So if Jonathan had any intention for his politically motivated conference and report, he would have done the implementation himself, just as Obasanjo would have done so with his own National Conference report.

APC has restructuring as one of its pledges in its party manifesto and the confab was about restructuring. GEJ has already done half of the work of convening the people of Nigeria to a conference which produced a report. Why has APC not acted on.thst report despite its restructuring promise?

There is no way GEJ could have implemented that report that had over 600 recommendations in an election year when the legislators were all out campaigning.

The good thing is that the report is there for future administrations to implement. That alone is something, a report is better than no report

Gowons decree 14 of 1967 abolished the 4 Regions, created states, robbed the people of resource control and made the federal far more powerful than Ironsi's time

Ironsi's decree 34 of 1966 was childs play compared to Gowons decree 14 of 1967.
