David and Bethsheba (2 Samuel Chapter 11 and 12)
According to the biblical records, David was a King beloved by God even God referred to him as an apple of His own eyes. This attitude has led to it becoming a monster and a norm in world of ours and our generation but should this trend continue? Many of the rapists because of the power, influence and financial status go scot free and to any length to cover up for their sin including killing the innocent victims or any other who might expose this ugly act or stand up against it. This sinful act happens in a country where their traditional and customs totally abolished it, maybe I can say Sharia law was in full force in the country that time but the law was suppress before of the status and personality involved. Thank God for God who publicly punished, disgraced the rapist and condemned him not worthy of building a house or temple for Him to be call His house and also rewarding the innocent woman with a lineage where the Saviour was be born.
Like father, they say like son, the next chapter i.e. 2 Samuel Chapter 13 also recorded how David son Amnon raped his sister Tamar following the advice of his friend Janadab.

Sometimes when parents display a particular behavior, the children always have a trait of it in them if not will act worse or better than their parents. Amnon one of the sons of David has feelings for his sister possibly his half-sister, he allows this feelings to grow strong that it made him sick. It is either he try not to control the feelings or cannot help himself to control it. This become noticeable to his friend Jonadab who advices him to pretend he is “highly very” sick and invite his sister to his bedroom seeking his parent approval because he knew his father will never disapproval the request. Tamar was invited and raped, disgraced out of the room and kept the pain to herself until her brother Absalom press her to reveal what transpired on her invitation to Amnon apartment.

Rape do not happen is special or designate places it can happen anywhere, in car parks, along a the street, farm, school, offices, rest rooms, open spaces such as dark area in parties, night vigils, even in religious camp grounds and worship centers. Sometimes a responsible and innocent looking man might be adviced against his strong believe and conviction against rape, therefore beware of seen and unseen friends that your man keeps and the parent/guardian or environments he grows up and relates with.

We men must learn to control our emotions and sexual urges, learn you to dispatched it rather than suppressing it. Trusting a family friends or members by ladies should also not be absolute on their capacity to rape or not them, thus be alone with neighbours in your house/compound/street is not advisable even if the person is the same gender as he/she can collude or arrange for your rape. In fact, no place should be comfortable for us that rape can never take place, because one of the attribute of great women is her ability and WISDOM to protect and stand for her chastity.

It was also seen here that Tamar like many other rape victims, keeps the pains and agony to themselves to protect the rapist and most times for fear of the shame of being a rape victim. I have seen many cases where the victims will say such words as “please I do want people to hear that I was raped, I know God will punish him for what he did”, “I trusted him, I do even think he can do that but I know he will met his evil days”, etc. Bottom line is many ladies are not ready to stand up and think not/ignore the PERCEIVED shame they thought will accompany the revelation of the incident leading to the rape while trying to get justice for them. Many will even start condemning/blaming themselves having the guilt that they are the cause (which in many instances is true as they ignorantly/innocently ignore signals and believe not in previous warnings from friends and families), saying such words as “Is not me that put myself to his hand? If I knew he was such a person I wouldn’t have accept this…..I am just doing all those things, I do not attached or presume anything…”. To candid, no matter how ignorant or innocent or otherwise you behave, you deserved not to be force”.

Also remember that some guys are not rapists but are great in luring and seducing ladies into having sex with them voluntarily although these ladies might not willingly give in to the idea, so beware of sweet words that make you go gaga and lose focus/mind.

Most PDP Senators (Akpabio and his installed Governor, etc. ) and few APC are having sleepless nights on their cases pending in Tribunal.

Why will they not need recess to fight for sustainance of what they believe was their birthday right in political term while abandoning the task of the public post they are occupying.

The last I knew about EFCC and ICPC, over 90% of individuals they investigates and charged to court were PDP members and affiliates. Even this was one major reasons why Ribadu was ousted as EFCC chairman when he complied the list of all corrupt Governors (all of which are PDP governors) to be charged to court immediately after Obasanjo hand over government.

One mistake of Yar'adua government and Ribadu unfortunately with wealth of his knowledge of how highly corrupt PDP are defect to secure a political post.

PDP and Jonathan supporters are crying wolves now because more and more of money can not do what money can't do and they are allergic to being honest and rendering public services without financially benefiting from it.

emusmith, opalu and others thumbs up. Like God have hands in this awareness, one of the Bible verses the pastor in the Church I went to today use was 2 Samuel chapter 13.

I discovered that rape has been an issue of centuries as the story happens during King David reign around 3,000 years ago. I also discovered that rape cases has been a case of let it go and this has been with family, love and trusted ones.

I am thinking of creating a similar thread like RAPE: The biblical Account or something like that but I may push it for next week.

I believe anyone inspired can create a thread on the Bible account or Muslim brethren if any in their Holy book. It high time we stand to voice out against rape and encourage the victims. These recent stories bring to my memories many rape cases I had known of.

With many comments coming from both male and female in recent thread on rape and outcry of victims, I can only conclude that, average lady in Nigeria has been raped or escaped attempted rape and average men in Nigeria is a rapist.

ONLY THE LADIES AND GURDIANS CAN STOP THESE IMMORAL ACT TAKING A NORM IN OUR SOCIETY.

1. Guardians should be careful where they sent children, corners, lonely road, night or very early errands, should be avoided even sending they to customers or trusted friends alone to collect/receive /do something.
2. Ladies should according to the OP be mindful of the male friends they keep. Most men have innocent faces but have a criminal /monster heart. Don't trust even your female friends on invitation because sometimes she might set you up for rape.
3. Avoid be non public places most time parties where alcoholic drinks are in abundant and be sure you drink a bottle of drink or water you opened yourself. Be carefully of drinks you left off on the table when you return.

I will say it was not a total concensus and that the girl have pre-knowledge of what is about to happen and chose not to fight it out to prevent it.

Below account of the Lecturer shows the interest but not the willingness /concensus of the young lady to the act. The Lecturer surely had the intention to use the opportunity to have his way in whether willing or by force not forgetting that the lecturer has condom readily available in his office.

The Senate has its internal mechanism for resolving it matters - Fact.

The standing rules can be suspended by the Senate - Fact.

What then is the business of Executive branch in the business of independent Legislature where there is internal mechanism on resolving their problems.

May I remind you that International criminal court doesn't assume jurisdiction on cases where a member State has internal mechanism of adjudication for either a crime dimed to be human right abuse or crime against humanity.
The title of the document is 2015 Senate Standing Rules and Orders (as amended). Thus nullify that it is a new document. Even Saraki in his letter to APC refers to it as amended and your post I initially quoted points to it as being amended. They which document was amended and how was it amended? If I may ask.

Yes they are all facts but has the 2nd and 3rd facts happens on the floor of the house?

The Executive has no business whatsoever with the business of the Legislative, that is also a fact. But when the Executives has an unresolved issues, the legislative come in through impeachment, and enacting or amending of laws of Executive arms. So also when the Legislative arm found in a situation where he can not resolved it internal crisis to the detriment of the the country and the Executive, I hope the best way is the Executive to fold it's arms and look other way round. I believe you understand the concept of checks and balances in the independence of all the three arms of governemnt.

Above all, all I know about this current Senate crisis was that it was aggrieved members of Legislative arms that petition the FG agency established by the act of Legislative arm (and not the Executive) to investigate into the irregularity and illegal act of its house to determine if the act is capable of felony against the existence or otherwise of the Federal Republic of Nigeria.

There is no forgery, it is called an Amendment and is consistent with 1999, 2003, 2007, 2011 and finally the 2015 Senate standing rules. The controversy on who amends it, doesn't delegitimatize the document rather it is reserved for the senators with majority support to redress or suspend it.

It is non of the Despot's business as the Senate has the internal mechanism to redress their internal affairs.
It will be highly appreciated will you can avail us the process stipulated by the previous (2011) on how the rules can be amended and also evidences that the stated process was followed in the production of the latest (2015) Standing rules.

You are allow to call in or consult your fellow like minds to defend this. I hope the reply will be informative rather than abusive or beating around the bush.

In all sincerity this established case of forgery should not be tolerated for whatsoever reasons. Whether is an internal affairs or not the culprits should be sanctions.

Unfortunately, the persons and office or positions to prosecute the case internally are actually those whose in favour the document was forged for against the long standing rules of amendment.

Nigerians needs to stand against this act of sabotage to the highest body of legislative arm and start working towards making Nigeria a nation where the slogan of a country where anything goes is not a reality any more. We need to stand against this impunity no matter the party or group of individuals that will be the beneficiary of the fight. This same reasons why Fayose was still Ekiti Governor where people supressed democracy just because the end beneficiary of the alleged slap of our Constitution by the state legislative arm where seven out over twenty house members were empowered to impeach the speaker and abuse of power where the Governor infringed on the suspended lawmakers right of freedom of movement and manipulation of the judiciary till their tenure expiration. just because the people perceived that the impeached speaker is the end beneficiary of the struggle if allow the law to take it course.

The Federal Ministry of Justice, through its Directorate of Public Prosecutions, has sent a letter to police authorities at the Force Headquarters in Abuja, stating its position and seeking clarifications on the report of an investigation into the alleged forgery of the Senate Standing Order 2015, The PUNCH has learnt.

A source at the police headquarters told our correspondent on Monday that the police were expected to respond to the ministry’s letter before the end of the week.

Our correspondent confirmed on Monday that the Directorate of Public Prosecutions had, on July 27, received the police report, which sought legal advice from the Attorney General of the Federation on the alleged forgery of the Senate Standing Orders based on the facts revealed by investigation.

The Attorney General of the Federation and Minister of Justice has yet to be appointed for the ministry.

A credible police source, who sought not to be named because he was not authorised to comment on the case, said the ministry had conveyed to the police its “feelings” about the report and sought clarifications about it in the letter.

The source did not disclose the content of the letter but said it had to do with some “grey areas in the police report”.

“They (the ministry) stated their legal position on some of the issues and also sought some clarifications. That’s all for now,” the source said.

It was gathered that the grey areas, which the ministry was seeking clarification on, included information on the “group of senators” involved in the illegal amendment.

The 13-page police report — as reported in the media — had confirmed that the amendment of the 2011 version of the Senate Standing Orders to produce the 2015 edition was criminally done as it was carried out by only a group of senators.

The police report, however, failed to indict any particular person and also did not recommend anybody for prosecution.

The Deputy Inspector-General of Police, Dan’Azumi Doma, who was said to have signed the report, had recommended that the report be forwarded to the Attorney General of the Federation to determine whether a crime had been committed or whether the alleged offence could be regarded as an internal affair of the Senate.

The allegedly forged report was used to convene the first meeting of the Senate and for the conduct of the Senate leadership elections which produced Dr. Bukola Saraki as the Senate President and Ike Ekweremadu as the Deputy Senate President.

Acting on a petition by Senator Sulaiman Hunkuyi of the All Progressives Congress from Kaduna State, the police had investigated the alleged forgery.

The petition had alleged that some parts of the 2015 Senate Orders were different from the one ratified by the 6th Senate in 2010, which was used by the 7th Senate, as Standing Orders 2011.

The police had, during their investigation on July 6, questioned some members of the 7th and the 8th Senates as well as some management employees of the Senate, including the Clerk of the National Assembly, Alhaji Salisu Maikasuwa.

Another source from the Ministry of Justice also confirmed to our correspondent on Monday that the ministry had sent its position on the report of investigation to the police.

Though the source could not confirm when exactly the letter was sent to the police authorities, he said the ministry would take its final decision upon receiving the reply of the police.

“It is expected that the police will reply to the letter before the end of the week,” the source said.

When contacted on Monday, the Director of Information, Federal Ministry of Information, Mr. Charles Nwodo, said he was not aware that any letter had been sent to the police over the alleged forgery case.

A study of the controversial 2015 Senate Standing Orders, Rule 3, as contained on page four of the document, which had to do with the election of presiding officers, showed that it was different from the 2011 Senate Standing Orders.

Rules 3(e) (i) and (ii) had been included in the 2015 document to accommodate electronic voting and secret ballot, whereas secret ballot and ballot papers were not specifically mentioned in the 2011 Standing Orders.

I will limit my observations to 2015 elections.

It is a constitutional right to vote and be voted for including voting for the candidates you seems best for the public position. The issues on last election which Buhari needs to forget and forgo is that those side of Nigeria that didn't vote for him ridicule his image and dragged his good name and integrity into mud.

Majority of this sets of people come from SE, while SS was a little bit balance, minority comes from West and North. Think about his certificate saga which some fools and uninformed persons are still hanging on to till tomorrow. Calling him the BH sponsor and inciting him against the unity of Nigeria and he hates Igbo people and their land. Making many unfounded slanderous comments and unexisting history to dent the good name he has been protecting for his family and unborn generations.

To be candid, the Constitutional rights does not include defamation of characters and defamatory statement against your opponent. The worst of it was that, the bunch of so call elite and politicians in this section of Nigeria are illiterate educated individual who speaks before talking and will not take a basic research and information gathering before declaring publicly their beer parlour gossips and imaginations as facts and truth inciting the innocent public against the identity of Buhari to the extent that he was named Boko Hari.

The issue is not the perceived reactions of Buhari but what led to these reactions. Even some gullible and corrupt minded SW are not left out of this, to the extent of advertising his obituary.

Most times, the solution to many life challenges is correcting the CAUSE than dwelling on the EFFECTS.

SS, SE and section of SW (though the affected SWners have take caution) have to come together and refrain from the hated campaign against the personality of Buhari and the intentions of his administrations and acts of destructive and unfounded criticisms of this government.

Above all, the SS & SE are not totally ignored in Buhari's government, e.g. Imo & Edo governors, ex Rivers state governor, etc. Though most of his appointment were northerners so far, I believe it is not yet the right time to judge him for that, as most of these appointments are security related and in line with public service rules. Even if it is on the contrary, a man with a hoe will rigde the sand to his side (his people and supporters), that is how politics works.

I believe we should not to encourage this trend to continue but we need to first discourage tribal hatred of personality and character assassination of any tribe or region in Nigeria for the purpose of political gain.

Two months after losing power at the national level and in majority of the states, the national leadership of the former ruling party, the Peoples Democratic Party, has concluded plans to sack half of its workforce.

Towards this end, the National Secretary of the party, Prof. Wale Oladipo, has communicated the decision of the National Working Committee of the party to all its directors.

Oladipo made the party’s decision known via a memo dated July 29, 2015, which was directed to “all directors and PS/DD/HOD/SAs/PAs and Establishment Staff” of the party in Abuja.

It was titled “Re-organisation and restructuring of staff at the national secretariat of the Peoples Democratic Party.”

Oladipo said the decision to cut down on the number of staff and other measures were taken at the 406 meeting of the NWC, where he said the report “on the reorganisation and restructuring of staff at the national secretariat” and decisions was approved.

Apart from the reduction in the number of the staff on the payroll at the party’s headquarters, he said the salaries and allowances of those to be left behind would also be cut by as much as 50 per cent.

He listed the decisions to include “reduction of the allowance of all NWC members by 50 per cent and reduction in the number of security personnel attached to the national officers by 50 per cent.”

Before the defeat of President Goodluck Jonathan, who was the presidential candidate of the party, by President Muhammadu Buhari, who was the presidential candidate of the All Progressives Congress, the PDP was usually being funded by the Presidency.

Apart from this, it also got money from the state governors, majority of whom were unable to deliver their states to the party during the last elections.

The party also got money from selling of forms to aspirants. But a source within the party said the “party lacks transparency and proper accountability.”

Investigations by our correspondent indicated that the decision to reduce the staff strength of the party was taken about a month ago by its NWC.

The NWC was said to have been angered by the decision of the workers of the party to collect furniture allowance.

Besides, the members of staff of the party were said to be privy to several withdrawal of money by the NWC members.

A senior staff of the party, who spoke on condition of anonymity said, “We are in trouble in this party. The NWC members are lords unto themselves.

“There is no one to control them and the finances of the party. They have paid themselves several allowances. Even during the last Sallah break, they took money.

“But because we demanded for our furniture allowance, see the memo they gave us. The idea behind this is to sack us and then they will bring in their cronies.”

The original in this case is the standing order of 7th Senate which will be in force till majority (whether simple or absolute) of the senators amends it according to the amendment clause in the last Senate standing rules.

For your information, the clerk has been apprehended as a prime suspect to the forgery as he was the custodian of the rules and expected to have full knowledge of the validity or otherwise of the documents in which he uses to inaugurate the 8th Assembly.

I think there are over five instituted cases by people of SE and SS, the last I knew of was that these cases are withdrew for whatever reason by the petitioners. I believe you and your like minds who are still living in denial of overwhelming evidence from Cambridge and the school should as a matter of urgency write a petition to Police and settle this case once and for all instead of ranting on baseless accusations.

If you can not write petition or charge Buhari to court and see to its Logically conclusion, you should remain silent over this issue forever or choose to wail in your bitterness of heart.

A document that guide an institution created by constitution was forged in collaboration of the Senate president and other interested parties, you are here advocating that the case should be investigated by the same Senate president. A document that can alter the business of institution that has control over 60% of legislative arms of the Government is not a business of Police, and Nigeria, then I have to rest the case there with you.

Bro, personally I see no ambiguity here. The so-called Senate rule for 2015 is an inhouse document and the mmatter is an inhouse one. If a group insist that it was forged they ought to submit protest/petition to the Senate President who will refer the matter to the Ethics and Business Committees for investigation. This is no subject for debate as long as no section of the constitution was breached. The Police investigation will hold no water irrespective of the position they arrive at. Like i said somewhere- "Nobody will lose his or her position in the Senate based on this except 2/3 Senators impeach the person". There is nothing anyone can do about this...
Thanks you, in the first instance, the Senate president and the deputy are defendants to this case and there is no existence of any committee to refer to. Therefore, in this case who should the aggrieved senator write petition to, if not police force taking cognizant that the petition was with intention that a criminal offence has been committed?

Noting the real sense of ratification that unless an action has been ratified by the principal, in this case 8th Senate, it becomes null and void. The ratification needs to come before implementing or enforcing it on 8th Assembly. Then,
1. Was the amended rules ratify by the senators present at the inauguration.
2. Was the number of senators who ratified it up to required numbers as specified by relevant laws, tiles and orders.

Sometimes, we need to grow beyond sentimental opinions and embrace unbiased approached to issues that affects us. I and well meaning Nigerians struggle against perceived injustice to be done to Jonathan during Yar'adua sickness and in solidarity voted massively for Jonathan and PDP, clearing the believe that Tinubu sold out SW votes in 2011. You are right on your first statement but for any alteration(s) to made, it must be by majority votes of the people (in this case senators) the standing rules will guides that has be how it has been and the right thing in the face of the law. it is a known fact fact that the 7th Assembly do not amend the rules as presented by the committee in charge because David Mark see it as a threat the new roles assigned to the deputy Senate president. Now, both factions of the 8th Assembly confirm the existence of the 2015 amended act before inauguration, the questions now are, who made the amendment? Are they qualify under existing rules and law to make such amendment? Even if those present at inauguration are the one who votes for the amended, which I strongly doubt, are they up to numbers required to amend the order? If the deputy Senate president claims are anything to go by, then we ask the final question, are the management board empowered to make or amend Senate standing orders?

Let's wait for the NPF investigation report before making further comments. Though I will need to tap from wealth of knowledge from barcanista.

The main opposition party, the Peoples Democratic Party, has alleged that the Director-General, State Security Services, Mr. Lawal Daura, is using his office to interfere in electoral matters currently before some elections petition tribunals.

The party further alleged that Daura had even invited some security chiefs and some members of elections petition tribunals with the aim of interrogating them.

National Publicity Secretary of the party, Chief Olisa Metuh, stated this at a press briefing in Abuja on Wednesday.

When contacted, the spokesperson of the DSS, Marilyn Ogar, simply said she has no comment on the allegation.

Metuh said members of the National Working Committee arrived at this decision after their meeting in Abuja.

He said, “The National Working Committee of the PDP has uncovered plot by the newly-appointed DG, DSS to intervene and interfere on political issues, especially tribunal matters.

“In that regard, the NWC has been made aware that the new director general of DSS has even invited some people in relation to Rivers tribunal and other states in trying to discuss “such matters with tribunal members.

“The PDP alerts the national and international community that this is gross interference in democratic affairs and that it can lead to authoritarian regime.

“The PDP decries attempts to enthrone draconian regime where security forces and other apparatus of the ruling party will decide to be influencing election matters and outcome on behalf of the ruling party.”

Metuh also said that his party was not happy with the dissolution of validly elected local government councils in Plateau and Katsina states.

The two states are being governed by the All Progressives Congress.

He said the councils were dissolved by the affected state governments without any court judgment.

Metuh said that in Rivers State which is being governed by the PDP-led government and where councils’ chairmen and councillors were also sacked, the action was taken as a result of a court judgment.

He said, “You will recall that in Rivers State where we had a valid court judgement, the police interfered and stopped the PDP from taking over control of those councils.

“However, in Plateau and Katsina states where they did not have any court judgement but went ahead with a unilateral nullification of elections and dismantling of democratic structures at the local government level in both states, the police have aided and abetted them in truncating the tenures of duly-elected officers.”

12 Nigerian banks have emerged among top 20 African banks on the African continent.
This was the outcome of a survey conducted by Thaddeus Investment Advisors and Research Limited.
The firm used a model to assess banks from a human capital perspective.
Speaking on the modalities of the survey, Mr. Jude Fejokwu, Founder, Managing Director and Principal Analyst at Thaddeus Investment Advisors and Research Limited, said a model to assess banks from a human capital perspective was created because human capital is considered the most critical asset of any company. “Employees are entrusted with the assets of a company and are expected to maximize returns on these assets,” he said.
Expatiating, he said, the model employed is not assessing good or bad banks but rather assessing to what extent African banks as at June 22nd, 2015 are trading at prices below their performance as at their last audited report.
“62 banks were reviewed and eight (customised) metrics were assessed in determining scores with the highest score for the bank that has the most value still left on the table as at June 22nd, 2015.”
Most of the value in the good banks, Fejokwu stressed, have been discovered and their prices have risen to reflect this so far in 2015.
“The top twenty banks on the list are worth a deeper look in my opinion. I & M Bank Kenya has the most investment value still left on the table as at June 22nd, 2015. There are 12 Nigerian banks in the top 20.”
Nigerian banks, he stressed further, are getting a raw deal from investors (foreign and local.) DEG Germany and Proparco, France (both DFIs) have found a gem in I & M Bank Group.
“Two of the top 20 banks are listed banks that came tops in the African banks ranking with a focus on human capital as an asset while only one has Returns on Equity (RoE) of at least 26.9% and above for their most recent audited full-year result.”
The value of banks with RoE above 26.9 per cent have been uncovered and snapped up by savvy investors. E.g. Old Mutual Africa Fund has in excess of 9% of its portfolio in Commercial International Bank, Egypt alone.

According to Fejokwu, “making more from what you presently have goes to the soul of business.”
A total of 63 banks across Africa were assessed and ranked, while a few banks were omitted due to lack of necessary information required at this time.
Among those omitted are QNB Egypt, Standard Chartered Nigeria, Attijariwafa Bank, National Bank of Malawi, Cooperative Bank Kenya, Societe Generale, Cote D,Ivoire etc.
According to the assessment, Nigeria has six of the 10 highest paying banks in Africa. South Africa has two and three banks are members of the Standard Bank Group (SBG) while Ethiopia has the cheapest banking workforce in Africa while being very productive.
Three of the top ten banks are in countries dealing with hyper inflation: Ghana and Malawi. Four of the top 10 banks are among the 10 worst paying banks. Nigeria has one bank in the top 10 and four in the bottom 10 while South Africa has two in the bottom ten and none in the top 10.
Africa’s largest banking group by reach and assets were next to each other in the ranking with reach being one above assets. ETI at 45th and SBG at 46th.
Ecobank Nigeria (biggest subsidiary of ETI) has a lower rank than ETI while SBSA (biggest subsidiary of SBG) has a lower rank than SBG. The biggest parts of these banks are not the biggest where it matters.
Three of the top ten banks are foreign-owned. Ghana and Ethiopia have two banks each in the top 10. The top10% of banks (top seven) have better returns thus than their overall indices except for Standard Bank Malawi which is listed on the most illiquid stock market in Africa.
