Depends on your definition of cheap, as someone coming from Nigeria NO school in Canada is cheap. My situation is d/f when it comes to CGPA, so I will just give you some clues based on my interaction with people in colleges,
1. Colleges offer mostly 1-year programs meaning you have to be prepared to get another 1year admission as soon as you land in Canada in other to qualify for the 3yrs PGWP after your studies.
2. when it comes to fees I actually don't see a big d/f between both give or take 5k CAD to 6k CAD, colleges are more hands-on and give you skills required for practical jobs. ( very great for a starter)
3. there is a list of schools that accept 2.2 I will find them and paste them, it's now up to you to check them one after the other.
