^^^^no i wasnt looking for a cop out in the sense of it,i fully agree with the assertion that homosexuality pervaded the sub saharan african continent but i just wanted to point out that it was pertinent to note that these accounts were not written from the perspective of an african but a western perspective this is just for a balanced and objective.
secondly i can guarantee to an almost 100% certainty that there are no evidence of homosexuality in the south east,south west and the underlying areas,the only form of sexual deviancy i found was the taking of what will be considered in this day and age very young girls for wife but i will appreciate anything you find.
lastly hope we are all agreed that unprotected sex amongst homosexuals brought the first recorded case of aids in the united states

from what i have read of your google books links and some research i stand corrected and totally agree on your first assertions however i must point out that what has stood out clearly in all the sources you have outlined and the ones i have checked is that these events records were mainly written by the colonialists,secondly it was mainly concentrated in the central part,northern part and southern part of africa the only records of nigeria that i found were amongst the hausas. i stand corrected if you find anything contrary

i agree with this assertion,the fact of the matter is that many scientists and research bodies have tried to be politically correct that is why a particular demographic are not being credited with the spread of hiv the first cases of aids amongst humans were found in the united states in 1980/81 and it was definitely amongst the gay community.
the strain of hiv1 that originated from western africa predominantly from chimpanzees,the africans reportedly got infected either by the blood of infected chimpanzees mixing with their wounds or the eating of the infected chimpanzee meat.

personally,i am under no illusions that fashola tinubu or any of the present crop of politicians are saints, right now as things are constituted the best we can hope for and are enjoying is for elected officials to do the right thing which they are voted in for.tinubu could have done worse and foisted an akala on lagos state both pdp,acn,labour ,cpc are all criminals and none of them is innocent.
i can bet my plate of rice that whoever unearthed all these allegations including the posters are like criminals fighting each other for the spoils of the loot

Those are my views on this free education thing that both Governors (Rochas and Amosun) are feeding us with. To me, I think it is not sustainable in the long run.

Secondly, people that are shouting this free education thing usually compare Azikwe's and Awo's era to this era. During those era, corruption and embezzlement was at its minimal. Right now, if you pump money this, most of the allocation will simply be siphoned and little or nothing will get to where it is actually needed. Now, do these states have enough revenue to take this into account??

All in all, if it's possible for them to achieve it, then good luck. But the above is my worry.
there was corruption during the time of awolowo and azikwe,apart from the fact that this is not a tenable reason for okorocha's not to work,he is getting much more money for less people than awolowo and azikwe were getting.
besides during the western eastern region hope you realise that the university benefitted from the free education as well ,besides this there was nothing like the european union education grants,united nations education grants i.m.f educational soft loans e.t.c which are available to third world governments these days.

your surmission couldnt be more on point,moreover education is one of those peculiar sectors that does not need a whole lot of overhead once salaries are paid on time.teaching aids,equipments to be used in the state owned and funded schools dont need to be purchased again once it has been done and could be used multiple times .

it is instructive to note than indigene of imo state have absolutely no problem with the man's pronouncement,so i am at a loss why people keep on going about it,if you notice all through their comments they have not shown any reasonable reasons for their attack other than the fact that the man seemed to be in a haste to declare free education

^^^^as far as i am concerned and as far as the people of imo state are concerned owelle rochas okorocha is the choice they made.even though some so called supposedly enlightened diasporeans might have come to the conclusion that they hold the monopoly to wisdom in governance,hope you realise that there are politically sophisticated,enlightened and educated citizens in imo state and your knowledge is only limited to what you know.

therefore before they voted for the man,they had read through his manifestoes and have the implicit belief in him that he will deliver on his electoral promises,secondly it will be incredibly naive and childish of you to think the man just woke up one day got a pen and a piece of paper and started writing his electoral promise of free education without consulting with professionals and stake holders.

it is hillarious and completely absurd for anyone to just wake up and conclude without seeing the blue print of the man's manifesto that he must be making excuses

the purpose of giving up his salary is not to alleviate the financial pressures on his free education as such but seen as a symbolic gesture showing his empathy and where his priorities lay there are numerous examples of western leaders,councillors who have done this including the united kingdom,the british residents must be naive and gullible to praise such leaders then, grin oh dear.

.even sycophants,contractors friends e.t.c now know that to get on his good side they have to show some goodwill towards free education

the state does not operate like a normal run of the mill business,any state in nigeria even with an empty treasury can borrow against the name and collateral of the state that is why bonds are issued to the general public to buy.
lagos state under tinubu's federal allocation was witheld by obasanjo,that didnt stop banks lending them money neither did it stop the state internally generating revenue and undertaking a number of infrastructural projects which fashola is building up on.

organisations such as the united nations ,the european union,imf and other commissions and councills set up by western governments are also there to liase directly with governments to give grants and soft loans for educational developement and health.

so if anyone should pull out the log out of their rear orifice before tending to the speck of wood in a state where they have made thier choice then look long and hard in the mirror.

nigeria is learning from its past mistakes and are getting politically savvy as the days go by,we have governors who have gone back to days of people oriented and populist manifestoes of the awolowos,jakandes amongst several great nigerians in the south east and the north, updating and introducing them to their states if it can work more than 20/30 years ago then it certainly can work now.

i guess you had convenient amnesia when i mentioned that awolowo introduced free education even with less money than rochas could raise in the western region and suceeded immensely LMAO!

not sure if this counts but here goes, last year november air france flight to manchester via charles de gaulle, missed check in and the only remaining flight check in was closing in like 10 minutes
this dodgy man comes up to me and was helping me to run around, air france office and i had to shell out $100 i didnt plan on spending eventually the man that i though was helping demanded for £40 i ended up parting with 2,500 naira for unsolicited help
the several colours of uniforms giving me grief especially one fat immigration officer who seem to be specially interested in me and singled me out for special searching thankfully i got on the last flight got to france and i forgot my bb in the toilet luckily i realised just in time and got it back
slept for 2 days straight when i got home grin

anyone who is not party to voting the man rochas into office have no moral right to castigate him over his pronouncements, people are sitting down somewhere in a corner of the western world when citizens of imo state were struggling against the odds to vote their desired governor in.the man after being elected has promised the people who voted him in that he was forfeiting his salary and offering free education, as long as his people applaud this and are ready to give him the benefit of doubt then it behoves anyone crying more than the bereaved to to accept the choice of the people of imo state.

the man's antecedents as a philantropist and the president of the red cross e.t.c is not in doubt

awolowo has achieved the feat of free education in the whole of the western region how much more a state,and this is with less allocation than rochas has available inflation taken into account

As an Imo State indigene, the issue is not even Rochas, it is where we have being and how things have happened since 1999. Rochas is a philanthropist but first a successful business man with businesses in Imo State so we are not talking of some unknown fellow showing up. He didn't have to promise free education to win election, he could have won free & fair. I don't even feel thats a big deal because of the high literacy rates in Imo.

Every leader is different, Sanusi is different from Fashola, no two folks are the same. Rochas is different in his approach, he is not giving alms and has never promised that. If Jigawa State with less than half GDP of Imo State plus more population will offer free education to its girls then why is free education for Imo seen as a philanthropic gesture?

Only issue is we can't see the future but all we can do is keep our government honest. There are times when you need symbols to show your intentions, (engagement ring grin) this move is a symbol and won't hold water if he fails to achieve.

The OP was only giving his version of what he heard the governor say, there is no official report on that. If you know Rochas very well you will understand that he is a people oriented person, he is very savvy with words and passionate with his new job.
He understands very well the people's commitment to his emergence as the governor, Imo state people remain the most expectant people since the end of the elections, he knows there is no room for excuses. Already, there is deadlock at the state assembly over attempts to thwart plans to overturn those die-minute spiteful decisions made by Ohakim to cause problems for the new government.
Unlike many states, Imolites are very educated and understand clearly what is it they expect from Rochas, they are realistic with their expectations and do not expect him to do the impossible.
One of the things Rochas has going for him is his seriousness to want to do somthing and his understanding of the problems of Imo state.
Nobody is expecting him to embark on say, Eko atlantic kind of project for now until the pressing problems of Imolites are first attended to. He is realistic and very media savvy too(which is a plus anyway) plus he is not a joker like some people want to make us believe by all means. I am from Imo state and at present, in Owerri, I can tell you there is an overwhelming sense of duty and expected performance in the air, everyone has their ears to the radio, newspapers and TV. This is not a story of mere talks and 3D drawing, this guy is busy as hell meeting Imo state stakeholders and making plans to start putting things on ground. Already, there is delegation(my Uncle inclusive- a retired MD with FIRS by the way) with a proposal on how to increase the state's IGR. A poster made reference to security votes, well that already has been pledged to the the free education program. Enough said, people should afford the man the benefits of the doubt, wait and see his actions before rushing to condemn. If Fashola can enjoy thesame praise and worship for both work done and about to be done, I see no reason why Rochas should not get his dues.
the funny thing is that if you check the whole comments on the thread from top to buttom you probably might not find a single person from imo state,yet they know what is good for the state.the voting population of imo state had a choice of several aspirants but overwhelmingly voted for the man they though will lead them to their eldorado who are we as individuals to cast aspersions on their choice
