The GSM market started with a monopoly and continued to charge very high until
several years after its adoption.

You can't pay peanut and expect excellent service.
A monopoly is still a business which wants profit and not supplying services is a loss.
Since the discos are being subsidized, they can go to sleep and still make money from the government.
