By 2019, Buhari realised his mistake and reappointed him as minister of aviation.

The Minister of State for education suffers the same aberration Keyamo is talking about, it does not make sense. He is still under the substantive minister and cannot do anything without the approval of the minister. He is in the same office building with the minister. Forget about splitting responsibilities between Primary, Secondary and Tertiary Education, the minister is the one that has the final say on education.

No one is stopping any igboman from owning a refinery. In fact Abacha who was the first to issue licenses for refinery gave many igbo men, my brother inlaw was one of the first people granted refinery licence (for your information my wife is igbo). He gravely underestimated the cost of building a refinery, he borrowed $200million from a German bank to build the refinery. At the end of the day he died of a heart attack due to the failure of the project (due to inadequate funds). Even Dangote overshot his budget and had to go looking for money to borrow from everywhere in order to complete the refinery. He had spend over $20 billion so far. That's his whole net worth. Now how many igbo men can take such a risk. Igbos are better with businesses with quick turnover and not long term businesses like refinery that can take up to ten years to turn over.
