It is true that the government isn't showing much zeal.
But from my observation, the military is afraid to fight those guys.
Also, some elements of the government may want to "save" instead of kill bandits.

The mistake Nigeria made was allowing the bandits to organize in the first place and given them voice.
Now we have tens of thousands of bandits to grapple with and it is getting worse everyday.
More seriousness will slow them down but I am afraid we may have waited too long.

The military works better in the south because there are few suicidal groups in the south.
