I just renewed my epassport last week for 18k. I was told the renewal would have cost 30k if I had come from Aug 1 when issuing of the new passport would commence.

I had the same experience with an htc phone I bought from SLOT. It was story time when the phone developed a fault shortly after purchase. I dont understand why they had to lie that the phone has a warranty cover when the opposite was the case.
