I believe I speak on behalf of all reasonable people.because as it stands now the oil companies have a lot to gain from rise in prices in the intl market, since I doubt anyone of them makes 15% of their global production from Nigeria. They obviously have nothing to lose but everything to gain from rising prices in the market.

The 2014 National Constitutional Conference was one of the boldest attempts in recent times in appraising the operational structure and system on which the country is run. The conference which was convened by President Goodluck Jonathan in 2014 however faced many controversies, the first of which was its acceptance. The 492 delegates of the conference following months of brainstorming finally came up with a report which among others sought the creation of nearly 18 more states, the systematic restructuring of the polity, rotational presidency, the creation of state police, the scrapping of state/local government joint accounts among several others.

The conference officially cost the Federal Government N9 billion which was besides incidental costs by state governments and other agencies of the administration. The report of the conference was submitted to President Jonathan who before he left office, handed them over to his successor, President Muhammadu Buhari as being among the major unfinished issues of his administration which he would want the new president to deal with.

However, his successor who had been largely mute on it finally responded during newspaper interviews to mark his first anniversary in office last week. President Buhari said despite the persuasion of his predecessor that he had not even read the confab report and that it would remain in the archives where according to him it rightly belongs.

He said: “I advised against the issue of National Conference. You would recall that ASUU was on strike then for almost nine months. The teachers in the tertiary institutions were on strike for more than a year, yet that government had about N9billion to organise that meeting (National Conference), and some (members) were complaining that they hadn’t even been paid. I never liked the priority of that government on that particular issue, because it meant that what the National Assembly could have handled was handed to the Conference, while the more important job of keeping our children in schools was abandoned. That is why I haven’t even bothered to read it or ask for a briefing on it, and I want it to go into the so-called archives.”

Responding to the president’s assertion, some prominent members of the conference, styled as delegates in various responses tackled the president, pointing out what they claimed as major highlights of the conference that should be implemented.

The 2014 National Conference report is the real formula to restructure this country, implementing the report is a solution to the nation’s problems. Ignoring the entire report would amount to asking where Nigeria is going because, during the conference, we had the best of Nigerians, all professions, age and class of people who represented various groups as well as the group of elder statesmen.

The implementation of the report can be done in phases, but throwing away the entire report will not help the country. Implementing the report will boost our economy, it would boost investment as that would help create a very conducive atmosphere for businesses to thrive and investors will come to the country. Implementing the report will also boost agriculture which used to be our mainstay, water would be improved, the inflation would be checked as well as lay a solid foundation for the development of the country. Implementing the conference report will address the issue of insecurity in the land. During the National Conference, I learnt a lot from other Nigerians, who were delegates.”

It is being narrow-minded and unpatriotic because the president cannot claim that the report is entirely useless to the development of our country Nigeria. He should be reminded of the calibre of Nigerians who were at the conference. They were men and women who have excelled in their various fields of endeavour, including good performance as public and civil servants from the teething period of this country. Mr. President should know that no single individual has a monopoly of knowledge. He should take the good parts of the report and discard the so-called bad parts if he so wishes.

Throwing away the 2014 CONFAB report is a way of postponing the obvious. The President is living in denial of the reality of the country today which is to get the Nigeria project working properly. The return to true federalism is an inevitable panacea for the country’s problems which Nigeria is struggling with. The President should be encouraged to stop living in denial in stark reality of our country.

The 2014 National Conference was an improvement in many ways on the previous Conferences and Constituent Assemblies. It was a compilation of resolutions on which Nigerians have, by and large, built consensus. It is unfortunate that the President has not read the report because I believe that it will be a useful guide for good governance in Nigeria for a long time to come. Unless the government wants to reinvent the wheel, it is wasteful to ignore the report. It may, in fact, become an albatross for any government that chooses not to implement the report because new movements and new leadership will rise to truly renew and re-engineer Nigeria.

The truth is that I did not hear him speak about it because I have not been around for some time. However if it is true that he said so by himself – that he will not consider the report – I would humbly advise him to reverse his decision. The President knows more than anybody else that government is a continuum. Successive governments strive to build on what the previous governments started building and not to dismantle and start again. The money spent on convening and running the 2014 National Conference is Nigerian tax payers’ money which must not be wasted.

We appreciate that there are a lot of issues on his plate to tackle right now, what with the increasing spate of insecurity and restiveness all over the country and the looming famine in the land. He may feel that considering the report may distract him. Paradoxically, implementing the far-reaching, well-considered resolutions which were consensually reached by representatives of every segment and delineation of this country, will prove to be the answer he is seeking right now. Even the monster called corruption that he is seriously fighting now was discussed and recommendations on how to destroy it were advanced.

Can we really say that the 2014 report will not be implemented, when several recommendations are already being implemented like the rehabilitation of the North East and a few others? If you read the report, there are recommendations for the Executive to implement, and there are recommendations that only the National Assembly can deal with.

It’s his discretion to consider the report or not to, suffice to say that there are very important recommendations therein that could be useful in resolving the myriad of challenges facing the government. There are plethora of reports that never got attended to, the Oputa, Lemu, Uwais committees and all that.

The report had three components; one, requires executive attention and the President is entitled to endorse or not and another is legislative intervention and it belongs to the National Assembly. If the National Assembly chooses to act on the report, nothing stops them.

I had a problem with the basis for convoking the conference; it did not go through the legal process of having a law backing it. It is a dignified presidential advisory Committee. Jonathan did not help matters; time was not enough, there was no white paper to indicate which or which one not to accept. They played politics with it. A report that has three components cannot be kept in the archives. If the National Assembly decides to look at it, they can, and if the presidency decides not to implement, they may have their reasons.”

The comment by the president shows a total disconnect with the Nigerian reality. The country is fast disintegrating and like Max Siollun wrote in the New York Times after the 2015 elections ‘Nigeria needs a reconstructive surgeon and not a bulldozer.’ If a leader is presiding over 52% of his country, he should know that something has to be done to improve on governance structure in an inclusive arrangement. That is the imperative of what Atiku captured succinctly in his recent intervention.

The recommendations of the 2014 National Conference are the panacea to elongate the tenure of Nigeria, which has practically entered a terminal crisis. And if any leader thinks he can use the force of arms to keep a dysfunctional country together, he should learn from the Soviet Union which collapsed without a single shot being fired with all its military might.

For the president to attempt thrashing the 2014 National Conference report, to me, will be the biggest mistake of his administration. It will be ill advised and if you listen to the former Vice President, Atiku Abubakar two days ago, you will notice that the issue of restructuring the country is even now more urgent than it was in 2014 when former president Jonathan instituted the national confab. The issues will simply not go away because it borders on what is called the national question. It is at the very heart and soul of our nationhood experimentation.
Nigeria is still seeking nationhood because of the disparate nationalities, cultures, religious, languages, gender, tribes and idiosyncrasies all of which have led to great mutual suspicion and antagonism.

“It amounts to throwing away the baby with the bath water by rejecting in toto the conference report simply because it was authored during Jonathan’s government and simply because Jonathan was the one who convened the national conference. It is therefore critical that you look at the message and not thld look beyond Jonathan as a former president and beyond his government and look at the report itself which was the collective product of eminent Nigerians drawn from across the nooks and crannies of this country.

“In fact, there were times when almost fisticuffs were involved. There were abuses, insults, laughters, disagreements and then agreements. “The report was not just full and holistic, it took care of the challenges of Nigeria from amalgamation in 1914 up till now and how retool and re-engineer Nigerian so that we can become stronger not this one of disparite groups where Niger Delta Avengers wants a larger Niger Delta Federation; where IPOB wants a Biafra federation. We discovered that the agitations would continue to resurface. They are like sleeping magma which normally are dormant but grow up later into serious volcanic eruption. Because some people still feel shortchanged. Every region cries about marginalization. All Nigerians must be inward looking.

Reps to investigate alleged killing of unarmed civilians in South East


The House of Representatives on Thursday mandated its Committee on Human Rights, National Security and Intelligence, to investigate the alleged killing of unarmed civilians in the South East on May 30.

The House also urged the Federal Government to review and formulate a more efficient mechanism for engaging with aggrieved persons that threaten the country’s security and territorial integrity.

The resolution emanated from a motion moved under Matters of Urgent Public Importance by the Deputy Minority Leader, Rep. Chukwuma Onyema (PDP-Anambra), and unanimously adopted by the House.

Onyema said the spate of extra judicial killings by security agencies was increasing in the country.
The lawmaker said the rights to freedom of association, expression and peaceful assembly were enshrined in the constitution.

According to him, the country’s dismal human rights records are largely predicated on unprovoked and forceful engagements by security agencies on unarmed civilians.
“The rule of law and respect for rights of citizens are cardinal ingredients for the survival of our democracy and consolidation on our democratic gains’’, Onyema said.

He held that if the high handed engagement and extra judicial killings were not checked, they could lead to escalation of confrontational tendencies and resistance to state.
The Speaker, House of Representatives, Yakubu Dogara, therefore, mandated the committees to investigate the matter and report back within two weeks.

Reps to investigate alleged killing of unarmed civilians in South East


The House of Representatives on Thursday mandated its Committee on Human Rights, National Security and Intelligence, to investigate the alleged killing of unarmed civilians in the South East on May 30.

The House also urged the Federal Government to review and formulate a more efficient mechanism for engaging with aggrieved persons that threaten the country’s security and territorial integrity.

The resolution emanated from a motion moved under Matters of Urgent Public Importance by the Deputy Minority Leader, Rep. Chukwuma Onyema (PDP-Anambra), and unanimously adopted by the House.

Onyema said the spate of extra judicial killings by security agencies was increasing in the country.
The lawmaker said the rights to freedom of association, expression and peaceful assembly were enshrined in the constitution.

According to him, the country’s dismal human rights records are largely predicated on unprovoked and forceful engagements by security agencies on unarmed civilians.
“The rule of law and respect for rights of citizens are cardinal ingredients for the survival of our democracy and consolidation on our democratic gains’’, Onyema said.

He held that if the high handed engagement and extra judicial killings were not checked, they could lead to escalation of confrontational tendencies and resistance to state.
The Speaker, House of Representatives, Yakubu Dogara, therefore, mandated the committees to investigate the matter and report back within two weeks.

There are some recent development that have been going on for some time now- The activities of millitants -The Niger Delta Avengers. The whole thing which started as a joke has snowballed into a hydra-headed monster.

Before the recent bombing of the pipelines channeling oil to Kaduna and warri refineries and the Chevron plateform, the president had issued several warnings to this evil people engaging in an act of felony but they have refused to stop.

Lately, the president has ordered the military to do the needful and we know what that means.

The purpose of this post is to open the eyes of the innocent people of Niger Delta. The real enemy is not the federal government, the Yorubas, the Hausas or even the Fulani headsmen, but our real enemy is our close door neighbour who are claiming to be our brothers- The IPOBS and the BIAFRAN hopefuls.

Reasons.

(1) No Igbo man(Biafra or Ipob) has come out to condem the recent bombings by the Avengers. They are happy that we are polluting our lands, thereby destroying our fucture.

(2) They are even instigating the Avengers to keep destroying our infrastructures and our lands and also carry arms against the Nigerian army(especially on social media)

Reasons for this wicked act by Biafrans and Ipobs:

(1) Because Jonathan their adopted son lost the election to Buhari
(2) Because they feel that South South and South West supported the North to defeat Biafra during the civil war. They want South South to go to war with the federal government so that the federal government will kill the people of South South just the way they kill two million Biafrans. To them this is pay back time.

For some time now anybody or group that engages in any form of felony or misdemeanor are immediately backed by some people from the South East. They will back you untill you fall into fire then they will abandone you and mock you. Examples of people lured into fire by the South East:
Goodluck Jonathan, Nnamdi Kanu, Bukola Saraki, Femi Fani Kayode, Olisa Metu, Dokpesi, Tompolo, The Shittes, Dasuki, Deziani, etc. They will tell you that the federal governnent can't do anything, if Buhari tries to arrest any corrupt person they will kill, they will burn, they will bring this country down but their king, Nnamdi Kanu has been in prison for almost a year now nothing has happened. Olisa metu has olso learnt his own lesson he has suddenly turn mute.

Conclussion: The Avengers should immediately lay down their weapons and embrace the amnesty program. The Elders in Niger Delta should come out and condem the bombings. Please we should not destroy our own land because we do not have another one.

ON Wednesday last week, I was at the Enugu State High Court to attend a session. Shortly before 10am, a large number of prisoners, accompanied by their wardens, arrived.

The prisoners’ warden who came to our own courtroom with his wards stood with us in the corridor as the court was packed with lawyers, plaintiffs, respondents, court staff and other interested persons.

After a while, a discussion naturally came up about the menace of Fulani cattle herders all over the country. The prison warden who obviously hailed from Enugu State opened up and said the situation in the state was “horrible”.

“I went to my hometown last weekend. I was just resting in my room in the afternoon when, all of a sudden I started hearing “hm-hm-hm”. I looked out of my window into my garden. I was shocked at what I saw: cows everywhere! They were eating everything in the garden. I came out and saw three young Fulani men.

They were armed with AK-47 assault rifles, the type that we in the Service never have the opportunity to touch. The boys just looked at me and continued to mind their cows. There was nothing I could do because I knew they were ready to shoot at any slightest opportunity”.

Barely five days later on Monday, 25th April, there was breaking news all over the Internet on an outbreak of fighting between Fulani herdsmen and indigenes in Nimbo, Uzo Uwani Local Government Area, a northern precinct of Enugu State. According to the news which was later confirmed, seven villages in Nimbo (Nimbo Ngwoko, Ugwuijoro, Ekwuru, Ebor, Enugu Nimbo, Umuome, and Ugwuachara) were attacked by the herdsmen, leaving between 40 and 48 people dead (many with their throats slit, Boko Haram style) and over 60 injured.  Residential homes and a church were razed. Indigenes of the community fled to nearby Nsukka town.

Can I hear you say: “Agatu season 2”?

Come to think of it: Agatu is not far from Uzo Uwani. Benue and Enugu share a common boundary. It would seem that, having “conquered” Agatu, the Fulani militia deployed to take over the South East. News had it that days to the attack, there were rumours that 500 heavily-armed Fulani militiamen were camped in the bushes ready to attack. The Directorate of State Service (DSS) under Director General, Alhaji Lawal Daura, did nothing about it. DSS could not re-enact the speed and expedition with which they allegedly discovered fifty corpses in shallow graves in Abia State, five of which they identified as being those of people of Fulani stock, though they did not tell us the ethnic background of the rest forty five dead men.

It was not until these vandals had despatched innocent and defenceless villagers to their early graves that we got reports of police and military deployment to the area. Perhaps, they were there to shut the stable door after the horse had escaped. That is the type of “law enforcement” the security agencies of this country are very good at providing.

Before now, people were asking who these “herdsmen” really were. For me, it is not just who they are that matters the most, as that is now obvious. What interests me more is: what really is their mission?

Even a cretin now knows that these are not the traditional Fulani cattle-herders we were all born to see grazing their cattle peacefully without molesting anyone or destroying anyone’s means of livelihood or attempting to displace indigenous populations from their homelands. Because they were peaceful, they were also allowed to ply their nomadic trade in peace. In fact, the nearby presence of the Fulani cattle herders meant easy availability of meat in our local markets.

But it also contributed negatively to the extinction of traditional animal farming, along with the rapid disappearance of local animal breeds, such as the evergreen forest goats, fowls, cows and guinea-fowls, which are more highly valued and nutritious. You cannot blame the cattle Fulani for the laziness in animal husbandry among the Southern peoples, along with the near-extinction of local breeds. You cannot blame the nomads for Southerners abandoning their local communities for the non-existent “luxuries” of the townships, which gave non-indigene and non-citizen interlopers to seek to annex lands belonging to locals for the gratification of their cows and the profit of cow owners in the North.

Indeed, this is where the problem is. These “herdsmen” are just the grunt workers; the foot soldiers of highly-placed individuals, such as emirs,  titled men, retired generals, retired police chiefs, retired security chiefs, big politicians and businessmen in the North who are not ready to upgrade their animal farming practices to the more productive and modern strategy of ranching.

With climate change and desertification in the North, and the availability of cheap arms from wars in Libya, Chad, Mali and other places in the desert, sophisticated weapons are purchased and given to hired hands from all over the West African sub-region to move hungry cattle to Southern greener pastures. Minister of Agriculture in the All Progressives Congress (APC) Federal Government, Mr. Audu Ogbeh, disclosed that these militia men see themselves as Jihadists. Why else are they slitting throats and burning churches in Igboland? What do these have to do with cattle-herding?

I am afraid, people are being pushed to the wall. Let it be known that no one will allow any foreign invader to take over their homeland. People have run away, hoping the law-enforcement agents will do their work. When that fails, I am afraid we may see wars. People could be forced to go home and reclaim their communities with fire for fire. No tribe has the monopoly of military prowess. Those who start fights first don’t always win.

The Police, Army, DSS and other law enforcement agencies must move in decisively to protect Nigerians and preserve the peace, unity and stability of this country PRONTO!

Today, not tomorrow!

The attack occurred on Monday, April 26 in Uzo-Uwani council and it was reported that 500 people died in the attack while over 2000 persons were displaced as they fled to neighboring communities of Nkpologu and Uvuru, even as Nkpologu natives fled to Nsukka in fear of attack.

Houses were reportedly burnt while goods worth millions of naira were lost while it was reported that Fulani herdsmen imported about 500 others from Nasarawa state to help launch the attack on the community.

However, in a statement signed by Ebere Amaraizu who is the spokesperson of the Enugu state police, it was reported that only 6 persons died while 11 persons were injured as against the earlier figures of causalities and that the attack was carried out by hoodlums.

The police also confirmed that vehicles were burnt and damaged in the attack but assured that the perpetrators will be brought to book

Meanwhile, there are unconfirmed reports that some Fulani herdsmen invaded Umuchigbo community in Enugu, just a few days after an initial attack.

The Force headquarters said a special team set up by the Inspector-General of Police, Solomon Arase, has prevented many attacks on innocent Nigerians by Fulani herdsmen.

It stated that the Special Intelligence Response Team, had foiled many violent attacks by bandits, including herdsmen, adding that many suspects had also been arrested and charged to court.



The Force Public Relations Officer, Bisi Kolawole, said this in response to inquiries about the incessant bloody attacks by Fulani herdsmen across the country.

“The Special Intelligence Response Team has arrested many herdsmen and other criminals, it has also foiled several attacks before they were carried out; this means the police are ahead of the criminals, but where you have attacks, our men have been deployed and investigation has commenced and it is a matter of time before we arrest the perpetrators,” she said.

Kolawole stated that the police authorities had strategised and put in place security measures to degrade the attackers, adding that the police would continue to arrest and prosecute all criminals across the country.

Commenting on the attack in Enugu in which about 20 people were allegedly killed by herdsmen, she said that the police had commenced investigation into the incident, noting that the Enugu State Commissioner of Police had deployed his men to the crime scene.

On the allegation that the command had prior information on the attack, but failed to foil it, Kolawole said she had no such report.

Meanwhile, the Enugu State Commissioner of Police, Nwodibo Ekechukwu, has said that he deployed sufficient policemen in Nimbo, Uzo-Uwani local government, which was attacked on Monday.

The CP informed our correspondent over the telephone on Tuesday that the marauders engaged policemen and soldiers that were deployed in a shoot-out.

He explained that the intention of the attackers was to attack the centre of the town, noting that the security forces engaged them in a shoot-out and thwarted their plan to stage a massive attack.

Ekechukwu said, “We massively deployed policemen in Uzo-uwani when we got information that the place is under threat, anyone saying we didn’t deploy sufficiently would not have been on the ground and so cannot say what happened.

“Sufficient police officers were deployed, but the community is very vast; Nimbo is in Uzo-uwani Local Government Area and it has boundaries with Ebonyi, Anambra, Benue and Kogi States.

“Our men were supported by soldiers and they prevented the attackers from coming to the centre of the community. The attack took place at the fringe of the town and my men engaged the attackers in a shoot-out and prevented them from coming to the centre of the town which was their target.”

When asked if any of the attackers were arrested, the CP declined to comment, saying, “It’s an ongoing thing, it’s a process, so we want to be silent on that.”

Saraki pushes for an end to cattle herdsmen -Attributed violence in the country



The Senate President, Dr. Abubakar Bukola Saraki, today called for an end to the violence that has been recorded in various parts of the country, that have been attributed to nomadic cattle herdsmen.
Speaking at the Senate Plenary on Tuesday, April 26th, 2016, the Senate President urged the Chairman of the Senate Committee on Agriculture, to fast-track the execution of the report  of the Senate Public Hearing aimed at addressing the herdsmen crisis.


Immediately after plenary, Saraki took to his official social media pages on Twitter and Facebook to update Nigerians on the development, saying that:
“It is important that the violence attributed to herdsmen is addressed and curbed to ensure the safety, well-being and unity of the people and the country.”
Many will recall that in recent weeks, there have been attacks on communities by individuals said to be Fulani herdsmen. With violence occurring in Ibadan in the South-Western State of Oyo, Enugu in the South-East, and Agatu, Benue State in the North-Central, violence between herdsmen and communities is becoming more prevalent.

Concerned by untold suffering as well as hazard emanating from the activities of black marketers, especially those who sell petroleum products inside plastic containers/jerry-cans, the Inspector-General of Police, IGP Solomon E. Arase, has directed all Zonal Assistant Inspectors-General of Police and FCT/State Commands Commissioners of Police to arrest anybody found selling petrol and other petroleum products in plastic container.

The IGP, who issued the directives in Abuja on Monday, April 25, said apart from the hardship this act is causing to fuel buyers, it has also rendered some innocent and law abiding citizens homeless due to fire outbreak from jerry-can petrol storage.

He noted that fuel products such as petrol are highly flammable and if not stored and handled properly, can seriously endanger people, property and the environment. While warning fuel attendants at filling stations to desist from selling petrol inside jerry-can/plastic container, the Inspector-General of Police said both the buyers and the sellers of the products will be arrested and prosecuted under the law.

The IGP, while assuring Nigerians of the Police readiness to fulfill its constitutional mandate, appealed for a more cordial relationship between the Police and the public.
