When the British were a in charge we used a localized police force so what are you talking about? Where there is a will there is a way. Also don't forget that We are talking about policing here not the courts. It's only the courts that have the right to sentence someone to jail NOT THE POLICE. Religion is number one destroyer of anything Nigeria, NOT EDUCATION! I think you are misdiagnosing a problem. Nigeria's problem is the lack of the rule of law and and lack of strong property rights. Yes, religion encourages people to have kids (which in itself is not wrong as long as you have a strong economy) but this can be mitigated by a quality (emphasis on quality) education. South Korea is a religious nation but that did not stop them by pulling themselves by the bootstrap from third world to an economic power house? Nope.
