We are still saying the same thing. We should not be importing 90% of what we do import. For instance, refined petroleum products makes up the buck of our imports. Getting rid of that alone would boost our trade balance greatly.
It's OK to export crude oil, but it's unspeakable to be importing the refined products in return. That's our major problem.

Export of raw materials like crude oil and import of finished products like refined petroleum products is the bane of our existence. More importantly, no developed nation would be caught exporting raw materials. They add values, then export. That's how it should be.
