He's in Nigeria, he'd made several attempts to travel abroad, applying for the wrong visa types, but wasn't successful, he now works as administrative/clerical staff at a University Teaching Hospital.

It actually depends on factors like your age, your attitudes especially when considered suspicious (not necessarily regarding romance relationship), but also likely, he might be interested to know what you do and the kind of friends you associate with.
   Respecting your privacy or introding into it, every reasonable parent would want to have some ideas of their children's activities, especially when the child seems to be somehow secretive; Nobody wants to have his loved child fall into trouble: and remember, when you get yourself into trouble, your parents will be the ones to bear the burden. Are you talking about booking another interview date on same visa application or, you meant making a fresh visa application due to the fact that this current application is time sensitive as a result of failing to get appropriate appointment date?

   Your claim about visa fee is incorrect, visa fees are not refundable regardless of any reason that led to the refusal, cancellation or withdrawal, except under some unlikely circumstances resulting from the embassy error that might compel them to take decisive action to refund the fees.
   So, in the event of an applicant withdrawing his/her application, the fee is forfeitted; and every different application that s/he makes attracts another visa fee as each application is treated in its own merit. Please, refer to the Terms and Conditions governing visa application.

Thanx[/quote]To start with, know that some cases are straight refusal or approval so, it may not be necessary for the embassy to interview her in order to reach a decision. But there is still much time, we're still in December.
   However, the onus is on you to ensure that you make visa application early enough to allow the embassy enough time to process your application. So, in the event of the embassy not being able to process your visa application due to busy schedule, the embassy would have no choice but to decide your application according to the circumstances in hand, and in most cases, the visas are refused for reason of change of circumstance or, unsuitable purpose due to change of circumstance.
   And to answer your question, YES, you will have to pay another visa application fee if you decide to withdraw this current application and make subsequent one. But it is wiser to withdraw a visa application than to be refused a visa that you properly deserve.

I don't seem to be understanding you correctly. . , by "automotive engineer", were you talking about the university Certified Mechanical Engineer or you were referring to the Practical Automobile Technician comonly known as "Mechanic"?
   If you were talking about the first, then, my response remains the same, "you shouldn't need your O Level certificate when you already have a superseding A level one". But if the other, then, it may be necessary for you to present some prove of fundamental formal education irrespective of your trade or profession.

You would still need to go to a travel agent (that operates ticket/booking office) because, you can't do much online since credit card transactions are not acceptable from Nigeria, so, you can neither book nor purchase the ticket online in Nigeria: You need to consult a travel agent, they will sort out a carrier for your brother and you pay by cash.

No, not really. The application was "fast tracked" not because you have a US visa, but because it was a straight case of automatic refusal, hence it wasn't necessary to interview you.
And no, you can not appeal it, it is decided and closed. You can re-apply if you like.

   Sorry for the refusal, but to be honest, your application was a straight case, you've presented a bank statement from your dad, and the statement doesn't display source of income, that is not good. You could have saved yourself the trouble by supporting your application with a statement containing up to six months transaction details especially the sources of incomes.
   And, the ECO was right regarding the appeal rights. Though they are usually polite enough to put it in this term: "your application does not attract a full rights of appeal", but it absolutely means NO RIGHTS OF APPEAL in the actual sense. You can not appeal a tourist or visit visa refusal except it is a family visit.
   Now, what you can do better is to present a bank statement showing good balance with transaction details of up to 6 months, 3 months details would be considered too.
   As long as you've not used any deceitful documents or misleading information, your application rights does not have limit, you can reapply any time once you've made the correction(s)

If you declared the items, you would be subjected to chain questions and thorough examinations (by quarantine officers). . , the reconsideration of your visa is very possible. But if you do not declare them, you would face hell of troubles with huge fines and possible stoppage. Either of these processes could take up to 12 hours if not a whole day to resolve and you would be locked up in the "holding room" while they determine your case.
Now, using your own initiative, you should know that when you give the UK authority the chance to question you about the items you're carrying with you, you increase the risk of stoppage and deportation because, they might find other reasons to cancel your visa. Is that what you want?
