Its called masala chips .simply fried fries with some chilli,spices  and a bit of what we call kachumbari or some chilli salad by the side.
The rest is goat bbqd meat (african style) and that in the bowl is just pepper salad by the side.

What I see is a sick man having had a heart operation.I dont know him but you cant rule out the possibility of having a real albino in NL.
Be considerate and wear their shoes for once. Its like skin cancer.
