Blacks are dumb because of their low IQ, period! Yes, in every rule there's an exception, but the bell curve representing IQ scores examines the groups at large and not individuals. Definitely, amongst the blacks there are individuals with a high IQ score of 120+, 130+, 140+ etc. And amongst the whites: 85+, 80+, 75+ etc.

However, this doesn't means that nothing can be done at all, but knowing the foundation of black's problem from a genetic root and evolutionary root not neglecting their environment is a good way to start. But the more we continue to ignore all of these, the more we sink deeper.
