ENUGU State Governor, Sullivan Chime, will, by May 29, this year, complete his eight-year tenure.

Perhaps, one of the legacies that will live after him is, the peace and security he ushered in, on arrival at the Lion Building, and which he sustained till 2015. Before his ascension, Enugu residents lived with uncertainty. There were rampant killings and robberies that took nightlife and development away. Residents were in fear and slept with one eye opened. It was common sight before his arrival to see several apartments barricaded with iron bars, and streets becoming empty as early as 7pm.

Speaking on this development, Chief Michael Nwachukwu explained that the security boost by the governor was the tonic needed to launch the state on the path of development and economic growth.

“We were able to have street lights functioning again. Several urban roads were opened to reduce traffic jams. He has maintained some level of sanctity on the roads with constructions, and traffic lights installed at designated junctions. Orderliness was also achieved with the ban on the operation of commercial motorcycles. Though, many have criticised his administration, our people are beginning to reap the impact, as there are less accidents on our roads,” he said.

Nwachukwu, a stalwart of the Peoples Democratic Party (PDP), said Chime would be remembered for conducting periodic local council elections in the state. He said the governor, through this, empowered the third tier of government that brought governance close to the people. “It was no longer appointment of administrators, as it happened in almost every state of the country. Here in Enugu, under Chime, we have elected council chairmen and councilors, who make laws, execute projects and are wholly in charge of affairs at their councils. Chime gave them a free hand to operate. He did not tamper with their allocation.”

He pointed at the ongoing construction of the new workers’ secretariat in Enugu as one of the enduring legacies of the Chime administration, adding that the project, when completed, will give a new lease of life to the state’s workforce. “Workers can now boast of Internet facilities and work with relative ease, unlike previous chaotic arrangements where they barely give their best, due to poor working conditions.”


But Osmond Ugwu, one of the union leaders in the state, condemned the idea of building a new secretariat when “workers are hungry.” He said Enugu workers would like to forget the Chime administration in a hurry, as they gained nothing from it.

“It is on record that Chime remains the only governor that refused to pay the new minimum wage approved by the federal government. Leave allowances were never paid, among other welfare packages. Recruitments were never an issue for his administration. The government believes in strangulation of the workforce, especially, those who opposed the mess going on in the state.

“There is no basis for the administration to remain in office. To further humiliate the workers, several governors attended Workers’ Day celebrations in their state, but such was not the case with his administration; he never attended any held in Enugu. So, the workers never had it easy with him. He should not build a secretariat for the dead but for the living,” Ugwu said.

Another thing people of the state will possibly want to forget in a hurry is Chime’s attitude to official engagements. He either went to official functions late or never showed up at all. There are several stories of individuals and organisations that had to reschedule their events because they wanted the governor involved. It was gathered that because of this attitude to work, certain government responsibilities shifted to his former chief of staff, who allegedly, ran the administration the way she wanted, and in the process, created many enemies for Chime.

The case of Sunday Onyebuchi, his former Deputy, who was impeached less than six months to the end of the administration, is still fresh and remains one of the saddest milestones in the history of his government.

Against public outcry that the move was too late in the day, the governor ensured Onyebuchi was removed over allegations he had poultry in his compound, even when there is a bigger poultry at the governor’s lodge.

The removal of Onyebuchi became one of the low points of the administration, coming few months after the governor had spent nearly a year receiving medical attention overseas.

The poor culture of continuity that stalled public projects started by his predecessor, is another low point of the administration. Residents may not forgive him in a hurry for refusal to complete the International Conference Centre, at Okpara Square, which Nnamani started.

The Guardian learnt that the state-of-the-art centre was about 80 per cent completed when the Nnamani administration ended. Chime refused to complete the project, citing his administration’s lack of resources. It turned out, however, that the administration, in its latter days, sold portions of the land to private developers without applying due process. The issue remained a controversial one, attracting the ire of residents with many threatening court action.

A chieftain of the All Progressives Congress (APC) in the state, Dominic Okwukwe, said: “Enugu will like to forget in a hurry the primitive acquisition that trailed the last days of the Chime administration: the manner the Conference Centre was sold, the old Eastern Manufacturing Centre on Zik Avenue, the selling of land behind House of Assembly, the Hotel Presidential Enugu, the State Diagnostic Centre, which was never completed four years after, among others.”

He added: “Enugu borrowed over N5bn from the World Bank to reticulate water in the state, in 2006. But as we speak, there is no water anywhere. Government is yet to repay the debts. I have not seen any project the administration has completed in the last eight years. Look at the Diagnostic Centre, the International Conference centre, the new secretariat, even after the government allegedly invested N13bn in the project. So, Enugu will like to forget Chime in a hurry and wish that his type never show up in the leadership of the state again.”

He lamented the state of the education sector, saying: “Our primary schools remained on the drawing board of renovation in the last eight years. There was the N36bn UBEC funding earmarked for the renovation. But as we speak, the funds cannot be accounted for. It has now become an issue of controversy as the House has launched a probe. So, it was not the best of times for Enugu under the Chime administration and we will not forget what happened to the future of the education of our youths.”

Big lies at bolded, what about the coal camp roads, New haven tunnel bypass, Udi-Ozalla road, Opi Nsukka-Nike roads, Emene bypass roads and other major roads? Did he not complete those 100%?

Every state Govt in nigeria has completed one road or the other, roads are easy even TA orji built and completed some roads. The Author said any major project and even you his supporter did not mention any major project completed by chime except a few roads he built. was he elected to only build a handful of roads in eight years?

Read the bolded again, did you see "major" in the sentences?

We are too quick to lambast our leaders to the point that we will fail to give them the credit even in the little they did well. For me I like to give credit where it is due. Chime failed woefully in rural development, I am from Nomeh Unateze, come and ask me how my village looks like a bush.

But Chime completed some projects, the author was lying at the bolded portion of his write up. Period.

We should not even cry too much about Chime, why didn't we do anything about him if we think he performed so poorly? and we are only waking up from sleep now to discredit him at the 99 and half hour, whatever he did to lull us to sleep for 8 years must be good grin

Why didn't we impeach him all these while?

Anyways,this is too fine a weekend to argue about a man who is going home to rest after 8 years. I will go back to watching my soccer match grin

We don't have trees in Enugu, aside GRA and government house area. Trees should be lined up along streets to provide shades for people during intense sunshine. What would it cost to plant trees anyway?

^^^Don't mind them! Sometimes we tend to leave the easy doable stuff and overextend ourselves with more complex, expensive and complicated things!

I've also noted many roads in Enugu are not swept regularly, and because of the type of red soil Enugu has.....with a little rain the roads look brown and dirty! They also need to grass the medians and open spaces properly, and prevent pedestrians from walking on them; either that or they concrete over the whole thing!

I dont see you complaining about the positive things said about chime in the above article eg improvement of security in enugu, street lighting etc. Chime is a big disappointment and he failed to deliver a major project in enugu for eight years, that unfortunately is true Spyder.

So many roads are not even swept at all, if I sweep out all the sand in one road alone, it will be enough to build 2 houses grin

First, show me where you dug up "major" to add to the write up above.

That is my point of argument. The article was clear where I made bold and thus quoted. They said he never completed "any" projects and I said its a lie. Let us stop running around in circles. I want to know how 'major" got into the article.

Have you taken note of the positive investment climate in the Enugu of today; the improved security situation; the improved IGR (which was 3rd or 4th highest in 2013); the almost completed state secretariat; the polo park mall and the improving real estate investments! The secretariat is not 100% complete yet because they're doing a top-notch job.....a legacy for the state that will last and be relevant for decades to come, kinda like the state assembly complex and gov't house built in the 60s by Dr M I Okpara!

Nobody is saying it's uhuru, but bearing in mind the states allocation from the center and other handicaps we should cut the Governor some slack!

This is one area I really hope the new governor will improve on.

Street sweeping is a very basic everyday activity that can be done efficiently with cheap labour.

I still wonder why Chime chose to neglect that aspect.

I still challenge you to Factually challenge any part of the article above, that's not a true representation of the shambolic administration of chime in these unfortunate 8yrs of chime that is best described as a biblical "years the locust has eaten".

back after 2 decades


DAILY POST gathered that the industry, which
last functioned during the administration of ex-
Governor Okwesilieze Nwodo, had remained
moribund for the past 20 years.
The State Government had in 2013 signed an
agreement with a Vietnamese company, DAO-
VTV International Trading Services and
Investment Ltd to take over the moribund Flour
Mill for a period of 30 years.
Speaking shortly after re-opening the industry,
Chime, represented by the State’s commissioner
for commerce and industry, Mr. Jude Akubuilo
described the re-opening of the Mills as a
milestone in one of his administration’s many
policies aimed at giving the State’s economy a
new direction.
Akubuilo, who underwent a comprehensive tour
of the facility said, what we are seeing today is
the under-celebrated aspect of the Sullivan
Chime’s administration, the total re-engineering
of the economic sector, that’s what you are
seeing today, the re-opening of this moribund,
sleeping sunrise flour mill, it has been sleeping
for several years but today it is very very much
awake; this is possible because of the
determination, the doggedness of the governor”.
He further stated that “Chime has transformed
Enugu State from a sleeping civil service
economy to a wonderful economic powerhouse;
it is becoming the economic hub of the South-
East.
“Some of you may know that President Jonathan
has now formerly approved the Enugu free trade
zone; his excellency will not let him be, begged
him, cajoled him until this formal approval was
made, and today we hear that the flag off of the
ground-breaking ceremony of this all important
trade zone will take place on May 21, 2015”.
“So, you can see the economic turn-around of
the state, the re-opening of the ANAMCO, which
today is now assembling trucks and we are
believing that others will soon follow; the
construction of park and shop going on beside
the Enugu State House of Assembly, many
industries are clamouring to come into Enugu
State, courtesy of what Chime had done to re-
engineer the economy of the State”.
The commissioner lauded the Vietnamese
company, DAO-VTV International Trading
Services and Investment Ltd, for the quality
reconstruction work at the industry.
He expressed hope that “as the CEO said, we
know that this will capture the market share in
terms of flour, noodles and other products, not
only in the Eastern NIgeria, but across the
country and beyond; we want you to continue
the good work you are doing, you have the
assurance of the Governor that in and out of
government, he will continue to support and of
course you know that this company will feature
prominently in his hand-over note so that the
incoming administration will continue this good
work”.
Earlier, the CEO of DAO-VTV International
Trading Services and Investment Ltd, Phoenix
Huynh, while commending the Enugu State
Government for its support, pledged the
determination of the company to meet the
expectations of the people.
She said, “We thank the Governor because he
helped us a lot; we shall try to make our
products of very high quality for the customers in
Enugu and beyond”, adding that “in the future,
we shall go beyond flour and do noodles,
cashew, others and we look forward for many
investors”.

Truth be told....
Chime governed Enugu extremely well managing to use the less than N90 billion naira (One of the state poorest budgets in Nigeria) to transform the state. As a coal city boy, i know what it was in 2007 and what it is now. Not to say i didn't expect Enugu to improve since 2007, the rate of improvement was phenomenal to put it mildly.
Now, i have been one of Chime's strongest critics for not completing the iconic International conference center. But to say he did nothing is actually a hilarious statement from people who imagine we are all blind and suffer from severe memory loss.

This thread is about Enugu not chime, all i see in the thread is the great city of enugu the capital of SE nigeria and the capital of igbo nation that has been corrupted and left to decay by ineffective leadership of the likes of chime who in 8yrs as gov. Could not complete one major project, the only state in the country not paying the new minimum wage ad cannot even pay the old wage either.
Can you show me a picture of one school primary or secondary that chime built or renovated or a hospital or health centre in his 8yrs as gov.

Truth be told....
Chime governed Enugu extremely well managing to use the less than N90 billion naira (One of the state poorest budgets in Nigeria) to transform the state. As a coal city boy, i know what it was in 2007 and what it is now. Not to say i didn't expect Enugu to improve since 2007, the rate of improvement was phenomenal to put it mildly.
Now, i have been one of Chime's strongest critics for not completing the iconic International conference center. But to say he did nothing is actually a hilarious statement from people who imagine we are all blind and suffer from severe memory loss.

I wonder how people expect all the projects in Enugu to be completed with less than N90 billion allocation. Even Rivers, Lagos and Akwa Ibom has not completed all their projects 100%. The real estate boom in Enugu is unimaginable, even interior villages in Enugu has risen and is well sought after now, that's a ripple effect of the Chime policies. Schools, hospitals? I think we are not doing badly in that aspect, after Chimaroke spent so much on school infrastructure and health sector, Chime managed the school administrative structure well by providing stronger school management and administration. Schools in Enugu has been enjoying an unprecedented smooth flow, salaries promptly paid and improvements in the quality of learning. I have people in the education sector in Enugu.

A governor who lacks focus can build you classroom blocks but refuse to pay salaries like some of our neighbors, thereby plunging the education sector into chaos, but the fact that many ministries like education, health, environment, commerce and tourism worked smoothly for 8 years (no strikes) is enough testament that the man at the top knows his onions. What is the need of starting to construct all school buildings if you know you have no funds to complete it? Governors should rank their priorities. And we know this man does not build mediocre projects, Chime cannot afford to build us a two penny school and leave it for Enugu state, his tastes are so high. People outside do envy our high taste in project delivery.

Leadership is not all about making noises and excuses, Chime sat still and did what he was elected to do, his greatest undoing is his refusal to fight dirty, which made some of his officials to start the dirty fights on his behalf like Mrs. Nwobodo and co.

The day I respected Chime is when he agreed to step down for Ekweremmadu in the senate! This is unheard of in Nigerian politics, for a serving governor to step out of power and allow another take his coveted position, this man must be a European, not Nigerian! I know he did it for the love of Enugu state. Any other governor would have spent 6 moths allocation of his state and uproot Ekweremmadu with power and intimidation, the grasses can suffer as the two elephants trample on all of us in a prolonged fight. Chime will be remembered for leaving a working state, not a disunited entity with enough bad blood to last us a decade. And the next governor would have spent the next 4 years mending broken relationships.

I still maintain that he did very poorly in rural development, for abandoning Nkanu local government and others, for sharing all the reserved lands in Enugu. Esut and IMT lands, Rangers training grounds, back of ETV, he has his low points, but his administration is still a success.

I am scoring Chime an overall 65% mark for his 8 years.

Why a canoe? They should get some speed boats, train a few guys to man them and charge visitors for a ride. I've seen smaller establishments in Jamaica do this.

How comes you cant list the major projects he completed? all you are doing is tell stories,the states you mentioned, Rivers, Akwa Ibom,Lagos have completed major projects in addition to the ones they have not completed. Rivers we know 250 primary schools completed out of 750 planned, 1 model sec out of 7, 13,000 teachers employed, 110 health centres and two tertiary hospitals,completed etc. Lagos ikoyi - lekki link bridge, jetties, hospital etc Akwa Ibom new bi-campus state university, Airport, Stadium,6000 class room blocks for primary and secondary schools, 5 new general hospitals etc

The reason chime didnt fight Ekweremadu was because he knew he could not beat ekweremadu in the senate race, the PDP national made chime choose between picking his successor or his senate seat. He settled for picking his successor. He didn't do it because he loved Enugu it was for his selfish interest.

I have been reading your comments for a while to understand if you are here to actually point out where the administration failed for the new one to improve on or to show how bitter you are. I'm getting convinced you are just bitter. Everyone knows chime failed when it comes to welfare of workers and probably job creation but Have you heard of the the efforts of the ministries of chieftaincy matters and rural development have put in to ensure security and peace in the rural areas(election of town union chairmen and traditional rulers) and not forgetting the development in form of primary health centres(my town benefited) and refurbishing of schools in different communities and also some rural electrification projects. Have you heard of the Umuode-oruku crisis which claimed lives and properties before the inception of this administration but which it has succeeded in settling. Going to healthcare you can attest to the fact that we have probably the best structure from primary to tertiary in the southeast. And you make a joke of yourself if you say the enugu-nsukka road is not a major project.

Oga notobs every government has it priorities, Chime seemed to have focused more on the capital and make it beautiful, he has his low points, but Enugu is far better now, also mind the states u compare with Enugu as we and oil producing states are not mate.
A funny Nigerian mentality is government must build more of what already exits even if leads to a surplus,
Are the schools in Enugu not enough, do they lack basic amenities, have they forgone their basic duty sine their teachers are on strike, were the hospital facilities invested in by Chimaroke allowed to decay, Enugu has two teaching hospitals,we dont have the need of a jetty, bridges? same, but atleast the one we need in Zik rd was completed in record time and is top notch, at the end of the day what we can't take away is that Enugu functioned, the workforce is responsible for this and we didn't hear them going on strike, and we dont hear workers going on strike for unpaid salaries.

Big lies at bolded, what about the coal camp roads, New haven tunnel bypass, Udi-Ozalla road, Opi Nsukka-Nike roads, Emene bypass roads and other major roads? Did he not complete those 100%?



I don't like his mode of governance, I will always chose Peter Obi nd Obiano who have shown leadership skills head of him.

Chime failed in bringing investors to Enugu. Just one year Obiano spent, he has attracted over1.5billon usd while chime that spent 8 years cant boast of attracting 400million usd. Until we continue to elect politicians instead of technocrats in Enugu,we shall continue tocry about unemployment.
