FG, ASUU Resume Talks Today over IPPIS, Revitalisation Fund

The federal government’s negotiating team and the leadership of the Academic Staff Union of Universities (ASUU) will resume negotiations today to iron out their differences over the application of the Integrated Payroll and Personnel Information System (IPPIS) and the proposed release of N30 billion university revitalisation fund.
Confirming the planned resumption of the talks to THISDAY yesterday, Minister of Labour and Employment, Senator Chris Ngige, said: “The contentious issues have virtually been addressed except for IPPIS and revitalisation fund, which ASUU opted to go and consult its organs.”
He said government was working on the gazetting of the visitation panel for the universities and reconstitution of negotiating team, adding that announcement will be made on both issues this week.
However, there are indications that today’s meeting between ASUU and the federal government team may be deadlocked again unless President Muhammadu Buhari intervenes to order payment of salaries to lecturers based on old GIFMIS platform pending when UTAS is ready for use.
At their last meeting on Thursday, both parties had disagreed on two key issues, revitalisation fund and how to handle payment of salaries to ASUU members pending the conclusion of an ongoing test run on the University Transparency and Accountability Solution (UTAS).
THISDAY learnt that ASUU had shifted ground at the last meeting by requesting that the federal government provides N110 billion, half of the N220 billion it demanded as revitalisation fund for federal universities.
But the government said it cannot afford that with the present state of the economy.
Ngige had reminded ASUU of the position of the International Labour Organisation (ILO) with regard to “ability to pay” as a cardinal principle of collective bargaining agreement.
The source said ASUU agreed with the government’s offer of N30 billion as earned allowances but said the amount should be for only lecturers.
However, the federal government rejected ASUU’s demand to be given the N30 billion for lecturers alone, saying that all other unions in the university system should also receive payment from the money.
On revitalisation fund, a source privy to the meeting said: “The federal government is not ready to accede to ASUU’s demand for N110 billion now because it was part of the 2013 agreement that is now being renegotiated. That was why the government is offering things of good faith, like the payment of earned allowance pending when the committee saddled with the responsibility of identifying other alternative sources of funding concludes their work.”
For the two issues, ASUU team was asked to go and consult more with the union members and come back today for further deliberation.
On the implementation of the IPPIS, which almost stalled the meeting, the federal government said IPPIS should be allowed to operate in the interim until the test-run on UTAS is concluded.
But ASUU wanted payment of outstanding salaries on old GIFMIS platform before the implementation of UTAS.

Their last meeting ended with FG saying all the payments would be done using IPPIS that ASUU should enrol. But ASUU saw through that bullshit because they(ASUU) know it will be game over for them if they enrol.
The only way this meeting today will be successful will be if;
1. ASUU accepts IPPIS for payment of their salaries, earned allowances and revitalization fees( it will hurt ASUU).
2. FG fast track the testing of UTAS and use the platform for the payment ( it will hurt FG).
3. Use the former platform which was Government integration Financial Management information System(GIFMIS) to pay ASUU (nobody gets hurt. win- win cheesy)

Am i the only one that is tired of reading comments on the first pages of topics that grazes the front page?

Sorry to say and i don't mean to offend people but i think Nigerians are one of the dumbest people on Earth except for a very few people.

The reason why i am saying this is that when you read comments from people on topics that grazes the front pages, you tends to have This feeling of disgust and you are like, "who are these fools?"

Just go to the thread about Kanye west urinating on his Grammy awards, on the front page and you will be sick to your stomach at some of the comments you will read.

As if that is not enough, go to the thread Where a disabled man on crutches "blocked" police military van because he was protesting against fuel hike and demanding the releasee of protesters that were arrested.

Go to that topic and after reading comments you will realize why NIGERIA is how she is today.

The people are actually the problem and not the government.

This is why they will keep using us and catching out while the masses suffers because they know that most NIGERIANS are actually stupid. Do you all think when Buhari called NIGERIANS lazy youths, do you all think he meant "lazy" as in work?

He meant lazy because he knows Nigeria youths can't fight for their rights, they have no balls to protest, with few money given to them, their purpose are already defeated and this is the reason for the sharing of money and bag of rice during election.

There is no truth in the news, if you are working somewhere please do not resign yet because what NUC is saying may actually not work out!
Consider these:
1) ASUU is still on strike
2) Part of ASUU's demand is release of fund to Universities; no fund has been released by government.
3) Another demand of ASUU is the visitation to the Universities by the visitors; nothing like this been organised by the government
4) The most difficult part of ASUU strike is the IPPIS; government is still insisting while ASUU is hell bent on not enrolling, infact, all non-IPPIS compliant lecturers have not been paid last month and government has said there will be no salary budget outside of IPPIS from next year.

The summary of it all for University students is to simply forget education for now and find something useful to do with their lives!

Bullshit! So all this while they've been reporting 200 to 300+ of discharged patients and the number didn't rise, it was also cumulated figures?
This means you haven't been referencing past reports with the reports. If, going by your claim, we have been getting as much as 800 patients in total discharged in a single day we should be counting over 50k by now.
NCDC simply shot themselves in the leg and are trying to cover up with lame excuses.

It is not alone for them to begin an evaluation that should have already been done since and prepared for immediate implementation after lockdown. Are they going to take so long to carry out assessment, then what of the timing for implementation of this ideas or measures? This is pure ineptitude on the side of people that emphasized the importance of time in getting things done efficiently. Now that most schools under ASUU are not even in their second semester are they even sure to complete an academic session this year? If it's true (which it's not), why do they overlook minor case centres till it becomes an issue? Look at Akwa Ibom for example with a lower statistics of cases, the agency will be realising lower discharged figures whilst for states like Lagos, higher discharged figures.

In my own opinion, they are now underreporting deliberately to keep people calm before reopening the economy fully. How did Nigeria get over covid just like that with the crowds and little adherence to NCDC guidelines everywhere? They are underreporting now or they deliberately inflated the number tested and confirmed infection rate earlier to scam us because they know the 'covid' around here is not the very serious strain. Something is just not right because the way they were going at it before, we should be battling serious community infection by now. undecided

Nigerians don't give a damn about covid-19 anymore. Gone are the days when these figures were a thing of concern. These days many only glance through the stats and move on with their daily lives. I myself I don't follow the news any longer.
In a saner clime, government sponsored researchers will be actively measuring, evaluating, and interpreting the people's current perception of the virus as they have it in the USA, Canada, UK, and others. Such efforts could have provided the necessary guidance to our policy and decision makers in their quest to tame the invisible monster. But the reverse is the case here. Billions of naira meant for such a purpose are being allocated into private purses of the few privileged individuals. And you expect things to ever get better in this part of the world?
Even ncdc don't care again, cos if they did I would like to know exactly why cases are not just going down but uneven grin. Nigeria's covid response is the real sham not covid itself.

Your second point though cheesy. Research and scientific analysis is dead in Nigeria. Except when it comes to politics, looking for good stats analysis in Nigeria is just a waste of time. I mean all our universities went on break FFS grin.

Its risky sister, very risky. See what happened in South Africa, they are now number 5 in the world with over 500k cases. Their cases took a significant surge after they opened schools and now they are closing schools again. Its not like this thing is only happening in Nigeria, its allover the world. 60% of countries still have schools closed, even the ones that have re opened closed again, e.g China with all their resources to ensure social distancing in schools, yet some schools closed again in June and July doe to surge of new cases, mind u China is almost free of the virus. A lot of countries in Asia who have successfully beaten the virus have opened schools but with strict measures and social distancing. I don't think Nigeria is ready to re open schools fully.
There's nothing left for Nigeria to do. I mean we're still how we started with the pandemic and clearly things won't change. So they might as well reopen schools...

A couple of friends and relative have lost their job, and suddenly at that, and with restrictions in travels across the world and immigration issues, one is left with but extremely very few options none of which is palatable. How all the so-called religious seers in the world did not foresee this global upheaval that has swept the health and socio-economic landscape is baffling really. After the pandemic, if we will ever get out of it, then you begin to hear of miracles.
I prefer not to speak on religious matters and religion as far as this pandemic is concerned grin but it does make one wonder how one microorganism has actually challenged one of the most powerful influences in the world. If I had to guess most will say it's God's will cheesy.

Is the world experiencing a second outbreak? Do you know the world recorded its highest daily tally two days ago, a whopping 289,000+ new cases, and the death rate is equally escalating. In climes like ours that we do not even know exactly what is playing out, it would seem the pandemic is no longer an issue. News about vaccine is often being flashed here and there and that is as far as it has gone. Peru, Colombia, Romania, Israel, Spain again, Argentina, South Africa, Ethiopia, all recording escalating figures. And the death rate is galloping endlessly.
How many would need to die before solution is found?
I hear a compulsory test is to be done on pupils resuming soon. Fine. But what if they tested negative the first day, is there any guarantee for the following day?
I wouldn't say a second outbreak though especially if you aren't New Zealand or south korea or China cheesy. Due to the nature of the virus and transmission we're not going to get free from it that easily. Nigeria has chosen to go against the law of covid gravity and I can't complain grin. Corona messed with the wrong country. I hope I'm wrong but it seems stakeholders involved are just trying to play lip service concerning the vaccine, being that it may not come to light(thougs odds are it does). And even if it does(gets discovered) it's going to be another long wait for full approval and of course the politics that will follow sad. Eventually I think we'll just have to get exposed to the virus one way or another(Not like there's another way in Nigeria) and let the virus burn through the population. Risky? Yes but what choice do countries really have sad. Not like we could just test entirely everyone at a go. With the strain on case management and even testing I see countries switching to give up mode grin like we have grin.

I saw the news about the Ogun state directive and it's exactly like other funny corona policies to have come out from this government grin. But it's kinda plausible if it's for boarding students but that would require cutting all forms of external contact with people.
