Tinubu is a clown just like Buhari is on this issue. Most states aren't interested in giving herdsmen free land or subsidizing their business. I predict this issue will be dead the half decade following states establishing police and prisons. After herdsmen start serving 5-10 years for breaking antigrazing laws they will reorient themselves, buy ranches and find different methods of shipping their goods.

The answer is simple. Just stop accepting new state law offenders. Assuming you stop accepting the by 2025 the prisons will decongest after most serve their sentences. The lifers can be transferred to state prisons when built.

About Chinese jails, it might have been influenced by the very faulty Nigerian judicial system. It is their citizens they are locking up and not Nigerians.

I doubt those locked up are Chinese political dissenters as those would most likely be repatriated and "properly" dealt with in China

China has police stations globally, but hidden. It exists to keep tabs on Chinese citizens and influence their conduct. China is still a dictatorship and has probably the largest "Big Brother" monitoring system globally, monitoring its citizens not only in China, but outside as well.

Again, perception plays a huge role here and not simply what is legal.

Having unregulated prisons for Chinese only is still illegal. If they don't get their due process under the law it's simply kidnapping and forced imprisonment. Any civil matter can be handled amongst them. Nobody really really knows if justice is going on their courts. The obvious counter argument to my statement is why don't they leave China town.

The Chinese dictorship is simply tracking its citizens from what I can tell. In case they ever return to China they will be punished. Assuming the don't get punishment in China town. Lastly I wouldn't be surprised if there's a spying operation going on in that area. I have no proof it is though.

Ps: I'm impressed they beat every state government in establishing a prison.

It doesn't make sense for the federal government to give up its assets. They should simply stop accepting state law offenders. .

Why do all of you imagine that state policing necessarily means that governors should get to treat the police like their personal armies? That's not how things work anywhere else worth emulating! It's as if Nigerians can't conceive of the idea of division of powers, which is why they also seem to think a president must be an elected dictator able to pass laws and set prices as he pleases.

There is absolutely no reason why state police have to be answerable in any way to a governor, and in fact, it would better that they don't, so we don't have a situation where governors deploy them as enforcers of their personal whims. The heads of state police could be directly elected, just as the governors are, and subjected to an oversight committee appointed by state legislators and LGA chairmen. The important thing is that there should be a mechanism for citizens to hold the police accountable, which is what is completely missing right now.

This accountability issue is why local police at the LGA level would be an even better suggestion than state police, as then both the police and the citizens they should be protecting will know each other by name.
Lol I won't be surprised if it ends up like decentralized prisons. Not one state has established a prison 3 years after the constitution was amended. The federal government will eventually have to force the issue by not accepting prisoners. This especially true if and when they establish their own police force.

The state assemblies if they're not completely retarded won't centralize all power to the governor to be abused. The 36 states will come out with ways to run their police force. The federal government is has d this to improve security and save money.

My friend, the law today says state governors who issue C of Os are the custodians of land, which I understand they hold in trust for the indigenous people(s) who are the traditional and original owners of land. So, control and management of land is legally and constitutionally in the hands of state governors in Nigeria.

Please, go read details under the following areas in the LAND USE ACT 1978:
PART I
General
SECTION
1. Vesting of all land in the State.
2. Control and management of land; advisory bodies.
3. Designation of urban areas.
4. Applicable law for the interim management of land.
If that's why you must kill everyone to get it, let mee assure you it will fail. The beginning is not the end, let us embrace peace.
