It was agreed that Russia should handle the guidance system while the US handles the power system as well as the systems that make the ISS habitable for the Astraunauts or Cosmonauts as the Russians would call it.

It is a synergy , no one system can work without the other , if the US pulls out their system there will be problem on the ISS same as the Russians . The aftermath is the ISS falling from space if any of the stem fails .

ISS is a synergy between nation and none of the nation involved has absolute control of the ISS, there is a reason it was split.

Predating the ISS, different space station though smaller have been operated by the Sovieta(Mir) and the Americans (SkyLab), each of these countries had absolute control of their systems. Both countries decided to have a synergy in space research and improve bi lateral relationship instead of the normal war rhetorics been churn out by them before.
