If u must know, in SA, three Arms of govt are located in three different states. This makes the country to run a kind of three capitals. If i want to travel out of the country, i must come to lagos or abuja to process my documents. If i want to submit anything to the FG, I must travel to lagos or Abuja for it among other things. I can practically do nothing in the east if I must get these things done. This is why they keep migrating. If u so wish them to stop migrating, then ur country should simply break up or run a regional confederation or at least, copy south african model and enact policies that will push some FG agencies to east as well.
