The Nigerian National Petroleum Corporation (NNPC) has disclosed that about 34,047 cases of pipeline vandalism were recorded in parts of the country between 1999 and 2013. Also, about 1.3 million metric tonnes of crude oil was said to have been lost to the illicit act between 2009 and 2012.
The Group Managing Director (GMD) of the NNPC, Dr. Joseph Dawha, stated this yesterday at the annual NAEC conference with a theme: ‘Pipeline Vandalism and its Socio economic Impact on the Nation.’
Providing details of how incessant pipeline vandalism have hampered supply and distribution of crude oil and refined petroleum products, the GMD, who was represented by the Managing Director of Pipeline Product and Marketing Company (PPMC), a subsidiary of NNPC, Mr. Haruna Momoh, said these heinous acts not only adversely affected the capacity of Nigeria’s oil and gas assets to function optimally, but have resulted in colossal product losses and cost of repairs of damaged pipelines.
Given the breakdown, he said, these over 34,047 breaks/ruptures were recorded in its pipeline networks in Gombe, Kaduna, Mosimi in Ogun State and Warri.
He said in 1999, when activities of vandals became noticeable in the PPMC operations, a total of 497 incidents were recorded.
The act, he said began progressively from Port Harcourt and Warri areas of PPMC operations and spread to every part of the corporation’s network, resulting in 999 cases in 2000.
Further breakdown showed that between 2001 and 2004, the corporation recorded over 2,473 breaks across its pipeline networks, while 2,258 cases were recorded in 2005 alone. The GMD also noted that 3,674 cases were recorded in 2006; 3,258 other cases in 2007 and 2,318 incidents in 2008.
According to him, the year 2010 recorded the highest incidents of acts of vandalism as 5,518 cases of pipeline breaks/ruptures were reported across the NNPC pipeline networks nationwide, as against the 1,305 cases recorded in 2009. In 2011, 2012 and 2013, the corporation recorded 4,468, 3,708 and 3, 571 cases respectively.
In terms of products losses, he said, a total of 712,776 metric tonnes (MTs) of Premium Motor Spirit (PMS) were lost to act of vandalism between 2009 and 20012. During the period under review, the nation also lost about 9,548, MTs of Dual Purpose Kerosene (DPK), 37,054 MTs of Automotive Gas Oil (Ago) and 1,310,130 MTs to act of vandalism.
The GMD said, aside from products losses and colossal cost of repairing the damaged pipelines, pipeline vandalism is harmful to our environmental and results in loss of human lives.
He explained that the corporation resorted to the use of marine vessels for crude oil deliveries to the refineries due to heightened incidents of pipeline vandalism, adding that the Port Harcourt Refinery operated for only 82 days in 2013 due to pipeline vandalism.
The NNPC boss urged the federal government to develop a national plan for critical infrastructure and key resources protection similar to the United States’ National Infrastructure protection Plan (NIPP), pointing out that the US government recognised the critical nature of pipelines to national security and treats them as strategic national assets.
“The federal government should likewise declare the pipelines as strategic national assets and set up a special force to protect them”, he said. As at 2010, the NNPC said it lost N174.57 billion in product losses and repairs of products pipelines within the last 10 years.

progress69: The recession today was an inevitable event as Nigeria is a "mono revenue driven economy". More than 70% of our income as a sovereign nation comes from sales of crude oil. The Facts:

This simply means Nigeria is selling lesser quantity of oil with the slump in oil prices. CONCLUSION
In view of the above it is safe to say;
1. With a reserve of about $30bn, it is practically impossible to defend the Naira/economy as done in the past with the reserve as the nation may go bankrupt in the process. Besides, defending the Naira with the national reserves is not sustainable as long as oil prices remain low. Naira still lost 20% of its value despite using more than 50% of the national reserves to defend the it between 2008 to 2012. 3. Nigeirans have no choice than to endure the pain and inflation at the moment while efforts are being made to revamp the economy. Effects of the low oil prices would have been minimal should we have saved enough for the future
4. President Buhari may habe made errors, but Nigeira being a mono revenue driven economy, reccession was bound to happen sooner or later.

Sentiments: Some people hate the president so much that the emotions of hate has drowned their ability to reason, discern or be objective. 2. Hunger: Hunger has reset the brains of plenty people that they have lost the ability to reason, discern or be objective. With their brains reset, they now fall victims of the mental manipulations of people within category 1 above. 3. Ignorance: A lot of people (both educated and uneducated) are just ignorant and expecting them to discern might just be a chasing of the wind. Most people fall within this category, especially the multitude of illiterate or semi-literate compatriots we have on the streets. Imagine trying to explain the link between crude prices and the cost of bread to the okadaman or the market woman on the streets? It would most likely be a wasted effort especially with 'hunger' being in the picture. You cant really blame these set of people, especially the uneducated ones. But the unfortunate part is that some in this category are well educated; a friend of mine who even studied for his masters in the UK once asked me how the bombing of pipelines would affect him seeing that he isnt working in the oil industry and doesnt have oil wells. I want to seek public opinion, on why major federal government projects in SE are by public private partnership while those of other regions are done all by the federal government. For example, in SW, Lagos third Mainland bridge was constructed and repaired by the federal government, Lagos- Ibadan express road is being handled by the federal government with a N50billion budget, Oyo-Ibadan road is undergoing repairs, in the north, the Ilorin-Jebba road is undergoing repair, as well as Kaduna to Maiduguri road...and other road and bridge projects...
In SE, the 2nd Onitsha bridge is being expanded under PPP, and the terrible Enugu-Onitsha roads is being considered to be repaired under PPP with a Chinese firm...
Mind you this type of depravity was not corrected under by GEJ either...and also note that these has nothing to do with leaders of SE, as I'm referring the federal projects and not state issues...
The questions are:
1. Is SE Nigeria not part of Nigeria?
2. Why do successive goverment treat the SE like a leper colony?
3. Is there a hidden/secret document given to any Nigeria president, not to touch the SE territory?
4. Does the secret document, say that the SE and affected Igbo people from parts of Rivers, Delta, Benue, Cross River will merge and form a new nation, so no need to develop the SE like other regions...Or if the government must assist, the SE people most pay part of the projects?
5. An exception seems to be the Enugu AIA airport built by GEJ and Stella Oduah... but people have seen how GEJ and Stella have become some of the most hated Nigerians...for giving the SE international airport (though work in progress)

However, something which can never be wished away is the influence and inputs of SE leaders and representatives in Abuja; for these sort of things to happen over and over again from regime to regime, it means there is something SE leaders/representatives are not doing right when they get to Abuja. Nigeria is a jungle and every tribe has leaders in Abuja scrambling for what they can scratch out for their people, it's always been a winner-takes-all battle and no one is ever gracious enough to watch out for the other tribes. So the point is, if minority tribes and regions lament insufficient representation in ABJ, can the SE also lament the same?... In the last 17 years of democracy, we've had OBJ 8yrs, yaradua 3yrs, GEJ 5yrs and Buhari 1yrs; even if we are to say Yaradua and Buhari (4yrs combined) are Hausa-Fulani who despise Igbos, can we also say the same of OBJ and GEJ (13yrs) and can we say OBJ and GEJ were unapproachable by SE leaders/representatives in ABJ? When the story of the 2nd Niger bridge broke in 2014 and it was being proposed as PPP, I remember some of us on this forum raised our voices wondering why the longer Lokoja-Oweto bridge would be built by the FG for free, but Igbos were being forced to pay for the 2nd Niger bridge. I remember being shouted down by compatriots on this forum as being a GEJ hater and an Igboland progress hater (a particularly absurd allegation), but the fact remains that, that was a beautiful opportunity for this anomaly to be fought and corrected by SE leaders seeing that GEJ was very close to the SE and he desperately needed 101% SE support in 2015. But I still cant understand why none of our leaders thought of using the golden moment to whisper reasoning into GEJ's ears. Now if this anomaly couldn't be corrected under OBJ and then GEJ, I wonder what will be the case under bubu. |

Justcash: No, I don't think he ordered it. I know that his faulty policies led to the rise in prices, and that he has no clue about how to reduce the prices and improve the value of the Naira. If he had, he would have been working towards creating incentives to attract foreign direct investments i.e. Foreign manufacturers, while subsidizing local manufacturing as a means of making importation less attractive, than simply using executive powers to stall importation. He should have done everything to prevent the outflow of foreign investors to begin with. Bro, no need for long talk. Life can never remain the same for a struggling man if he suddenly loses over 60% of his routine income. No amount of FDI can perform any magic to print dollars or to match the lost 60% revenue overnight. Oh yes! Justcash: Scarcity drives up prices. High unemployment rate combined with high prices increases hunger and poverty. The solution is to use government expenditure to stimulate investment in the private sector with an expectation that it will facilitate domestic consumption and make the market more attractive for more influx of private investments. This will naturally create capitalist competition and naturally drive down prices.
You don't stall importation and increase prices in the face of high unemployment rate and low investment rate. You'll simply drive your country or business into an abyss. Contrary to what people are thinking, Buhari is hoping on God to answer the prayers of the pilgrims that he subsidized Forex for.
By the way, if this government continues the way it is going, you will go to the market one day and you will not find tiles to buy either because they will be too expensive or you just won't have the money to buy them. So you think buhari ordered the increase in prices? |

APC was formed at a time when Nigeria enjoyed an unprecedented boom in oil income. As at the time, the biggest problem hindering Nigeria's development was corruption, impunity and general mismanagement. Several beautiful policies were formulated but were unfortunately never implemented because of the same issues of corruption, impunity, cronyism and general weak management. It was painful standing by the sidelines watching how a nation which had every reason to progress remained stagnant. Corruption was just about the biggest problem and this was the main monster to be tackled by APC.
Unfortunately, as soon as APC came on board, oil price crashed, the nation was plunged into instant recession and even though the corruption and mismanagement (which was identified in those boom years as the biggest problems) has now been curbed reasonably, there is currently a bigger problem being the oil price related recession. Truth is that Nigeria presently needs high level brainiacs to speed up the process of salvaging us from the current recession, and that's a quality the current leadership doesn't obviously have in its CV; APC wasnt prepared or armed for the present situation. |

Sinkills: My friend, enough if this 'post election trauma victims' propaganda. If there are people who are after abusing the president, I am not one of them. I am only interested in the government working to solve the problems instead of blames, blames and more blames. But what I see is a government that is not sincere, that has nothing to offer, that rode to power via propaganda and want to continue on that election mood till 2019 while the economy goes into shambles and people suffer untold hardship. Let us see what plans they have. Let them eschew politics and face governance squarely. It is fanatical and sentimental supporters like you that make the government not to sit up. May be you are even a paid propaganda agent. Those who voted for president Buhari are also suffering from this recourse to blame game instead of serious governance. AsoRockz01: GEJ did apparently nothing in the SE and SS because he concentrated all his energy trying to fix Northern Nigeria by getting rid of their almajiri and allievating poverty in that region. Yet all they wanted was for a NNortherner to rule Nigeria. For those of us that supported hhim,we were sure he was going to construct this road and the second Niger bridge. I am still not disappointed in him. He tried to woo the north with the projects he did there forgetting that they do not value any otherr tribe in Nigeria. His only crime for loosing the election was that he is from the minority. And this same shallow mentality still prevails even in 2016... I guess he was from a majority tribe in 2011 when he won Buhari with about 10 million votes gap no be so? |

Why not contact a geological firm to study the basin if the five steps needed for oil to accumulate are present, then contract exploratory firms to drill exploratory wells instead of this nonsense they called "looking for resources". Its funny how some individuals just go online under the cover of anonymousity and insult elders with reckless abandon without recourse to prior reasoning. Now this one here actually thinks he is smarter than the entire NNPC, he believes he knows better than NNPC regrading the steps to follow in oil exploration.  |
