You're not totally right. Depends on the part of Anambra though. For places like Obosi, close to Onitsha, you will pay "deve" (though they don't use that term)
This "deve" is short for development levy. What make places in the south notorious is that different factions of youths (or thugs) could keep coming one after the other to demand for it. You just need tact and be familiar with their leaders to wriggle your way out of most of their silly demands. This levy is tasked in almost every part of Igboland. You may not get to pay it if you are an indigene of the location. But once you are not (even if you are from that state) you would be levied.
I'm speaking from experience. I've paid such fee at places like Owerri, Awka, Abakaliki and Enugu.
