The Independent National Electoral Commission (INEC) has extended voting time in areas where the exercise was delayed as a result of the late arrival of electoral materials and related challenges. Festus Okoye, the commission’s director of voter and publicity, announced this at a press briefing at the International Conference Center (ICC), Abuja. Okoye said INEC reached the decision in order to avoid disenfranchisement of voters. The exercise scheduled for 8am, started hours behind schedule in different parts of the country. He said the extension would be determined by the amount of time lost at the unit. “What the commission has decided is that in any of the states where polls opened at 9’o clock, there will be an extension of one hour and it progresses that way,” he said. “In relation to the opening of polls in some of the states of the federation, as of 12noon, we recorded 100% opening of polls, some of them we recorded over 90% opening of poll. “Ninety percent of all the polling units In Anambra state had opened at 12 mid-day; in Edo, 97 percent; Ekiti, 100%; Katsina, 100 percent. Abia Abia state, South-East Nigeria is a stronghold of the PDP. With Governor Okezie Ikpeazu seeking a fresh four years mandate, the odds are clearly in Atiku’s favour. Although, the APC boast an impressive presence in the state, Atiku is highly favoured t take this one, what with his recent endorsement by the pan Igbo socio-cultural organization, Ohanaeze Ndigbo? Adamawa Adamama, the home state of Atiku is an APC- controlled state given that Governor Jibrilla Bindo was elected in 2015 on the platform of the ruling party. But the state is also home to wife of the President Buhari, Aisha who has been meeting with various stakeholders on the need to get her husband re- elected. Apart from the state government, Atiku is the biggest employer of labour in the agrarian state; a factor that may give the President a run for his money. Given the political permutations on ground and Atiku not prepared to have Buhari beat him in his den, the former Vice President is bookmakers’ favourite to win here. Akwa Ibom Oil-rich Akwa Ibom is a fortress of the PDP since the return to democracy in 1999. Its governor, Udom Emmanuel is seeking a renewal of the mandate he got in 2015. Although former Senate Minority Leader, Senator Godswill Akpabio and Senior Special Assistant to President Buhari on National Assembly Matters are now members of the APC, Atiku stands a better chance of winning here than Buhari. Bauchi With a sitting governor and a good number of state and federal parliamentarians, President Buhari is favoured to take the North-East state. However, veteran politicians like Speaker of the House of Representatives, Yakubu Dogara and PDP governorship candidate, Bala Mohammed are certainly no pushovers and would do everything possible to give the ruling party the fight of its life. Bayelsa There will be no governorship election in oil-rich Bayelsa this year but Governor Seriake Dickson is fully committed to delivering the state to Atiku. Working alongside Nigeria’s immediate past President, Dr. Goodluck Jonathan, Atiku may as well spare himself some few hours of sleep, aware Bayelsa is in the bag. Benue Until his defection to the PDP, Governor Samuel Ortom was in the camp of President Buhari. Today, he says his lost happiness has returned and he has charged voters to rally behind Atiku. The incessant killings in the stated which appeared to have abated in the past few months may work in favour of the PDP candidate as many believed President Buhari did not handle the violent skirmishes well. Delta The APC may boast of tested politicians like the immediate past governor, Emmanuel Uduaghan and perennial governorship contestant, Great Ogboru but Delta is under the firm grip of PDP. Apart from Governor Ifeanyi Okowa, Senator James Manager and ex-governor of the state, James Ibori all working for the success of the party, President Buhari faces an uphill task to defeat Atiku here. Ebonyi Governor Dave Umahi was once rumoured to be working for President Buhari but he has in the past few weeks demonstrated his commitment to winning the State for Atiku. With his eyes for a fresh mandate, Umahi knows the difficulty in pushing his cause and that of a Presidential candidate on the platform of another party. Edo Comrade Adams Oshiomhole, the APC national chairman, left some memorable infrastructural development in Edo state while he served as governor. Till date, he remains a popular figure across all three senatorial districts. Although like Bayelsa, no governorship poll will hold here, President Buhari is likely to pip Atiku to the state. Enugu Enugu is a PDP-controlled state with Governor Ifeanyi Ugwuanyi and Deputy Senate President, Ike Ekweremadu both seeking return to their positions. Following the successful handling of the rift occasioned by Atiku’s choice of his running mate, Peter Obi, Ekweremadu has committed his body, soul and spirit to the PDP cause in this election. In addition they have power house Chimaroke Nnamani back to PDP. It’s Atiku’s here. Gombe Governor Ibrahim Dankwambo’s second term in office will come to an end on May 29, 2019 and his dedication to the victory of Atiku is not in doubt. He remains the strongman of Gombe politics given his stewardship in the course of the past eight years. Atiku is tipped to beat Buhari by a wide margin. Imo Ordinarily, APC would have been favoured to stand a poll chance to beat other parties here but the intrigues which characterized its congresses and primaries have thrown up the state for contest. Governor Okorocha is aggrieved and so is the APC chairman who believes the party is not getting the support it deserved from the governor. Chances of both parties are pegged at 50-50. Jigawa Governor Abubakar Badaru was elected on the platform of the APC in 2015 and he is reputed to have done fairly well in meeting his electoral promises. However, Sule Lamido, the former state governor is going the whole hog to see to the victory of Atiku at the polls. Elections here will be keenly contested but President Buhari may take this one again, like he did in 2015. Kaduna Kaduna has been enmeshed in crisis in the past few years; Governor El-Rufai’s handling of same has left the people sharply divided. The governor’s war with some APC stalwarts such as Senator Shehu Sani eventually led to the latter’s defection to the Peoples Redemption Party, PRP, from where he continues to launch his trademark vitriolics against President Buhari and El-Rufai. It’s APC state and Buhari holds sway. But a Surprise is possible. Kano It is one of the states where Nigerians and election observers would beam their searchlights given its huge population and the dynamics of the past few months and weeks. With a Governor Abdullahi Ganduje carrying a huge credibility burden following allegations of bribe taking; his re-election and that of Buhari would not be an easy one here. Senator Rabiu Kwankwaso with his Kwankwasiyya Movement are doing the mibilization for Atiku, who literally shut down the ancient city with his campaign rally. It’s Buhari but Atiku has a bright chance of causing a major upset here. Katsina It is the home state of President Buhari. With a sitting governor who is a candidate for re- election, APC is favoured to win but that won’t come easily. Ibrahim Shema, former governor of the state alongside PDP national secretary, Ibrahim Tsauri have succeeded in turning the tide, so much that the popularity of the PDP among the people is not in doubt. Kwara Is the popularity of President Buhari enough to break the Saraki’s stronghold of the North-Central state? For Senate President, Bukola Saraki, the APC should forget taking Kwara in 2019 for in his words, the people know their leader. It will be hotly contested here especially with the O te ge movement. Saraki is strong and should win it for Atiku but some parity should not be ruled out. Lagos Regardless of the intrigues which almost tore the APC apart, Lagos remains its stronghold. Although there were issues with Governor Akinwunmi Ambode and he was shoved aside to pave way for Babajide Sanwo-Olu the opposition remains weak and the ruling party is still the party to beat but today’s election may be different. It’s APC state but it will still be difficult to vouch for Buhari here going be large population of non indigens many of who complained of not been able to collect their PVCs. Nasarawa The North-Central state is almost fated to go the way of President Buhari given the popularity of Governor Tanko Al-Makura among his people. Niger Niger on paper is an APC state; however, a combination of factors may work in Atiku’s favour otherwise its Buhari’s Ogun Here is one state the APC will sweat to reclaim even though it has a sitting governor elected on its platform, Ibikunle Amosun. Like the scenario that played out in Imo over controversial primaries, the governor who though has pledged to work for Buhari, is working for a rival party to produce his successor. All this may work in Atiku’s favour but Buhari may be it here. Kebbi Governor Atiku Bagudu has been lauded by many for his agricultural imprints in the state. He was elected to govern in 2015. His popularity and that of the APC in the state is one that should worry the PDP which however has Tanimu Abubakar, a former Presidential aspirant to look up to in the North-West state. Give and take, President Buhari is favoured to win in Kebbi. Osun The controversies that trailed the governorship election here are still fresh in the mind. Those whose words carry weight in political matters have vowed to get maximum votes for Atiku in the today’s election. Oyo It is a 50-50 contest here as neither the ruling APC nor opposition PDP can afford to go to sleep. Though, the power of incumbency may work to the advantage of the APC. Ondo Ondo has a sitting governor and prominent members of both federal and state assemblies. Barring any dramatic twist, the odds are in favour of the ruling party. Plateau Governor Simon Lalong is likely to struggle in his bid to get re-elected for a fresh four year tenure. The killings which swept through many villages in the past few years would likely play a major role in determining who wins at the end of balloting. Atiku’s chances here are quite bright. Rivers Unless a change of fortune comes its way, the APC will not field candidates in any of the elective positions being contested. Those who would have voted Buhari because of other APC candidates for other elective offices would likely turn in the direction of Atiku. PDP is certain to win by a large margin with Governor Nyesom Wike almost certain of a fresh four year mandate. Sokoto The North-West state became PDP’s when Governor Aminu Tambuwal defected from the APC. Boasting a huge number of voters, President Buhari and Atiku would be looking with keen interest how things play out here. As things stand today, Sokoto is PDP to lose. Taraba PDP has never lost Taraba to any party since 1999 and that record is not about to change at least for now. Atiku will rely on his political visibility and Governor Ishaku Darius popularity to win with a large margin in the North-East state. Yobe Yobe will provide an interesting scenario for both candidates even though the state is currently controlled by the APC. In 2015, President Jonathan lost here in what some believed was informed by his handling of the Boko Haram insurgency. Under Buhari however, the killings have continued on a worrisome scale. It is left to be seen what choice the electorate will make but APC is more like it here. Zamfara Like Rivers, the APC are are not likely to field candidates for election here, leaving President Buhari a lone ranger in a dangerous fortress. It’s APC but Atiku stands a chance of causing an upset here too even though Governor Abdulaziz Yari has been threatening fire. There has been a lot of confusion on who actually is in charge of the logistics at the Independent National Electoral Commission (INEC) since the chaos that resulted in the rescheduling of the general election. Initially, the social media was buzzing with the news that it was Amina Zakari, the national commissioner who was in the news for being related to President Muhammadu Buhari by marriage. Some commented that she sabotaged the election because Buhari was going to lose. However, Zakari left the role in October 2018 when she was redeployed to oversee the health and welfare committee. Not long after the Zakari rumour died down, word started going round that Okechukwu Ibeanu, a professor of political science and national commissioner in charge of electoral operations and logistics, was the man responsible for the chaos. It was implied that he was working for Atiku Abubakar, Buhari’s main challenger. Meanwhile, there is yet another committee on logistics for the elections. Headed by Ahmad Tijani Mu’azu, a retired air vice marshal, the ad hoc committee is made up of three national commissioners and representatives from several government agencies, notably customs, immigration, road safety commission,police and armed forces. What is the difference between the committee headed by Ibeanu and that of Mu’azu — since both deal with logistics? TheCable findings show that the one led by Ibeanu is a standing committee, which is “internal”. It deals with providing ballot papers, ballot boxes and other materials for the elections. The ad hoc committee headed by Mu’azu, which is “external”, is specifically for the elections and the brief is to receive materials at the airports and send them to the different locations across the country. It is “external” because it is composed mainly of non-INEC members. In November 2018 when Yakubu announced that Zakari would head the ad hoc committee on collation centre, all eyes were on her and her relationship with Buhari. On the same day, however, Mu’azu was announced as the chairman of the ad hoc committee on logistics. This went virtually unnoticed. Yet, it was perhaps the most important of the committees inaugurated on January 3, 2019. Who, then, is Ahmad Tijani Mu’azu? According to his profile on the INEC website, he was born on September 6, 1957 in Gombe state. He schooled in Gombe, Kaduna and Maiduguri between 1964 and 1975. In June 1976, he joined the Nigerian air force as a potential pilot and was commissioned pilot officer into air traffic control specialty in 1979. He holds both civil and military licences with ratings in aerodrome, approach control and approach radar control positions. He was deployed to air traffic control duties for 12 years, from 1979 to 1991, at the Murtala Muhammed International Airport, Lagos, and Mallam Aminu Kano International Airport, Kano. Mu’azu had his basic military training at the Nigerian Defence Academy from June to December 1979. He did his junior command and staff course at the Armed Forces Command and Staff College (AFCSC) Jaji in 1988. He attended the senior command and staff course at Ghana Armed Forces Staff College (GAFSC) Teshie, Accra, between 1991 and 1992. He was said to have finished well above average “with a strong recommendation for appointment as a directing staff”. He was a member of National War College (NEC), Course 12 at the then National War College (now National Defence College), Abuja, from 2003 to 2004 “and graduated, again, with a strong recommendation to return to the college as a directing staff” , according to the profile. He earned an MSc in strategic studies from the University of Ibadan in 2005. Mu’azu rose to the professional rank of air vice marshal in 2007 and retired in 2013, after 34 years of service. President Muhammadu Buhari will today broadcast to the nation at 7pm, ahead of the 16 February presidential and National Assembly elections. A repeat of the broadcast will be made at 9pm, according to media adviser Femi Adesina. “All television, radio stations and other electronic media outlets are enjoined to hook up to the network services of the Nigerian Television Authority and Radio Nigeria for the broadcast”, Adesina said. President Buhari, of the All Progressives Congressis contesting for re-election on Saturday and is being challenged by more than five dozen candidates. The management of the Ambrose Alli University (AAU), Ekpoma in Edo state, has suspended the Chairman of ASUU branch of the University, Dr. Monday Igbafen over alleged gross misconduct bordering on sexual harassment and threats of sex for marks. Leadership reports that Igbafen's suspension order was contained in University’s News Bulletin, dated 13th February and signed by the Deputy Registrar information/Public Relations Officer, Edward Aihevba, titled “Suspension of Dr. M.L. Ugandan, associate professor in the department of philosophy.” The statement reads in part: “The university community is hereby informed that Dr. M. L. Igbafen, Associate Professor in the department of philosophy, has been suspended from duty, following his arraignment before the Senior Staff Disciplinary Committee (SSDC) on allegation of gross misconduct bordering on sexual harassment and threats of marks for sex. He had earlier been accused of this offence and an investigative panel set up, which found him culpable and indicted. Recently, there was petition by the family of the female student involved, asking that Dr. M. L. Igbafen be brought to book, failing which the university management would be reported to ICPC for failure to act. On receipt of the petition, the University management asked for his comments. His response was found unsatisfactory. He was therefore arraigned before the senior staff disciplinary committee (SSDC)…As due process demands, he has been suspended from the university, pending the determination of the allegation leveled against him. He is therefore not allowed to participate or be involved in any university duties, activities or functions, except those related to senior staff disciplinary committee (SSDC) during the period of suspension''. Reacting to the allegation levelled against him, Igbafen said he was being framed by the school management. “If you have been monitoring development in AAU, Ekpoma, you will not be surprised that a paper like that is coming from the university administration. It is the climax of a desperate Vice Chancellor who has so many things to hide, which we will bring to the press. We have been battling the Vice Chancellor who wants to impose himself to the University. I am doing my job as ASUU Chairman, there have been several attempts to compromise me, but I refused, and when they discovered that they are unable to compromise me, the next thing is to resort to blackmail. Ask the Vice Chancellor, when did this issue of sexual harassment happened. The issue at stake is an attempt to cow the ASUU Chairman. The Court of Appeal Sokoto Division on Wednesday dismissed the case filed by a member of the House of Representatives, Aminu Jaji, against the decision of a Zamfara High Court which recognised the primaries conducted by Zamfara APC for candidates in the upcoming general election. The appellate court dismissed the appeal after Jaji withdrew the case. Presiding Judge, Justice Jummai Sankey, granted the prayer made by the appellant in which he sought to withdraw the entire case. Sankey, who led another panel of judges, held that the Appellant was at liberty to withdraw the case based on Order 11, Rule 1, of the Appeal Court Laws, noting that the order and rule cited by the respondents were only recognising administrative rules. The judge said the court took judicial notice of records of previous panel as well as Supreme Court judgement and thereby dismissed the case based on Order 11, Rule 5 as required by law. The News Agency of Nigeria reports that a Zamfara High Court had recognised the primary elections held by the All Progressives Congress in the state and declared that INEC accept the party’s candidates for the elections. Unsatisfied with state High Court decision, the appellant, Jaji, a governorship aspirant and member representing Kauran Namoda/Birnin Magaji Federal Constituency, approached the appeal court asking it to set aside the lower court’s judgement. On Monday, Justice Ahmad Belgore and two other justices had recused themselves from delivering judgment on the appeal based on a circulated media allegations and issues raised by Mr. Muhammad Nuhu, Counsel to Senator Kabiru Marafa, that they were compromised. Belgore said in recognition of the magnitude of allegations and present situation in judiciary as well as the nation, the judges surrendered that the President of the Court of Appeal should constitute new panel to entertain the matter. He told all parties to the case to await the constitution of a new panel that would consider the matter, a situation that led to constitution of the panel headed by Sankey. Nigeria’s Minister of Information and Culture, Lai Mohammed has advised Nigerians against selling their votes, saying that it's like “selling your destiny”. He spoke on Saturday at a workshop on broadcast media coverage for the 2019 elections, organised by the National Broadcasting Commission (NBC) in Abuja tagged ‘Fake News, Hate Speech, Vote and PVC Buying’. It was gathered that about 12 Primary School pupils between the ages of 6 and 16, were reportedly recruited and initiated into the dreaded cult group known as Awawa. According to police report, the pupils were recruited by a 16-year-old girl identified as Salami Rasheedat who attends Egan Senior Grammar in Igando, Lagos and were undergoing training in order to become hardened members in the future before it got exposed. The arrest which happened last week was disclosed by the Lagos State Commissioner of Police, Mr. Imohimi Edgal, at the State Police Command. The police boss revealed that two men were also arrested for initiating the Primary School pupils into the cult gang. The police said it was a Guardian and Counseling teacher at the Egan Community School in Lagos who uncovered the cultists’ initiation ceremony plan. The school comprised of both primary and secondary levels. The teacher was said to have noticed a particular incision on the lower jaws of some of the students and decided to ask questions about it, to which one of the children confessed that any school pupil or student seen with the mark was a member of the Awawa cult group. Consequent upon the discovery, the teacher raised an alarm and the school authorities reported the matter to the police. The Lagos State Commissioner of Police, Imohimi Edgal, said that acting on the report, he directed the Gender Section of the Command to investigate the allegation of initiation into an unlawful society affecting 12 children whose ages ranged from 6 to 16 years, the 16-year-old girl being the oldest and only female among them. Edgal said that during interrogation, the girl confessed that she did take the rest of the children for initiation and that the symbol on their jaws was that of the Awawa Boys. “Two adult suspects behind the initiation are already in police custody and are helping police investigation. A renewed clash between rival cult groups has left about six people dead in Anambra state. It was gathered that the latest killing happened yesterday in Awka, the state capital, as about six(6) person were said to have been killed in total at the Amikwo part of the inner city, mostly inhabited by locals and tenants. The residents are calling on the state government to step up the security situation and prevent further killings by the warring groups. Last year, over ten person were shot dead during a bloodbath in Obosi,Idemili North local Government Area of Anambra state when two prominent cult groups in the area, Vikings and Aiye confraternities, clashed.
