We might disagree on Ooni's appearance in the video but he passed an important message to the youths and younger people who might resonate with current technology/watch lots of T.Vs and soap operas but tend to forget where they came from and their traditions.

It's the pop cement ( gypsum) used.
It hardens by hydration same way garri would soak up little water, swollen and bunch up together unless water pass garri.
When there's fire, the pop releases this water of hydration gradually making it a bit difficult for flame to spread across its surface.

You're mixing things up.

For a proposed building that you're seeking approval for, no one would ask you for structural stability test or report.

The drawings required are only those listed in my post for a new project.

You'll only be required to submit stability report if the building is existing and you're seeking fresh approval or renovation permit.

How can any one request for stability report of a building that is yet to be built?

The lady asked requirements for approval on a proposed building and not on an existing building.

I repeat he/she doesn't need a stability test report for a land without building, except you mean a land needs to be tested whether it is stable or about to be hit by earthquake.

I agree with your reasoning... I dont know if op needs the structural stability report. But I dont doubt that they might ask for it in some places.. typical Nigerian mago mago.. I wouldnt be surprised if they asked for tenancy agreements of the tenants that would live in the proposed building.

I was asked to present that in Owerri for a " proposed " building.. matterfact the person insisted that I must use their guy for the report. Well that site is left like that since 2013.
