It was a multi tenanted residence. That dog shouldnt have been there. The children did not belong to the owner of the dog. They were for fellow tenants. I encourage my kids to come with me while we take the dog for a stroll. My four years old daughter even holds they chain, but the dog almost always pulls her to fall.
