Just take things easy with them, I know this area very well, that is why the place is not developing fast as it should be, even the so called BALE there do go around at time to ask OWO MI DAA. If you negotiate very well with them they can take 200k for both fence and foundation.

First go to the local government and pay, I think its called development levy now, negotiate well with the LG officials, I think they should collect around #30k.
After that take the receipt from the LGA straight to the BALE of that area hinting him that you have paid that money to the government, and any other demand for payment is illegal. This will make their head to calm a bit, then settle with the BALE, as his head will be calm now knowing that you have done what the law requires you to do.

Did you do your due diligence before buying the land?. Did you visit the Baale around there to determine who owns the root title to the land? If you haven't you need to do so, so you can dialogue with all stakeholders, if not they will comeback to collect money for roofing

Lol, I understand how you feel but for you to have peace before / during construction of your building, try and negotiate a downward review of what they are demanding, if possible meet with the head of the omoniles and reach a peaceful compromise with them or else, they will frustrate you or your workers on that site, omoniles are illegal but enforcing their illegality in Nigeria is a herculean task, look for a middle ground with them, give them something little and continue your project to avoid endless wahala with them
