The Apostles and prophets were the foundation in which the Church was built while Christ was the cornerstone.

In other words, Christ laid the foundation of the Church (by preparing the Twelve through discipleship). And when Christ went to Heaven, the Apostles continued with the Commission. The Apostles were not greater than the Elders. Every saint is equal in the sight of God. However, in the Early Church, the Apostles were like Christ in the sense that they were His direct students hence the duty fell on them to make some of the earliest and foundational decisions in the Church.

Christ Himself warned against modeling the Church after governments:

You should have applied the verses to everyone who serves in the Church, even if they only teach two people. Your teaching will not have any good effect if it fails to align with the gospel.
