Though still owned by government but the final aim was to get them over to private companies (except transmission). it went further to produce the Electric Power Sector Reform (EPSR) which gave birth to Nigerian Electricity Regulatory Commission (NERC) - the monitoring and regulating body for the electricity industry. ALL THESE WERE DONE 10 YEARS AGO in 2005.
Now TANists will give all the glory of unbundling and the incorporation NEPA to PCHN to all the different companies to gej.
