Poseidon P-8 is a sub hunter killer.. The S-200 is a short-medium range SAM. It doesn't have the range to shoot that far!

The point I was trying to make was that in terms of military technology, America is far ahead of its adversaries but it doesn't showcase it weaponry. Like the Stealth ship that was developed to learn about stealth in ships which later gave birth to the Zumalth class destroyers. Nobody knew about the existence of the first ship until like 4 years ago.
the RX-170 reconnaissance drone that was shot down in Iran had been flying there for a long time before it was shot down. Nobody knew about it until that incident. They have a new one that incorporate stealth features RX-180. Officially it doesnt exist but its more likely been flown around the world.

At a moment's notice, the US military can mobilize to war anywhere in the world but wars don't last for one day. Remobilising of logistics, equipments and personnels is where Congress power comes in to checkmate the Executive.
As a President you can declare war but when that first wave is depleted, you need Congress on your side to sustend the war long enough to win

Selling war to Congress is something that's very hard to do. The longer the Vietnam War dragged on, it was no longer supported back home hence why US pulled out.
What happened when US itself was attacked (pearl Harbor, 9/11).
When Iran bombed US bunker in Iraq and Trump threatened to go to war, what was Polesi reply to Trump? "Congress will not fund your war". And that my friend is the biggest difference between the West and the East.
If China wants to go to war now, they just up and go and are not accountable to the public same with Russia.
In America, you have to sell the merits of that war to Congress and if your party isn't majority, that's another story.
