The questions on my mind about this are:
Firstly, does it takes any special ceremony to declare bandits as terrorist which they are?
Secondly, what can they do differently to bandits if they're declared terrorist?

As far as I'm concern bandits are terrorists.

The problem is the president/Attorney General of the Federation.
He has to declare them terrorists for everyone to follow suit.
Until then, they are still bandits.

Mine was when i was serving as a corps member. Because I'm allergic to beans but that day i decided to eat it because i hadn't enough money to prepare rice and stew and allawi is far beyond reach. So while teaching my students in the class my stomach started rumbling, singing hymns. As if that was not enough, as i was about to exert force to release words from my mouth, yes i released words accompanied by a deadly missile(fart). Though i thought nobody noticed what happened, but one of my female students whose mother happens to be a nurse after the class politely called me and recommended a flagyl for me. That it would help.

The reason there can be no law on how to dress in Nigeria is because of Africa culture and background, the bills as been passed before and they threw it to the bin.

When I was very religious, I use to criticize indecent dressing but I realized we all have our background and culture, I can see sone religious people are not in thier right sense after all.

What people don't understand is that women covering up are also raped daily everywhere, women covering can be raped, I've read alot of reports on Saudi Arabia about thier women being molested and harassed almost everyday. There are some men that find women covering up sexually attractive, infact I've read a thread of Nairaland guys sexually fantasizing hijab women.

If minor children can be raped then what stops women covering up not raped? There are many factors that causes rape cases not only indecency but most people(especially religious freaks) blame women indencency on rape.
