The hospital is supposed to have a finance department that takes care of payments

Yesterday I was to go for a test , but I first paid at the finance department of the general hospital.

It was the receipt and the test description slip I gave the lab scientist and everything was done appropriately.

The hospital management isn't serious, they should have been able to fix this mess already

Your definition of free election is only when APC loses? Haven't you seen recent elections, did APC influence anything? Obi should get serious when campaign starts. INEC won't help anybody. Very recently INEC has disqualified many APC candidates than other parties. The new electoral law in practice has removed any chance of rigging. So, whoever wins in the coming election is the true definition of voting pattern.
