaged by LASWA.

They queried the authority of NIWA officials when they claimed to be the only group of persons with the right to effect arrest for non-compliance with safety standards on the waterways within Lagos State.

LASWA officials also argued that it was rather a breach of security protocol for NIWA officials to invade the jetty for whatever operation without ensuring that partnership agreement was reached between the two agencies itching to enforce safety regulations in the area.

Besides, they insisted that compliance level with safety standards at the jetty was encouraging, adding that there was need to give the implementation process a human face.

LASWA officials also insisted that they have started monitoring safety compliance on the waterways since April and long before NIWA started its safety education among ferry operators.

"Through the monitoring processes, we have so far destroyed about 50 fake life jackets. We are also telling the waterways dwellers that it is even preferable to have personal life jackets, the campaign has been yielding positive response so far."

The Managing Director, Lagos State Waterways Authority (LASWA), Babajide Cole, had told The Guardian that there was no justification for such conflict, since the two agencies were only trying to ensure safety on the waterways.

"At the national level, we have Federal Inland Revenue Service and at the state level, we have Lagos State Inland Revenue Service and there have been no conflicts over the time. The essence is for the job to be done for the populace. It is NIWA's responsibility to clean the waterways, but till date, nothing has been done and Lagos can't wait for that to be realised. Therefore, it was in response of this that Governor Babatunde Fashola came up with LASWA.

"Our presence has not diminished NIWA's revenue rather, it will boost it and give it new drive to do it statutory obligation," said Cole.

But NIWA insisted that the action of LASWA officials would further encourage the use of substandard safety life jackets on the waterways. It added that the safety of passengers, boat operators and even the LASWA officials remained it legitimate responsibility, adding that it was yet to see a country in the world where a state authority was allowed to override the jurisdiction of the federal authority.

According to the leader of the (NIWA's) team, who preferred anonymity, the activities of LASWA official at all the jetties in the Lagos waterways incited boast operators and owners against NIWA, making them to see our activities as illegitimate.

"Our purpose of visiting the jetties around is to monitor the level of compliance with safety standards on the waterways but unfortunately, the men of LASWA are here to portray us in bad light. And we can't just fold our arms why these operators and boat owners are assisted to compromise the acceptable standards. When we storm the Marina/CMS jetty, I saw two brown kaki officers and approached them to ask what they are doing here only for me to be told that they were sent by their boss, Jide Cole to enforce safety an the waterways. Swiftly, they launched back at us saying we (NIWA) do not have the right to embark on the exercise. It was his demonstration that made the boat owners and operators around to supported him and started shouting at us. Unfortunately, I have never seen it anywhere in the world for state authority to be challenging federal authority when both agencies are working for the common good of the citizenry."

However, NIWA said most of the boat mishaps on the waterways were actually caused by the local operators who are suing substandard life jacket. He said they have been using jacket made of foam material that would not be able to sustain floating during emergency.

Reiterating its determination to ensure safety of lives and properties on the waterways, NIWA, however, lamented that it was not happy that it operations are been frequently disrupted due to clash of interest.

While Lagos State government, through it House of Assembly enacted a law to legalise the establishment of the State Inland Waterways Authority, with the claim that such law was a repeal to NIWA's enabling Act of 1978. But the Federal Government through NIWA has been contesting the Lagos State Act, saying it was impossible for a state law to override a federal law.

The supremacy imbroglio has been reported in a law court for legal clarification and subsequently, declaration of the authentic ownership of the waterways.

As the supremacy tussle continued between the two agencies, The Guardian observed at the jetty that compliance level with the safety regulations was actually very low. It was also observed that fake life jackets were in use at the jetties.

Boat operators who spoke with The Guardian explained that they were actually expecting certain direction on the policy. This, he said, include introduction of sample of a standardised life jacket to be used on the waterways to all fishermen and watercraft users on the waterways.

According to one of them, who was too afraid to disclose his name, the government would need to practically show commitment to the implementation of the policy, it must ensure that certain ingredients that would made it work are provided for.

He said that the policy, if not implemented with human face, could be interpreted to an attempt to get the commercial boat operators out of business.

He also emphasised the need for NIWA and LASWA to swallow their egos and partner to provide a service that would promote safety of lives and properties on the waterways.

"To me, the issue of safety of lives on the high sea is very important but I think the authorities involved in it should approach it maturely. It is not enough for government to just wake up one day and declared that all the safety equipments we have been using are substandard. If they are substandard then, they should introduce the sample they want us to use. Or better still, produce the type of life jackets they want and make it available to us at affordable price.

"Originally, I am a fisherman and came from the Republic of Benin. Fishing was my means of livelihood before until when the level of the sea came up because of the raining season. Usually, when the level of sea is up, all the fishes would disappear into the bottom of the sea and catching them would be very difficult. So, for man to survive I decided to go into boat transportation business and I have been doing it for the past five years now. So, I observe that what happened here today (then) was not good enough for business development around the sea."

It would be recalled that Lagos State Government and NIWA have been at loggerhead over the control of waterways in the state.

Lagos approves 21 water routes to relieve traffic

Governor Babtunde Fashola of Lagos State has approved the operation of 21 routes on its waterways as part of efforts at reducing traffic congestion on the roads.

Similarly, the government is providing infrastructure and security apparatus to promote more investment opportunities in the waterways to complement road transportation.

The state Commissioner for Information and Strategy, Mr Opeyemi Bamidele, who disclosed this, weekend, said the measure was in consonance with Fashola’s pledge of keeping his campaign promise to effectively utilise the aquatic nature of the state to boost transportation.

According to him, Fashola has directed the Lagos State Waterways Authority (LASWA) to license more big ferry operators to give people better choice on the 21 navigational routes in the state and to technically phase out local boats.

The governor, Bamidele said, also directed LASWA to recruit water guards to enforce the use of life jackets by ferry and boat operators and that the agency in turn had placed sufficient personnel in every jetty in Lagos to disallow people without life jackets from using the state waterways.

He said water transportation was the safest if the phobia associated with water is removed. He said more good ferries are coming into the state to enhance water transportation, adding that the focus of the state government is to bring in big investors particularly in the manufacturing and running of big ferries.

Bamidele noted that the governor had directed that a standard be maintained by the LASWA on the construction of jetties in the state, adding that the state government had provided two patrol boats, a fire boat, a search-and-rescue boat, 15 anti-terrorists guards and employment of men to monitor safety compliance on Lagos jetties.

Bamidele who noted that safety was a dominant factor in water transportation, said LASWA had met with the relevant stakeholders in water transportation in the state with a view to ensure safety.

He said the agency had made the wearing life jackets compulsory for passengers of ferries and local boats.

The commissioner said LASWA had equally extended its advocacy visits to riverine areas in the state to enlist the support of local boat operators, fishermen and traders on the need to maintain safety on Lagos waterways.
