Against the backdrop of this nonsensical and ignorant postulation from northerners and Muslims in particular, I have strongly suggested that nothing more could serve as symbol of unity in Nigeria than have NDA in eastern and western regions of Nigeria.

These idiotic rapscallions only think about unity of Nigeria when everything is situated in northern region of Nigeria or goes in their favor. I guess there is no point blaming these dirty jackasses from northern region but cowards from southern Nigeria who were made to think Igbo man was their problem.

Where is symbol of unity of Nigeria when NDA, Staff College, S&T Depot, Command and Strategic School and Air force Training schools are all located in northern region? I hate the cesspit called Nigeria.

sleeky8: What is this one saying? NCAA admitted to the price, Stella is not denying the price. This case is straight and clear, she inflated the price of the cars. Which is paramount in all government ministries, now is the time for us to put an end to this nonsense.
Which evidence remotely suggested she inflated the prices of the cars and personally procured the vehicles? While should she inflate the prices of the vehicles when she is not the entity that purchases cars for aviation ministry? Besides the two BMW cars, what other vehicles in ministry of aviation’s fleet did she purchase?

There many reasons Nigeria is stunted in growth. One of them is blind tribal bias.

I am not surprised to read there is undercurrent thoughts that Ondo State may opt out of Republic of Oodua. While I sojourned in Lagos, there was unexplainable rapport that existed between chaps from Ondo State and their counterparts from southeastern Nigeria. During the period, it is very hard to see any Igbo boy dating a Yoruba girl. However when they do, it turned out the girl was from Akure or Owo.

Due to personal curiosity, I went to work on this unexplainable engagement. It did not take long to arrive to the bottom of it. The same unusual rapport existed between Ijebu-ode chaps and Igbo chaps.

Politics › Re: Nigeria's BMW Scandal: Oduah And The Triumph Of Corruption-punch NEWSPAPER EDITO by DerideGull(m): 3:01pm On Oct 21, 2013
truth4meal: By Punch Newspaper's Editorial Board
Beyond the howls of outrage at the illegal purchase (with public funds) of bulletproof cars for Stella Oduah, the Minister of Aviation, Nigerians need to come to terms with the reality that the government has lost the war on corruption. The scandal partly explains why our airspace is dangerous; why billions of naira poured into the sector have not revived the industry and why officials charged with managing air transport are obsessed with their own comfort. Indeed, Oduahgate, if not properly handled, will have shattering implications for the Jonathan government.
While calls for the sacking of the manifestly incompetent minister have rightly gathered momentum, the Nigerian government must resolve to cleanse the aviation sector, initiate widespread reforms and flush out the obsequious and irredeemably corrupt bureaucrats that have held it hostage. Most importantly, we have to deal with the twin evils of pervasive corruption and the monumental waste represented by a bloated and over-pampered public service.
The task is daunting. President Goodluck Jonathan has, in three years in office, failed to demonstrate purposeful leadership and only pays lip service to fighting corruption and prudent financial management. It is dismaying enough that Oduah apparently sees nothing inappropriate in her actions and public anger over the $1.6 million (about N250 million) purchase, but it is even more troubling that the President has not deemed it fit to fire her. The National Assembly that should protect the public interest and exercise oversight on the executive is equally greedy and uncaring. A passive electorate and weak civil institutions have also fostered a culture of impunity and lack of accountability in those occupying public office.
The frightening case illustrates just how. According to news reports, the minister requested that the Nigerian Civil Aviation Authority purchase bulletproof cars for her. The officials obliged, spending $1.6 million of the agency’s funds to buy two BMW SUVs to massage Oduah’s vanity. Here is an organisation that complains of underfunding and lacks many of the essential up-to-date equipment that is standard everywhere else. This is shocking, but unsurprising. It is not yet known just how many similar expenses have been borne by other agencies being supervised by the Aviation Ministry. But it is known that the parastatals were asked, on “instructions from above,” to raise money for unexplained “activities” relating to the opening of the Akanu Ibiam International Airport, Enugu, in August, for which the cash-strapped Nigerian College of Aviation Technology alone raised N5.03 million.
In justifying the purchase, Oduah, through her aide, said she requested the cars due to “threats to her life.” That is troubling enough. This is certainly in line with her disdain for the public. Responding to criticism over the crash of an Associated Airlines plane that killed 14 persons recently, she had bizarrely attributed it to “an act of God,” and, to rub it in, added that plane crashes are “inevitable.” Even the most fair-minded person must be baffled and shocked by these actions and statements.
Since the minister and legislators are routinely maintained in circumstances described by a former Education Minister, Oby Ezekwesili, as “obscene luxury,” it is not surprising that bureaucrats not only routinely fail to discharge their duties, but also luxuriate at public expense. It has since emerged that the NCAA has purchased 34 new cars (13 Toyota Prado SUVs and 21 Corolla saloons) for its top managers despite a subsisting policy on monetisation of fringe benefits. The Director-General of the NCAA, Fola Akinkuotu, and the entire management and board should be immediately investigated by the Economic and Financial Crimes Commission and prosecuted and sacked if they are found to have broken the law. We sorely need upright, courageous officials that can say, “No,” to the unlawful demands of politicians in temporary tenancy of public office.
The probe should extend to all agencies supervised by the ministry whose shortcomings are all too obvious to the public. The Dana Airline crash of last year that claimed 151 lives and this month’s crash exposed how corruption, incompetence and blatant compromising of regulations and standards have made air travel a risky venture in Nigeria. The industry needs a massive shake-up to enable it to recover, just as it has rebounded in most other parts of the world after the slump that followed the September 2001 terror attacks on the United States.
Mind-boggling cases like this are bound to catch the attention of those who have been dehumanised and debased by an insensitive government. At an exchange rate of N155 to $1, Oduah’s vanity would establish eight cottage clinics of N30 million each, or fund the sinking of 50 boreholes in a country where only 17 per cent of its 160 million people have access to pipe-borne water, according to a UNDP report. Most ministers also enjoy the extra-budgetary perks Oduah got. The steep damage of this era to public finance will not be wiped out so easily.
The Jonathan government’s chronic lack of transparency makes the odious cars purchase possible.  In a decent world, Oduah would not be defending the scurrilous affair but answering questions from anti-fraud agencies. The President should fire this minister immediately. Failing to do so suggests a lack of modicum of integrity in government. The President should search for an honest, passionate professional that understands aviation to succeed Oduah, the latest in a long line of ministers who lack knowledge of the industry.
Jonathan should take the war against corruption more seriously, while the National Assembly should adopt a more vigorous and effective stance on its oversight responsibility. Nigerians should not be complacent but continue to demand accountability from public officials.
I suggest staffs of Punch Newspaper be investigated for certificate forgery. If not for “Oluwole”, how could the above nonsensical crap gain editorial status? An act, such as forgery of certificate, has the trappings of corruption painted all over the so-called editorial comment. All indications emanating from media suggested there were no illegalities surrounding the procurement of two BMW cars by NCAA for the ministry of aviation.

There are too many contradictory postulations in the above idiotic crap. It is only in Nigeria certain English words tend to mean different thing from original denotation. It is only in Nigeria that workers are expected to perform without ensuring the comfort of the workers. An uncomforted worker does a poor job.

I guess there are many magicians all over Nigeria. According to above piece of junk, ministry of aviation is cash trapped yet an agency under the ministry was able to raise N5.03 million in short notice to enable the opening of Akanu Ibiam International Airport, Enugu.

The only sin committed by minister of aviation was granting international status to Enugu Airport.

Guseh: It is the unitary system that we have now that makes it
possible for all the universities in Nigeria to be locked at
the same time, because once negotiations fail in Abuja,
all the universities will be under lock and key. When
there was proper regions under #TrueFederalism , like when Eastern Region was running UNN (University of
Nigeria Nsukka); Western Region was running University
of Ife (now Obafemi Awolowo University); and ABU
(Ahmadu Bello University) was under Northern Region,
could ASUU (Academic Staff Union of Universities) in all
the three regions have gone on strike the same time? It is not possible. In fact, in the First Republic, Western Nigeria was paying
the highest minimum wage, even more than the Federal
Government. Today, we are locked in strikes over
minimum wage because there is a uniform minimum
wage all over the country, and you are saying that a
worker in Osun State, who can rent a room for N500, should collect the same minimum wage with a worker
in Lagos, who pays up to N10,000 house rent in a month. Secondly, in the years of Obasanjo as civilian ruler, he
spent N16 billion on power projects, and we did not get
one megawatt. Let us assume that the present six zones
are six regions, and that money is shared among the six
regions, and South West goes to China, South East goes to
Japan, North West goes to Canada and so on and so forth, will the result be the same? And lastly, people do not know that the poverty we
have today is because of this military arrangement,
where they take all the money to Abuja and share it
among themselves. Now what they all have is this
sharing mentality; governors are fighting one another
over allocation. People have now abandoned work. When Awolowo did all the wonders he did in
Yorubaland, was there oil? Today, if you go to Wikipedia, it will tell you the year
television was introduced in Nigeria (1959), but it will
not tell you that it was in Western Nigeria. Western
Nigeria introduced television, not Federal Government of
Nigeria. Today the United Nations (UN) is saying that any country
that wants to develop should spend 26 per cent of its
budget annually on education; how many people
remember that between 1955 and 1965 the least
Western Nigeria spent on education, on any year, was
29.8 per cent? There was about two years they spent 41.8 per cent of the budget on education, and the results
were there. That was the priority. If we have been
running this kind of system where Abuja is given
everything, that would not be possible. So when the government was doing all these, where is
the money that will be left to be stolen? ---------Yinka Odumakin
The above post is a conjectural nonsense which its premise of “true federalism” consigned it to a trash bin. Let me inform the goofy writer of above crap that there is nothing such as “true federalism or false federalism”. It is simply idiocy to talk about “true federalism” when such phrase is humanly senseless.

Nigeria must be disintegrated into nation states so that each nation can manage its resources as deemed fit. The NSC must be stern when looking into equity and justice. I suggest every NDA, Staff Colleges or S&T Depot built in northern region we must have one such structure built in eastern region.

If a national airport the size of NAIA is built in northern region and western region, one such structure should be built in eastern region. It is silly to have refinery in Kaduna when such structure, in image and size, is nowhere to be located in eastern region. Federal government has developed Lagos and Abuja under the auspices of federal capital, one such city should be developed in the eastern region as business capital of Nigeria.

If equity and justice can not be found in Nigeria, I have no qualms to call for its disintegration.

realborn: Please refrain from misinforming the people.

What is a budget? It is a high level summary of expenditure over a defined period of time. It contains a summarised breakdown of activities and allocated indicative cost per activity over the defined period. Thus if approved, it is mandatory for the performing agency to abide by the terms and content of the approved budget. To this end, was it expressly stated in the budget of any of the MDAs under the Aviation sector that a related purchase will be made? If yes, no case. If no, then the needful should be done to forestall an occurrence.

If Ministers or Heads of Agencies had the sole autonomy to manage budgetary allocations as deem fit, auditors will not be sent in to beam searchlights. The check for fraudulent practices include ratification of the actual expenditure against the planned (approved budget scope) or performance measurement baseline. Where changes to the baseline are unavoidable due to outcome of progressive elaboration, unforseen events or need for a risk mitigation, a change management process shall be initiated for approval by the supervising authority before execution. In appropriate climes, accountability is the responsibility of every public servant including the President!
Mr. Budget, have you heard about budget modifications? Now I know additional reasons Nigeria will never see development. Nigerians are ignorantly myopic due to undue tribal pressures. Whether the ministers or heads of departments had sole autonomy to manage budgetary allocations or not, the ministries, agencies and governmental departments must be audited not only by internal auditors but external ones.

I am not an expert on budgetary matters but not a novice either. There are delegated authority granted to departmental heads to approve certain changes in budget and a 10% budget modification rule. However, I do not know what is obtained in the cesspit called Nigeria and I do not give a hoot.

I guess what you termed as “change management process” in your post is a mere letter or petition to the appropriate quarters. So far, the loudmouthed punks have not proffered an iota of evidence to show the purchase of two BMW cars are not according to the budgetary limits of ministry of aviation.

Prof Corruption: Does she have power to authorize purchase of cars running to $1.6 millions without an approval by the Federal Executive Council?
Can she authorize expenditure to the tune of N255 million without approval by FEC?
Is there a provision for the purchase of these cars in the Ministry of Aviation's budget for 2013 fiscal year?
What do we call extra-budgetary expenditures?
Was there a tender or bid process as itemized in due process of public procurement in Nigeria?
Where was it advertised before Coscharis was chosen for the job?
Is she even entitled to buy a personal car considering the monetisation policy in operational at the moment?

What about the criminal dimension of inflated costs?

When corruption is reported in any government, the onus is on the leader to confront it headlong to prevent entrenching impunity. Obasanjo took the following actions:

1. Fabian Osuji was sacked for corruption related cases.
2.Sunday Afolabi was disgraced and was rumored to have committed suicide when the shame was unbearable for him.
3. Adolphous Wabara was forced to eat the humble pie.
4. Osomo, former housing minister was sacked for corruption related cases, an opening that allowed Mimiko to be appointed a minister.

Yar'Adua asked Grange, former health minister, to resign immediately when allegations of corruption were made against her.

You can't prevent anyone from being corrupt, but when a case of corruption is reported, the onus is on the leader of such administration to act.
This is even beyond Stella Oduah, the case in point is the credibility and integrity of this administration. We are saying Jonathan should even pretend for once that he's fighting corruption? This is a test case for him. It's a complex case of profligacy, criminal abuse of office, conflict of interest and cronyism woven into one disturbing narrative of unbelievable impunity.

PS:
Of course, tons of emotions can be shed on why Yoruba "hate" Igbo or why Igbo are being "persecuted". But did Yoruba force her to acquire such cars?
I had started to read the above nonsensical crap when suddenly hit with these moronic statements, “Does she have power to authorize purchase of cars running to $1.6 millions without an approval by the Federal Executive Council? Can she authorize expenditure to the tune of N255 million without approval by FEC?” which indicated the poster has psychiatric problems or is an irredeemable dunce.

If the goofy poster does not know how budgetary process is tackled, he/she should ask questions. I would want this wild monkey to understand that once federal government allocates budget to ministries and agencies based on many instances which included the budget each departments submitted, the management of such budget falls into the hands of the ministers or heads of agencies and departments.

In most cases after the budget has been disbursed to ministries, the minister had petitioned the president, federal minister of finance and accountant-general complaining the shortfalls of his/her departmental budget.

The so-called FEC has no role in the manner in which a ministry dispenses its budget. However, the OMB (Office of Management and Budget) has the power to send auditors to ministries and agencies to check for fraudulent practices.

BMW 760Li meant for American market come with 245/50/R18 or 255/35/R18 standard. The tires on the BMW you posted are not even up to 265/55/R18. As for the run flat tires, you can easily order few tires for your Kia Optima from Tire Rack or any tire merchant, no big deal.
