It seems you are a civil engineer, and it is quite disheartening that you approve this poor quality construction going on here. The contractor should be using a mobile spreader to distribute the binder (cement) uniformly on the subgrade/un-compacted base. Thereafter,the cement, base material and predetermined amount of water or chemical admixture are thoroughly blended and compacted. With what is highlighted in this picture, it would be really difficult to achieve a consistent CBR strength on this base. VictorRomanov: It's is called soil stabilization with cement. A scarifier machine would mix the cement with the laterite to improve its strength.

Saraki did not only steal from Kwarans and the Society Generale Bank; he connived with the former CBN governor to hijack Intercontinental Bank from Akingbola.
