The House of Representatives moved on Tuesday to contain the “arbitrary” subscription rates charged by Multichoice for its Digital Satellite Television services in the country.

The House observed that high pricing by Dstv had made access to its “premium” programming difficult for the majority of Nigerians.

It also noted that lack of competition in the digital satellite broadcast industry had encouraged a monopoly giving firms such as Multichoice the “undue advantage” of blocking the efforts of other firms to enter the market and crash prices.

Lawmakers particularly opposed a “rigid” subscription policy that permanently billed subscribers “whether they are at home viewing programmes or not.”

A bill to stop such stranglehold on the industry passed second reading at the House on Tuesday.

The bill, which was sponsored by a member from Adamawa State, Mrs. Aisha Dahiru-Modibbo, sought to amend the National Broadcasting Commission Act to guarantee openness and competition in the industry.

The long title of the bill reads, “A Bill for an Act to Amend the National Broadcasting Commission Act to Provide for Competition in Nigeria, to Promote Efficiency and Expand Opportunities for Participation of Nigerians in World Markets, while at the same time recognising the Role of Foreign Competition in Nigeria and for other Matters Related thereto.”

Leading the debate on the bill, Dahiru-Modibbo said while Nigeria was not against foreign participation in the local economy but such involvement should not be to the detriment of Nigerians.

She noted that there were indigenous firms which could also render premium satellite broadcast programming to Nigerians, but complained that “deliberate actions” by monopolies stifled the firms.

“In every country, measures are taken to protect the people.

“What is happening to us in Nigeria does not happen elsewhere on the continent.

“It is high time our regulatory body, the NBC was positioned to protect Nigerians from this arbitrary actions,” she stated.

The House Deputy Leader, Mr. Leo Ogor, wondered why Nigeria, one of the countries with the largest subscriber base of Dstv services, hardly received the kind of “subscriber-friendly offers” that were offered to the citizens of other African countries.

“You have a situation in the telecommunications industry, for example, where you are billed as you go or use your mobile phones.

“You pay for what you use. We should be having pay as you view or watch as well.

“Why should Nigerians continue to pay for Dstv services whether they are at home using the service or not?” Ogor asked.

He cited Kenya as one of the countries that had taken measures to contain the excesses of Dstv and other foreign digital satellite TV service providers.

Seasoned broadcaster and Chairman, House Committee on Diaspora Affairs, Mrs. Abike Dabiri-Erewa, lent her voice to the debate, supporting a call for more subscriber-friendly pricing in Nigeria.

Minister of Power, Prof. Chinedu NeboEleven months after being run by private operators, some power generating plants in the country are performing below 30 per cent of their installed capacities, the Federal Government has said.The poor performance, it said, was largely due to gas constraints, which had posed a major challenge that was hampering the visible impact of the reform efforts in the power sector.A document made available to our correspondent by the Nigerian Society of Engineers in Abuja, which contains a presentation by the Minister of Power, Prof. Chinedu Nebo, revealed that many power plants built to generate electricity were only able to utilise a fraction of their installed capacities due to shortfalls in the supply of gas.Nebo said, “Of the original six power plants that were privatised, not one is functioning at up to 70 per cent of installed capacity. Some are functioning at less than 30 per cent capacity due to gas shortage. To make matters worse, many of the gas infrastructure that supply these power plants have come under attack by vandals with various agendas.“Oil thieves are breaking up gas pipelines in the hopes of finding oil to steal. Political enemies are hoping to reduce power supply in one area or the other in an effort to sabotage opponents. Even when the gas infrastructure is free of sabotage, obtaining the gas needed is a problem because of the historically low price for gas in the domestic market.“This low price made investments in the supply of gas to the domestic gas market unattractive for gas producers. Consequently, for years, development in supply of gas to the domestic market in general and power in particular, has stagnated.”The PUNCH had on Tuesday reported that the current epileptic supply of electricity being experienced across many parts of the country was as a result of the massive drop in generated power by 1,000 megawatts in the last one week, a development that was attributed to shortfalls in gas supply.The minister, however, noted that the government was working to redress this.He said the Federal Government had entered into agreements with some international oil companies and local producers to make sure that they ramped up gas supply.According to him, the government is working to ensure that even the marginal gas fields are exploited in order to have the quantum of gas necessary to drive the power reform.Nebo said, “Under my leadership and in partnership with the minister of petroleum resources and the NERC, we have been able to recently bring the price of domestic gas to $2.50 per million btu. We also have an additional provision for a maximum of $0.80/mmbtu for transport.“We expect these changes to incentivise the negotiation and execution of more gas supply and purchase agreements between gas suppliers and power producers, resulting in noticeable improvements in the medium term.”

Health workers across Nigeria will today begin indefinite strike over what they attributed to the intractable leadership crisis in the health sector.
The workers hinted that some of the reasons for the industrial action are the non-commencement of residency training programme for health professionals, non-implementation of the new call duty allowance and non-payment of arrears of CONHESS 10 skipping, among others.

The National President of Nigeria Union of Allied Health Professionals (NUAHP), Mr. Felix Faniran, an umbrella body a of group of professionals like the physiotherapists medical laboratory scientists, pharmacists, occupational therapists, optometrists, dieticians, medical social workers, clinical psychologists, dental therapists among others, at a news conference in Ibadan, the Oyo State capital, said there was no going back on the “total and indefinite strike.”

Faniran who fingered the presidency, Minister of Health, Professor Onyebuchi Chukwu, and the leaders of the Nigeria Medical Association (NMA) as those allegedly fuelling the crisis in the health sector especially since 2010, traced the origin of the present crisis to how the NMA allegedly frustrated the bid to appoint the late Professor Dora Akunyili as Health Minister few years ago.

“When it became apparent that the late President Umaru Musa Yar’Adua was unable to continue to discharge his duties as president of the country due to ill health, his then deputy, Dr. Goodluck Jonathan, was sworn in as acting President after the senate had proclaimed ‘doctrine of necessity’. The  president dissolved the erstwhile cabinet and proposed a new one. The name ofAkunyili, now of blessed memory and a prominent and vocal member of the previous administration, made the new list.

“Most public commentators expected her to be named minister of health. Sensing this, the NMA engaged in media blackmail against the appointment of Dora or any other person other than a medical practitioner from NMA.

“This was the origin of the present crisis in the health sector. Although there have been other issues at stake whose roots started during the Gen. Ibrahim Babangida administration when Professor Olikoye Ransome Kuti, a medical practitioner, was made minister of health from 1985 to 1993. Three major challenges were noticed in the Ransome Kuti’s era which affected our people,” he said.

Speaking on the current health minister’s alleged partisanship and discriminatory attitude against his union, Faniran said: “In May 2010, the unions in the health sector under the auspices of Joint Health Sector Unions (JOHESU) presented a memorandum to the government containing some demands. A presidential panel headed by Justice Abdulahi Bello Gusau was set up in August to look into the demands. “This panel was allegedly inhibited from carrying out her duties by both NMA and the minister of health by way of protests and criticisms on the part of NMA while the minister obstructed the committee by starving it of funds and issuance of circulars to pre-empt the outcome of the panel.

“Ultimately, the panel submitted its report in November, 2011. Up till date, none of the 27 recommendations of the panel has been implemented. It should be noted that another panel, the Ministerial Committee on Medical/Dental Practitioners Residency Programmes, which was set up the same day with Abdulahi Bello’s committee did not only complete and submit its report as scheduled. The recommendations are already being implemented. What a great discrimination?”

While stressing that the same health minister in 2010 deliberately and unilaterally issued internal memo that robbed other health professionals of the benefits they have been enjoying since 70’s and early 80’s such as teaching, rural posting allowances, promotion from salary level 09 to 11, consultancy status, non-payment of specialist allowance among others.

Faniran also maintained that: “The five-point agreement signed in May 2012, remained un-implemented till today. On the likely groaning effects of the strike on the masses, Faniran said government should be held responsible, saying all known avenues to avert the avoidable development were explored with no result.

Members of the Nigerian Union of allied Health professionals have declared their intention to proceed on a nationwide strike by the 16th of october. In a communique isued and sent to MEDICALWORLD NIGERIA titled "Commencement of insustrial strike action by members of Nigerian unioin of allied health professionals (NUAHP) Nationwide.

They recalled that NUAHP had given the Federal Government an ultimatum
which was communicated to the Federal Ministry of Health which expired on
30th September, 2014. This ultimatum was arrived at the meeting of
National Executive Council (NEC) of the Union which was preceded by a
public symposium titled; “Incessant strikes in Nigeria’s Health Sector:
Causes and solution” held between 28th and 30th August, 2014 at Asokoro
District Hospital, Abuja. One of the causes of incessant strikes is the
attitude of Government/Employers in reneging on agreements.*

*However, members of the Union did not go on the strike despite the
expiration of the ultimatum because of Salah festival and holidays, showing
our respect for the members of the public.*

*While our members nationwide were agitating for the commencement of the
strike on the 8th of October, 2014, the leadership of the Union persuaded
them to hold on for a meeting called by the Government called for the 9th
of October, 2014 hoping that the Federal Government would release at least
6 to 8 circulars of various issues which have been lingering over the past
four years. *

*When the Government called the leaders of JOHESU for a meeting held on the
9th of October, 2014, none of our demands was met which infuriated members
of the Union demanding for the immediate commencement of the strike not
later than 13th October, 2014.*

*However, the leadership of the Union was forced to summon an emergency
meeting of the National Administrative Council (NAC) on the 13th of
October, 2014 to receive the reactions of our members to the report of
Federal Government/JOHESU meeting of 9th October, 2014.*

*Having forwarded earlier on the report of the Government/JOHESU meeting
outcome to all units and State Councils of our Union nationwide, the
preponderant of the feedback from our members showed that our members are
disillusioned, disappointed, embarrassed and frustrated by the Government
position and therefore demanded for an immediate nationwide strike action.*

*Hence, the current decision of the Union.*

You would remember that medicalworld nigeria had published on its site tht the union joined other unions in the health sector to embark on a 3 day warning strike between 20th and 22nd of January, 2014 with a view of embarking on a nationwide strike four weeks after if the Government did not meet their demands.*

Since then, the Secretary to the Government of the Federation intervened
and has since engaged the Unions at series of meetings without any serious
achievements. So we are therefore left with no option than to embark on

the 16th to 22nd of August, 2013, which was apprehended by the Honourable
Minister of Labour and Productivity, Chief Emeka Wogu while a Memorandum of

August, 2013. Till date most of the issues contained in the MoU are yet to
be implemented. Some of the issues are:*

*1. **The appointment of Chief Medical Directors (CMD)*

*2. **Advertorials on the post of Chief Medical Directors (CMD) and
Medical Directors (MD) of Tertiary Hospitals in Nigeria being skewed in
favour of Medical Practitioners.*

*3. **Composition of Management Boards of Tertiary Hospitals which is
lopsided in favour of Medical Practitioners.*

*4. **Abolition of the Office of Deputy Chairman, Medical Advisory
Committee and Deputy Head of Clinical Services in some Tertiary Hospitals.*

*5. **Holding of Stakeholders Conference.*

*These issues are either partially attended to or deliberately ignored. The
Federal Government had set up various Committees whose assignments seemed
unending. The Union is tired of this unpleasant strategy of time buying by
the Federal Government.*

*Other issues at stake are:*

*6. **Non-promotion of our members to Directors position.*
