The military operates via a chain of command. Command stems from the top down to the rank and files. Meeting with brigade commanders when the army chief is there is belittling the office. The president does not have a say on how states expend or dispense their allocations. Concerning ONSA, I agree that a non military person can not really function optimally in that office.
