I'm from the Enugu state but don't reside there so I don't know much about what's going on there, and I'm not all that into politics though my interest in it is growing.
I've seen several posts on Nairaland where people refer to him as Mrs Gloria Ugwuanyi and other feminine nomenclature.

Why that? Is it because of his rotund physique? Or is he a 'woman wrapper'? Or does he lack the masculine aggression the likes of Gov Wike has?

Can someone please clarify.

Just a month ago when the daily death toll reached its peak in China, local officials of a village in Zhejiang province asked all residents to quarantine animals and slaughtered all stray dogs on the street(link in Chinese). Another village in China made a similar rule (link in Chinese) at the end of January to kill animals to contain the spread of the virus.

As more people start exercising social distancing and working from home, more frequent contact with your dog, cat or another pet is inevitable. WHO advises washing your hands with soap and water after contact with pets. It’s the pet owners, rather than pets, that have a higher risk of spreading the virus.

A more honorable way could be the guy doing his proposal in their privacy, both going to the pastor and asking him to announce their engagement/courtship in the presence of everyone.

I'm with you on this. But to me, the Pastor didn't exercise wisdom. He came across as a rude, egotistic fellow. Why not allow the proposal to go on, then on Sunday, make a public announcement that such won't be tolerated at all next time.
