You have mentioned this before, how does it help your case? I will presume your argument would be that men stayed away as it was profitable to the woman who could then get welfare. This does not answer the root of the why because only deep poverty could lead to that in the first place so what you need to answer for is the cause of that deep poverty. Furthermore you are arguing against yourself if you are saying that the law encouraged absentee fatherism effectively. Because that would be the system working against the stability of poor families.
