A Secret Service agent will beat a Marine in close proximity combat, they carry more sophisticated weapons and intelligence gadgets than the Marines so what exactly do they need the Marines for??

Airforce One is maintained by the US Airforce but even they don't have a say in the President protection while on it. Same with Marine One.

Surely you are confused because the last soldier ever drafted in the US was inducted in June of 1973. There have not been a draft in the US Military since.
