The only reason you will get a refund is if you are denied a study permit. For any other reason whether it is a good reason or not you wouldn't get a refund.

The $1500 is the deposit you pay to confirm your acceptance into the program you applied for. Once that money is paid , you can only get a partial refund of $1300, if your visa application is rejected by the Canadian embassy. In any other case the $1500 deposit is non refundable.

If you have already submitted your study permit application , then you will have to wait until after it has been issued to apply for a SOWP for your common law partner. Below are some of the documents you would need when submitting the application.
A valid passport
A valid study permit (sponsor) and should have 6months or longer validity at the time of application.
Proof of full time student at a designated learning institution.
Proof of college fee receipts.
Proof of financial support.
Proof of ties to home country.
Proof of relationship.

National identity is different from passport. National identity is the same as a National Identity card (Nigeria). If you live in Europe it is usually issued by your local government where you reside and it also shows your address. If you dont have it then select no as your answer.

What is her status in the country she applied from?
Does she work there?
If yes what kind of work contract does she have . Temporary or permanent contract?
Does she have any strong tie to that country?
I know of some whose study permit application got rejected for same reason , although the person was a temporary resident in the foreign country and was on temporary work permit without strong ties to the country too. He reapplied but this time chose Nigeria as his country of permanent resident. But used his foreign address on the application form. He showed his strong ties to Nigeria ( landed property and family) . His application was processed as if he was In Nigeria and his visa was approved.
The advice he was given by an immigration lawyer was that he stood a better chance if he applied from his country of Citizenship rather than a foreign country. And lastly he submitted a very strong Letter of Explanation explaining that he was working temporarily in the foreign country and would be returning to Nigeria after study and not the foreign country.

Diploma in Fashion business and management. - CENTENNIAL COLLEGE.
Diploma in Fashion business industry ‐ GEORGE BROWN COLLEGE

These are just a few . You can also go for a Business management program.
I recommend this programs because they show career progression which also improve your chances of securing a study permit.
Another question I want to ask you is ;
Is your Fashion business registered?
Do you have records of income made from the fashion business?
Do you pay taxes ?
Will you sponsor yourself financially during study?
And lastly do you have assets to your name ?
These are some of the things the visa officer might look into, if you eventually submit a study permit application.

Did you state in your SOP that you are being sponsored?
Did you submit any bank statement in your own name?
Sometimes, it could be that you didn't explain very well in your SOP to convince the visa officer about being sponsored. Or maybe the visa officer missed it.

If you are from Sierra Leone and live in Sierra leone then, the Canadian high commission in Accra is responsible for issuing Visa. But since you did your biometrics in Guinea , I think the Visa application center in Guinea would most likely send your passport to the Canadian Embassy in Senegal . So it depends on you if you want to go to Accra to use the VAC there or you can call the VAC in Guinea to find out which Canadian embassy they would send your passport to.

The letter is meant for those who applied for their study permit outside Canada . They have to show it to the CBSA when they land at the airport before they can be issued their study permit. In your own case you are already inside Canada and as a result of that you wont be needing the letter because you have already crossed the border. You just have to wait and expect your study permit to arrive at the Canadian address you used when you applied inside Canada

I visited Canada in February 2022 (so already have visitor visa)
I applied for Study Permit and I got approved, My passport request was June 16.
I received my Passport back on June 23.

In my envelope received I just have my study visa. I don't have a study permit. I understand this is supposed to be a physical paper authorizing me to study and work.
On my CIC account, I just have original passport request and correspondence letter.
The correspondence letter is just on Biometrics.

So now I don't know what to do. I tried calling the IRCC line but its not going through, I have submitted a webform and emailed the Ircc QUESTION@cic.gc.ca and Nairobi email. No response yet.

My course is Bus Admin and its a 2year diploma.

Please has anyone had such an experience, or any information on how to move forward. Thanks in advance

After searching online I found the answer to your question. Your study permit will be mailed to you through the address in Canada that you included in the application form. The study permit should arrive within 2 to 3 weeks.

My own advice after reading this if you want to reapply is to pay the first year full tuition and try to look for a professional SOP writer to help you write your SOP so as to convince the Visa officer that your real intent is to study.
As you can see the visa officer is concerned about the lump sum and also you failed to convince him/her about your intention of studying.

I arrived in Canada as a visitor Feb 2022 so I have a visitor visa stamp. I applied for Study permit (undergraduate) when inside canada and got approved. I sent my passport to visa office in canada and I got a study permit Stamp now.

I'm a little confused since I didn't get a POE port of entry letter with it does this mean I don't have to return to Nigeria and enter canada again?
I also have no information letter on next steps, and if I'm allowed to work out of campus for 20 hours.

This is my first time and I have never gone through this process and getting IRCC on phone is impossible. Anyone with vital information please help..

To be able to understand your situation better, you need to give more information such as;
How long will the program last ?
Are you studying a language course e.g English or french as a prerequisite to enter a full time program?
Are u an exchange student?

New Brunswick is on the Eastside of Canada so ,Toronto or Montreal is closer because they are both on the Eastside of Canada. But Vancouver is very far cos its on the westside.

Personally I don't think it would raise any red flag. But it would make more sense if you can also include other assets attached to the new business e.g if there is a building, machineries , vehicle(s) etc to show that the business is worth a good amount of money. And secondly this would also serve as home ties to help your application.
N.b: please note that this is just my own opinion as an individual.

You shouldn't put all your documents together. This is because when applying online you have different sections that require a specific kind of document(s) . There is a section for;
Letter of acceptance .
International passport and copies of any visa and stamps in the passport pages.
Bank account statements. etc
Letter of explanation.
So you have to create different pdf files for each section and upload them as you move from one section to another.
