In Germany, there are 2 paths.
After secondary school, you are assessed.
If you are the intellectual type, you are encouraged to go to University
If you are not smart intellectually, you are encouraged to go to technical school, more or operating machinery and other practical stuff.

University is not meant for everyone.

Why not just learn how to drive well?
People have been passing driving test and doing all maneuvers correctly with 4wheels.
If you can't do it, don't drive. Employ a driver or use public transport.

This crap design must have been stopped because it made a rather simple automobile more complicated with shafts, gears and mechanism all over the place. More maintenance, more repairs, more things to break

Even 4 wheel steering was stopped in he early 90's.
