It is very possible. accidents do happen. I remember when I was on a visit to Ghana by road, I wanted to take a picture of the sea in Togo with our vehicle on motion. Immediately I was about to snap, a bike that carried a passenger passed by . The timing was so perfect that the bike and its passenger was exactly at the centre of my picture.
I didnt even know this, not until another passenger in the bus called my attention to the bike passing by during the picture shooting. in my mind I was like, the bike rode off long before i snaaped, to my amazement I checked the Gallery and there lies the bike and the passengers on it, so perfect that there isnt any moving motion (I miss the Nokia N8 camera). everyone in the bus busted into laughter and we started sharing the pictures. I do believe the pic the op posted is real.
