All nuclear ICBM reentry vehicles carrying nuclear warheads are already hypersonic anyways.
The idea that Russia and possibly China have cruise missiles that are hypersonic confers not much advantage before other countries catch up. There are so many mobile launchers and possibilities as to make the missiles not so effective in practice.

At this point no one knows , however based on the supplementary budget and in light of factual documented evidence the : THE NAF has indicated they have signed an MOU for 12 M346 which most factual estimates say will be $1- $1.2B I t would be disappointing if the defence budget is anything less than $2.5-$3B.
Some (probably all) M346 already paid for out of supplementary 2021.
If there is significantly high Capex in 2022 it would be Russian choppers, US choppers, some JF17s and MRAPs.

What the Prof is saying is quite clear. Less than 20m Nigerians pay taxes. Get at least 150m Nigerians paying PAYE taxes. Put all goods and services on VAT.

When government implements these measures, Nigerians as usual would put their mouths up and start wailing like banshees.

It does not matter. Buhari's and governments after him should keep borrowing to do National critical infrastructure. Nothing should stop these projects.

Yes. That is the economic argument. Nigerians are ready to pay 60% higher for meat. I would be personally insulting any complainants about high costs of beef or milk starting from 2022.

Precedents are dangerous to set in law. Once you set them, they can be used.

The laws don't state that; nobody is permitted to graze animals in the open outside areas designated for the purpose.
This is how constitution abiding people make laws. The approved areas for open grazing can be ZERO but when you state it like this nobody's rights are infringed.

The actual laws simply state that; open grazing is banned totally within a state confines.

No. 1 would be a law drafted by lawyers.

No. 2 is a law drafted by politicians and ethnic nationalists.

Pastoralists actually produce LOWER quality meat. Yes, you heard that right. Lower quality.

Why? After transhumance with the livestock, the meat produced is noticeably leaner (low in fat) and tough when used as food. Your doctor might be pleased but not the meat industry!

Why? Meat quality is graded according to the fat "marblings" present in the muscle.

'Fulani cows' are of the worst grade of cow meat possible!
But my doctor recommends lean meat. Thank you.
Also ranching / grazing are finished in 20 years. There are new technologies for growing meat and they will come cheaper due to scale economics. So right there is your future of "sophisticated" ranching.

The whole point of my discourse is that Nigeria is a modern country.
The country is blessed with a lot of educated people and rationality and science should be the bases of decision making and not atavism or mass neurosis.

Some of the laws that governors have made regarding farmers - herders crisis, you cannot say them out in a sophisticated setting in the UN or International NGO and not get ridiculed.

You banned one side entirely whilst rejecting wholesale a mitigation that can be panel beaten to manage all possible risks.

Meaning 500,000 herders or more just disappear in to the sunset and presumably should go steal money or kidnap people to establish ranches which are the only permitted way by your state.
Or maybe as El Rufai said, Populist legislation does not need brains. Just do it.

We are saying because you have some hard luck where you are coming from does not permit you to ruin me financially by destroying my crops and assaulting my wife which is abominable and unpardonable.

The FG and all state governors are saying the solution is to separate herders and farmers. One SINGLE solution agreed to already.

The problem is now to interpret that solution to mean you as a state governor can institute an apartheid kind of law that would make a white SA farmer envious in its sheer unfairness.

The alternative is having zones that will be used by ranchers and also admit itinerant herders. The states will issue CofO to ranchers and passing permits to herdsmen. Itinerant Fulanis can be anti social and downright expansionist so having the states regulate passage and balance out the settlements and flows should protect vulnerable ethnicities.

What we will see gradually is that pastoralists will gradually improve along their own paths as well as ranchers. Some may opt to settle and some ranchers may embrace the cheap costs of moving with the cattle. Pastoralists are breeding for their better quality meat. Ranchers are in it for meat and milk.

Due to space constraints and other issues, many developed and developing Nations adopted best practices for livestock. Ranching isn't perfect but it is continually evolving to overcome challenges. Your diatribes and your skirting over the issues (of average farmers like my Uncle) is probably a pointer to the kind of apathy of those in power. Food security is highly important!

That failures have been recorded in the past doesn't mean we should scrap all efforts to solve or adapt better solutions suited to our problems. Many articles on failures and advancements on ranches in Nigeria. Prior to 'Tomato Jos', tomato yields in the North were dire but now it is reaching record yields with a factory on the way?

Imposing a system that does not sit well with other demographics is only going to lead to resentment. Pity some here are interested in shiny new weapons, fancy gears et al without wholesome pictures of fighting battles that could be better avoided.

My Uncle's farm in Kabba lies fallow because of nomadic grazing or is he a second class citizen where cows and man gazumps his land but he cannot respond or chaos ensues.

That I used to allow an entity access to my well doesn't mean they become entitled to demand water or break my wall when I decide to fence it off for my own reasons. That grazing routes were allowed in the past doesn't mean it could continue forever. Our population is outstripping available spaces with land prices creeping up year on year.

High time the Northerners get with the time and embrace or start transiting to more modern forms of livestock rearing. That we have to spoon feed them via that process isn't a must. Same country gave us all equal opportunities to learn, become knowledgeable amongst others but their failure to embrace modern life should not be a burden for us all to endure.

Did I also mention that as much as 70% of CBN provided seedlings, fertilizers, herbicides and insecticides are sold illegally by crop farmers?

I passed four sets cattle grazers along Dangote Refinery road at Ibeju Lekki, Lagos last week.

I am waiting to see the first six sets of successful arrest, trial and jailing of herdsmen in this country.

We are railing everyday against state laws that appear to be unconstitutional like Sharia, banning alcohol or ethnically or vocational targeted laws and people think it is right to arrest herders that are not trespassing peoples farms.

You will tell me why street traders are roaming free and people violating town planning laws have not been arrested.

States should sit down and agree with FG areas to use as cattle zones within each state where people can establish ranches cheaply because of shared services that will make it cheap. Those cattle zones not 'grazing' zones should permit a controlled number of grazers.

The state will own the cattle zones and issue c of o only to the ranchers. Grazers will operate only with permits.

Ranching is expensive and the land take could also drive away crop farmers. The cheapest way to do it is via shared services of water, foliage, silage, veterinarian and the all-important transportation costs.

Ondo State says they have arrested 180 cows. It is a laughable disgrace.
They have to transport the cows, hold the cows and feed the cows whilst arraigning the 3 or 4 people before the courts. They cannot hold them for more than 24 hours without trial, so bail comes in. How do you arrange bail for an intinerant cow herder?

Regarding the problem of outranging the enemies and effectively taking out enemy guntrucks outside of the enemies firing range, I would suggest the Army go for the ZSU-23 family of guns, majority of those currently operating the ZSU-23-4 shilka will be looking to retire them in the not too distant future, the Nigerian Army can offer to buy them in large quantities for base defense at lower cost then order for the ZSU-23-2 and fix on MRAPs and APCs, this will temporarily serve the role of IFVs until the Army is able to purchase better platforms (probably BMPT Terminator). The 23mm ammo of the ZSU will shred the terrorists guntrucks at 2km while the terrorists will not be able to engage until they are within 1500m. The terrorists used to mount the ZSU-23-2 on their guntrucks but it seems they have ran out of stock or at least have very few quantities left, majority of their guntrucks are now armed with HMGs and GPMGs.
Reason I suggested using the shilka for base defense only is because it is very slow and will be easy for the enemy to capture in a situation where the unit needs to manouvre fast.

Not nearly enough. We should be looking at 1% of GDP per annum which is still below international best practice of 2%.
1% of GDP is $4.5bn.
This works out to $20bn in 5 years. This expenditures should go into MTEF&FP.
There is a way you spend this money that the local economy is positively impacted.
