The federal government shut down for the second time in three weeks Friday, driven to the brink by acute congressional dysfunction and pushed over it by the objections of a single conservative senator. The partial shutdown began just after midnight when the government, operating on the latest in a series of short-term spending bills, ran out of money because Congress missed its deadline to pass a new one. But the closure could be brief, with minimal disruptions to federal workers and others. The Senate was expected to pass a massive spending deal in the early morning hours Friday that would reopen the government. The legislation would then head to the House, but the outlook there was less certain because of opposition from liberal Democrats and conservative Republicans, and quick passage was not assured. In a brief interview with The Washington Post, White House legislative affairs director Marc Short said the administration was preparing for the possibility of a temporary shutdown, perhaps spanning a few hours. Last month, the government shut down for three days in a dispute over undocumented immigrants brought to the country as children, reopening after Senate Democrats accepted assurances from Senate Majority Leader Mitch McConnell (R-Ky.) that he would hold a floor debate on immigration this month. The latest congressional breakdown came amid disputes over a massive bipartisan spending deal that would shower hundreds of billions of dollars on military and domestic programs alike, lift the federal debt limit for a year and speed disaster aid to hurricane-ravaged areas. Earlier in the week, the legislation had appeared primed for easy congressional passage, as McConnell and Minority Leader Charles E. Schumer (D-N.Y.) unveiled it jointly on the Senate floor Wednesday with a bipartisan flourish and mutual praise. Lawyers for President Trump have advised him against sitting down for a wide-ranging interview with the special counsel, Robert S. Mueller III, according to four people briefed on the matter, raising the specter of a monthslong court battle over whether the president must answer questions under oath. His lawyers are concerned that the president, who has a history of making false statements and contradicting himself, could be charged with lying to investigators. Their stance puts them at odds with Mr. Trump, who has said publicly and privately that he is eager to speak with Mr. Mueller as part of the investigation into possible ties between his associates and Russia’s election interference, and whether he obstructed justice. Mr. Trump’s decision about whether to speak to prosecutors, expected in the coming weeks, will shape one of the most consequential moments of the investigation. Refusing to sit for an interview opens the possibility that Mr. Mueller will subpoena the president to testify before a grand jury, setting up a court fight that would drastically escalate the investigation and could be decided by the Supreme Court. Rejecting an interview with Mr. Mueller also carries political consequences. It would be certain to prompt accusations that the president is hiding something, and a court fight could prolong the special counsel inquiry, casting a shadow over Republicans as November’s midterm elections approach or beyond into the president’s re-election campaign. But John Dowd, the longtime Washington defense lawyer hired last summer to represent Mr. Trump in the investigation, wants to rebuff an interview request, as do Mr. Dowd’s deputy, Jay Sekulow, and many West Wing advisers, according to the four people. The lawyers and aides believe the special counsel might be unwilling to subpoena the president and set off a showdown with the White House that Mr. Mueller could lose in court. They are convinced that Mr. Mueller lacks the legal standing to question Mr. Trump about some of the matters he is investigating, like the president’s role in providing a misleading response last summer to a New York Times article about a meeting Mr. Trump’s son Donald Trump Jr. had with Russians offering dirt on Hillary Clinton. The advisers have also argued that on other matters — like the allegations that the president asked James B. Comey, then the F.B.I. director, to end the investigation into the former national security adviser Michael T. Flynn — the president acted within his constitutional authority and cannot be questioned about acts that were legal. One of the few voices arguing for cooperating with Mr. Mueller is Ty Cobb, the White House lawyer whom Mr. Trump also brought on to deal with Mr. Mueller’s investigation. Since Mr. Cobb was hired in July, he has argued that the White House should do everything possible to cooperate with Mr. Mueller’s investigation. But Mr. Dowd has taken the lead on dealing with the special counsel about an interview and has been discussing the matter with Mr. Mueller’s office since December. Others close to Mr. Trump have also cautioned him against a freewheeling interview. Marc E. International airlines sold tickets worth $1.4 billion to Nigerian travellers in 2017 despite the economic recession that impacted negatively on individual income during the period. This was disclosed saturday by the President of the National Association of Nigeria Travel Agencies (NANTA), Bankole Bernard. Bernard explained that the revenue generated by these airlines was evidence that Nigeria’s economy was on a rebound, adding that foreign airlines that cut back their operations and those that reduced their frequencies due to low passenger traffic occasioned by the recession are now increasing their capacity. During the recession, Iberia and United Airlines stopped their operations in Nigeria and those foreign carriers still operating serviced the Nigerian destinations with smaller aircraft. Emirates, which hitherto operated three frequencies daily reduced its flights to one daily but it has now restored its operations of a daily flight to Abuja and two flights to Lagos from Dubai, its operational hub. There are also indications that Iberia and United Airlines may return to Nigeria, just as Delta Air Lines would launch its Lagos-New York flight in March. The President of NANTA, who spoke during breakfast meeting with newsmen, urged the federal government to review its Bilateral Air Service Agreement (BASA) in a way that it would also protect the interest of domestic airlines, just as other countries introduced policies that encourage and protect their own local carriers. Bernard also disclosed that soon, the International Air Transport Association (IATA) would introduce new system for financial settlement by travel agents to replace the Billing and Settlement Plan (BSP) introduced in Nigeria in 2008. The new system is known as NewGen ISS, which is a program launched by IATA to deliver faster, safer and more cost effective and relevant financial settlement services and solutions to airlines and travel agents that rely on the IATA Settlement Systems (ISS). IATA said that airlines would benefit from the new system because it means faster settlement, safer funds and a lower cost of distribution and also for travel agents, NewGen ISS would offer more personalised products and services, enhanced customer support and more cost-effective solutions as well as providing an enhanced 24/7 customer support to better address the needs of airlines and agents. The NANTA President also said that IATA and NANTA had reinforced their relations. He said the association now collects charges paid by members to the global body, adding that in order to prevent non professionals and touts from masquerading as travel agents, the association has decided to introduce identity card with electronic chips that would be used to separate the real practitioners from interlopers who are largely responsible for many frauds recorded in the sub-sector. “We, at NANTA, will be most delighted to see the ID Scheme come to reality when it’s launched in March for NANTA approved and NCAA (the Nigerian Civil Aviation Authority) endorsed operators only. This would not only change the perception of the general public, but give a sense of belonging to the practitioners within the industry and be seen as true professionals that we are, which will automatically eliminate fraudsters. “The immediate and future gains of this scheme are numerous and in due course, we shall unveil this strategic security product that will question and check the prowling of our business lines by fake and fly-by-night operators. Let me state earnestly that with this card, which has the backing of government aviation regulatory agencies, the days of spoilers in our midst are over,” Bernard said. Minister of State for Aviation, Hadi Sirika, says Nigeria will soon have a privately-owned national air carrier. Sirika disclosed this in a chat with journalists in Addis Ababa on the sidelines of the 30th Ordinary Session of the Assembly of Heads of State and Government of the African Union, AU. Sirika said the government would provide an “enabling environment and support”, and would take advantage of the Single Air Transport Market launched by the African Union on Monday. He said apart from Nigerian entrepreneurs, the African Development Bank, the Islamic Development Bank and the Chinese Exim Bank as well as countries like Ethiopia, Kenya, South Africa, Morocco, Egypt, Rwanda, Namibia, and Niger Republic would participate in the initiative. “We are very close to having a national carrier at the moment. We are at the stage of transaction services. “We have affiliations which will be dealt with. I hope within this week, you will hear from me on where we are.
